
From July 1st, 2025, after reorganization, the province will have 61 communes and 4 wards. According to data from the Department of Agriculture and Environment, after reorganization, the average number of criteria met per commune in the province is 10.93, with no commune meeting all 19 criteria for New Rural Development, and 3 communes meeting fewer than 5 criteria: Doan Ket, Quy Hoa, and Thong Nhat (all of which are particularly disadvantaged communes). Of these, Quy Hoa commune met 3 out of 19 criteria; Doan Ket and Thong Nhat communes met 4 out of 19 criteria.
Mr. Vi Van Thang, Chairman of the People's Committee of Thong Nhat Commune, said: Thong Nhat Commune was established on the basis of merging three communes: Thong Nhat, Minh Hiep, and Huu Lan (formerly belonging to Loc Binh District). After the reorganization, a review showed that the commune met 4 out of 19 criteria for New Rural Development, including: rural commercial infrastructure, education , health, national defense, and security. To fulfill the unmet criteria, from July 1, 2025 to the present, the People's Committee of the commune has mobilized people to contribute over 3,000 man-hours of labor to jointly implement the criteria for transportation, irrigation, and environment; and to renovate, repair, and build 111 temporary and dilapidated houses... In 2025, the commune strives to achieve the criterion for residential housing, while continuing to gradually implement other unmet criteria in the following years.
Similar to Thong Nhat commune, after the merger, Quy Hoa commune, a particularly disadvantaged area, is also focusing on implementing the remaining criteria for New Rural Development. Mr. Be Van Ly, Chairman of the Quy Hoa Commune People's Committee, stated: Currently, the commune has 16 out of 19 criteria yet to be met. In 2025, the commune aims to achieve the irrigation criterion. To fulfill this criterion, in addition to state investment (construction of 2 irrigation projects), the Commune People's Committee continues to promote and mobilize people to jointly renovate and upgrade irrigation works in the area to ensure the criterion is met. Regarding other criteria, the Commune People's Committee has commenced construction on 2 transportation projects; maintained and repaired 9 infrastructure projects; and implemented models for breeding white horses and buffaloes for reproduction. Along with this, the commune is carrying out the demolition of 88 temporary and dilapidated houses on schedule. This creates a foundation for the commune to continue achieving its goals and tasks in New Rural Development in the coming time.
Similar to Thong Nhat and Quy Hoa communes, besides implementing programs and projects under national target programs, Doan Ket commune has propagated and mobilized the people to join hands and contribute to the implementation of the New Rural Area criteria. Mr. Be Van Su, Vice Chairman of the People's Committee of Doan Ket commune, said: Currently, the commune has achieved 4 out of 19 New Rural Area criteria. In 2025, the commune strives to achieve the income criterion. To implement this criterion, the People's Committee of the commune will continue to promote propaganda, mobilization, and support for people to focus on developing production, with the focus on developing and effectively exploiting key crops such as cinnamon and black jelly to increase people's income. In addition, the People's Committee of the commune will continue to propagate and mobilize people to contribute labor and money to jointly implement the targets under the criteria of transportation, irrigation, environment...
Along with the proactive efforts of the aforementioned communes, to ensure that the New Rural Development program is not interrupted after the restructuring of the two-tiered local government model, relevant levels and sectors have issued directives and urged the implementation of the program. Mr. Hoang Dang Dung, Head of the Rural Development Department, Department of Agriculture and Environment, said: To ensure continuity in New Rural Development, the specialized department has advised the provincial department to issue a directive on the implementation of the New Rural Development program. This directive requests communes in the area (including Doan Ket, Thong Nhat, and Quy Hoa communes) to focus on reviewing and assessing the current status of criteria, and then develop specific plans for implementation. In addition, relevant levels and sectors continue to integrate and allocate resources to support the communes in implementing the criteria.
Despite facing numerous difficulties and challenges, the three communes of Doan Ket, Thong Nhat, and Quy Hoa have been making efforts to implement the criteria for New Rural Development. However, with the number of criteria already achieved still very low, in addition to the efforts of the communes, relevant levels and sectors need continued attention and support. This will help the communes gain more resources and motivation to successfully achieve the goals and tasks of New Rural Development.
