Expanding the cashless payment network

In recent times, cashless payment activities have become increasingly popular. The development of digital banking services is one of the conveniences contributing to the expansion and development of the cashless payment scheme in Dong Nai province.

Increase the rate of cashless payments.

Currently, banks in Dong Nai province are implementing many online banking services and developing digital services. This helps people have more opportunities to experience and use digital banking services more easily and conveniently, contributing to promoting cashless payments.

According to information from the Vietnam Investment and Development Bank ( BIDV ) Bien Hoa branch (Tran Bien ward, Dong Nai province), to promote cashless payments, the branch has focused on two main groups of solutions: developing infrastructure and digital payment products, while also promoting a change in customer behavior. Regarding the development of infrastructure and digital payment products, the branch has promoted the use of the BIDV SmartBanking application for individual customers and BIDV iBank and BIDV Direct for corporate customers. In addition, the branch has developed and expanded the network of QR Code and POS payment systems at stores, supermarkets, public administrative units, schools, and hospitals in the area.

The banking sector in Dong Nai will focus on analyzing and evaluating market share and market conditions by region: urban areas, rural areas, and remote areas, in order to develop appropriate and effective banking services. This will lead to expanding the network and improving the efficiency of cashless payment channels in the area.

Regarding promoting customer behavior change, the branch actively communicates incentives and benefits of cashless payments such as promotions, cashback, free online transfers, and credit card issuance with many attractive offers and policies; providing guidance and advice directly at the counter and via hotline to help customers switch to electronic transactions, while also helping customers experience products and services in the best way. The branch also collaborates with businesses, schools, and hospitals to implement cashless payment models, collecting tuition fees, hospital fees, and paying bills through the bank.

In Dong Nai province, especially in large cities and densely populated areas, cashless payment applications and services are widely implemented in businesses, service stores, supermarkets, and shopping malls.

According to Vo Thanh Lan, Director of Co.opmart Dong Phu Supermarket (Dong Phu commune, Dong Nai province): Currently, all cashier counters in the supermarket are equipped with POS machines that support payment by domestic and international cards, applying the modern contactless payment method. This system helps shorten waiting times, minimize transaction errors, and provide a faster and safer payment experience for customers.

Simultaneously, Co.opmart Dong Phu Supermarket also collaborates with leading payment intermediaries such as MoMo, VNPay , Giftee, UrBox, Got It… to expand options for consumers. Diversifying digital payment methods not only serves the flexible needs of different customer groups but also contributes to promoting a comprehensive digital retail ecosystem. In terms of technical infrastructure, the supermarket operates 7 POS machines, ensuring high transaction processing capacity, stability, and security.

“The results show that the proportion of revenue from cashless transactions at the supermarket currently accounts for about 30% of total revenue, exceeding the average of many traditional retail systems in the locality. This is clear evidence of the shift in consumer behavior – as customers increasingly trust, prefer, and proactively use electronic payment methods,” Mr. Vo Thanh Lan emphasized.

Ms. Vu Thi Hong Thanh, owner of a coffee shop on Nguyen Thi Minh Khai Street (Long Khanh Ward, Dong Nai Province), said: "The shop encourages customers to use cashless payment methods such as scanning QR codes and paying via e-wallets. Recently, the number of cashless payments at the shop has increased significantly, with QR code payments accounting for about 70% of the total transactions."

Enhance expansion and development solutions.

To implement effective and practical solutions, relevant units and the banking sector in Dong Nai province need to conduct a comprehensive analysis and assessment of the area and customer criteria; and at the same time identify the advantages and disadvantages for expanding and developing payment activities in the area.

According to Nguyen Duc Leinh, Deputy Director of the State Bank of Vietnam's Regional Branch 2, Dong Nai banking sector will focus on expanding and developing account services, with a focus on opening bank accounts for customers. Currently, activities promoting the application of technology, providing and using online public services, and digitizing procedures through electronic identification applications (VNeID) are becoming increasingly convenient, especially with the operation of the two-tiered local government model. This helps credit institutions improve the efficiency of linking bank account opening for citizens and facilitating online payments for public services and social welfare payments.

Furthermore, information and communication efforts regarding cashless payments need to be strengthened by credit institutions through creative and easily implemented methods. Promotional activities, support, and consultation should be intensified so that people, especially in rural, remote, and disadvantaged areas, are aware of and use digital banking services, thereby gradually changing the habit of using cash among the population.

At the end of October 2025, the Provincial People's Committee issued Official Letter No. 8274/UBND-KTNS to departments, agencies, mass organizations, and the People's Committees of communes and wards in the province regarding the promotion of cashless payments. Accordingly, to further promote the development of cashless payments, ensure the payment needs of citizens and businesses are met, save resources, prevent tax evasion, money laundering, and other illegal activities, the Provincial People's Committee directed budget-using units in the province to prioritize the collection and disbursement of state budget funds through cashless payment methods (including items that are typically disbursed in cash). If necessary, cash transactions may be conducted at commercial banks where the State Treasury maintains payment accounts in accordance with regulations.
