Increase the rate of cashless payments
Currently, banks in Dong Nai province have been deploying many experimental online banking services, developing digital services... Thereby helping people have more conditions to experience and use digital banking services more easily and conveniently, contributing to promoting cashless payments.
According to information from the Joint Stock Commercial Bank for Investment and Development of Vietnam ( BIDV ) Bien Hoa branch (Tran Bien ward, Dong Nai province), to promote cashless payment activities, in recent times, the branch has focused on two main groups of solutions on infrastructure development and digital payment products, while promoting customer behavior conversion. In particular, in terms of infrastructure development and digital payment products, the branch has promoted the use of BIDV SmartBanking application for individual customers and BIDV iBank, BIDV Direct for corporate customers. In addition, the branch has also developed and expanded the QR Code and POS payment network... at stores, supermarkets, public administrative units, schools, and hospitals in the area.
The banking sector in Dong Nai will focus on analyzing and evaluating market share and markets by region: urban areas, rural areas and remote areas to have appropriate and effective measures to develop banking services. From there, expand the network and improve the efficiency of non-cash payment channels in the area.

Regarding promoting customer behavior conversion, the branch actively communicates incentives and benefits of cashless payments such as: promotions, refunds, free online transfers, issuing credit cards with many incentives and attractive policies; providing guidance and direct consultation at the counter and via the call center to help customers switch to electronic transactions, while helping customers experience products and services in the best way. The branch also coordinates with businesses, schools, and hospitals to implement the Cashless model, collect tuition fees, hospital fees, and pay bills via banks.
In Dong Nai, especially in large cities and densely populated areas, cashless payment applications and services are widely deployed in units, service stores, supermarkets, shopping centers, etc.
Director of Co.opmart Dong Phu Supermarket (Dong Phu Commune, Dong Nai Province) Vo Thanh Lan said: Currently, all cashier counters of the supermarket are equipped with POS machines that support payment by domestic and international cards, applying modern contactless payment methods. This system helps shorten waiting time, minimize errors in transactions, and at the same time bring a faster and safer payment experience to customers.
At the same time, Co.opmart Dong Phu Supermarket also cooperates with leading payment intermediaries such as: MoMo, VNPay , Giftee, UrBox, Got It... to expand the choices for consumers. Diversifying digital payment methods not only serves the flexible needs of each customer group but also contributes to promoting a comprehensive digital retail ecosystem. In terms of technical infrastructure, the supermarket is operating 7 POS machines, ensuring large, stable and highly secure transaction processing capacity.
“The results show that the revenue from non-cash transactions of supermarkets currently accounts for about 30% of total revenue, exceeding the average of many traditional retail systems in the locality. This is a clear demonstration of the shift in consumer behavior - when customers increasingly trust, prefer and proactively use electronic payment methods,” Mr. Vo Thanh Lan emphasized.
Ms. Vu Thi Hong Thanh, owner of a coffee shop on Nguyen Thi Minh Khai Street (Long Khanh Ward, Dong Nai Province) said: The store encourages customers to use cashless payment methods by scanning QR codes, paying via e-wallets, etc. Recently, the number of cashless payments at the store has increased, with the rate of payments using QR codes accounting for about 70% of the total number of transactions at the store.
Enhance expansion and development solutions
To implement effectively and have practical solutions, relevant units and the banking sector of Dong Nai province need to have a comprehensive analysis and assessment of the area and customer criteria; at the same time, identify advantages and difficulties to expand and develop payment activities in the area.
Deputy Director of the State Bank of Vietnam, Branch 2, Nguyen Duc Lenh, said: The banking sector in Dong Nai will focus on solutions to expand and develop account services, focusing on opening bank accounts for customers. Currently, activities to promote technology application, provide and use online public services, digitize procedures... through the application of electronic identification (VNeID) are increasingly convenient, especially when operating the 2-level local government model. Thereby, helping credit institutions improve the efficiency of linking to open bank accounts for people and make online public service payments, social security payments.
In addition, information and communication work on non-cash payments needs to be enhanced by credit institutions with creative and easy-to-implement forms. Promotional, support and consulting activities need to be promoted so that people, especially in rural, remote, isolated and disadvantaged areas, know and use digital banking services, thereby gradually changing the habit of using cash among the population.
At the end of October 2025, the Provincial People's Committee issued Official Dispatch No. 8274/UBND-KTNS to departments, branches, sectors, organizations, People's Committees of communes and wards in the province on promoting non-cash payments. Accordingly, to continue promoting the development of non-cash payments, ensuring to meet the payment needs of people and businesses, saving resources, preventing tax evasion, money laundering and illegal activities, the Provincial People's Committee directed budget spending units in the area to prioritize state budget collection and expenditure by non-cash payment methods (including contents paid in cash). If necessary, cash transactions can be made at commercial banks where the State Treasury opens payment accounts in accordance with regulations.
