The purpose of the draft resolution is to attract doctors to work in Dong Nai and ensure the necessary number of doctors for disease prevention, treatment and technical development requirements of units in the province.
At the same time, encourage doctors and health workers to work with peace of mind at their units, contributing to improving the quality of care and protecting the health of people in the province; achieving the target of 13-15 doctors/10,000 people by 2030, 100% of health stations have doctors, ensuring enough human resources, nurses, doctors, midwives, technicians to perform tasks at the units, by 2027, each commune-level health station will have at least 4-5 doctors. In addition, to train and improve the quality of health human resources, comprehensively improve the quality of services, and develop specialized health care.

According to the draft resolution, the subjects applying the attraction regime to work at the Department of Health, public service units under the Department of Health, commune and ward health stations include: doctors with postgraduate qualifications (resident doctors; masters - doctors; specialist I; medical doctors, specialist II, professors of medicine, associate professors of medicine); general practitioners (medical doctors) trained in the regular system (6-year system) with a graduation degree of average or higher at public training institutions to work at public service units under the Department of Health, health stations.
Attracting preventive medicine doctors with formal training (6-year system) and a graduation degree of average or higher from public training institutions to work at health stations.
Regarding the level of attraction, the draft resolution clearly states: The subjects are entitled to a one-time attraction regime when working at a public service unit that self-insures regular expenses and investment expenses; the public service unit self-insures regular expenses. Specifically, professor (500 million VND); associate professor (400 million VND); doctor, specialist II (300 million VND); master, specialist I, resident doctor (200 million VND); general practitioner (150 million VND).
The level of attraction when the subjects work at public service units self-insure a part of their regular expenses is as follows: professor (600 million VND); associate professor (500 million VND); doctor, specialist II (400 million VND); master, specialist I, resident doctor (300 million VND); general practitioner (250 million VND). Preventive medicine doctors working at commune and ward health stations: enjoy the attraction regime of 200 million VND.

The highest level of attraction for subjects when working at public service units with the State ensuring regular expenditure is 700 million VND for the title of professor. Next is associate professor (600 million VND); doctor, specialist II (500 million VND); master, specialist I, resident doctor (400 million VND); general practitioner (300 million VND). Preventive medicine doctors working at commune and ward health stations enjoy an attraction of 250 million VND.
