Building national defense and people's security associated with the people's hearts and minds

To do this, Lieutenant General Le Quang Dao emphasized and proposed the following solutions:

Firstly, maintain and strengthen the Party's absolute, direct, and all-sided leadership over national defense and security (NDS). Promote the strength of the entire political system and the entire people in consolidating and building the all-people national defense (ND).

This is a matter of principle and strategic significance; therefore, it is necessary to constantly improve the Party's leadership capacity; the effectiveness and efficiency of State management; and perfect the system of policies and laws on national defense and security. Strengthen the coordination of all levels and sectors in building a solid defense zone; build a "revolutionary, disciplined, elite, modern" People's Army and People's Public Security as the core to firmly protect the Fatherland. Organize, arrange and operate the national defense and people's security according to new methodologies, closely linked with new technology, new thinking and a modern management system.

Second, take care to build a solid "people's heart position". In any circumstance, people's heart is always a "soft shield" to protect the country; therefore, according to Lieutenant General Le Quang Dao, it is necessary to continue to promote propaganda, raise awareness of the entire political system and the entire people about national defense and security; build and rectify a strong party and political system; promote the strength of the great national unity bloc. Mobilize and unleash all resources for economic development associated with ensuring social security; preserve cultural identity, spread the values of Vietnamese people in the new era.

Currently, social networks have become a tool for hostile forces to exploit, distort, incite, gather forces, protest, riot, overthrow the government... Therefore, Lieutenant General Le Quang Dao suggested that it is necessary to continue to pay attention to building a solid "people's heart position" in cyberspace, raising awareness, equipping skills so that each citizen can become a "soldier" on the ideological front, proactively fighting and refuting false and hostile arguments.

Third, strengthen the construction and consolidation of the potential of the KVPT. To successfully carry out this task, it is necessary to promote the potential and strengths of each locality to attract investment, promote socio-economic development associated with strengthening and consolidating national defense and security. Continue to build national defense economic zones in strategic areas, remote areas, border areas, seas and islands. Implement the project to build a chain of near-shore islands into economic, scientific and technological, and defense centers according to a multi-functional, autonomous model, combining economic activities with national defense at sea.

The overall planning of the national defense and security posture is synchronized with the planning of residential areas to meet the requirements of economic, cultural, social and foreign development; consistent with the new administrative boundaries and the organization of two-level local governments; consistent with the form of war and modern combat methods. Implement well the motto "Each step of socio-economic development is a step to strengthen national defense and security potential".

Fourth, building a solid people's security foundation and people's security posture. To realize the motto "based on the people, for the people", Lieutenant General Le Quang Dao proposed a strong shift in management thinking from "control" to "serving, creating, accompanying" in ensuring security and order at the grassroots level; encouraging organizations, communities and each citizen to proactively participate in the movement of the entire people to protect national security, especially in key areas. Strengthening close coordination between the army, police and people in fighting all types of crimes, protecting the peaceful life of the people.

Fifth, closely combine national defense and security with foreign affairs and socio-culture. Lieutenant General Le Quang Dao suggested that it is necessary to realize and further deepen the strategic relationship between national defense and security and foreign affairs, especially maintaining a peaceful and stable environment; building and consolidating strategic trust; implementing an independent, self-reliant, multilateral, and diversified foreign policy, deepening foreign relations, improving the effectiveness of integration in a comprehensive, extensive, and effective manner, and at the same time researching and accurately assessing the situation.

Continue to incorporate national defense and security content into all cultural and artistic activities, social networks... the "soft fronts" of the digital age; make appropriate investments in political and artistic programs and cultural products on the theme of national defense and security. This is the "red thread" connecting the past with the present, contributing to fostering and nurturing patriotism, national pride and self-respect and awareness of protecting the Fatherland for each citizen, especially the young generation.

Building a strong and modern national defense and security is a strategic decision, both deeply inherited and demonstrating a breakthrough in thinking, organization and action. This is a symbol of long-term vision, of Vietnamese mettle and intelligence, creating a combined strength for the entire Party, army and people to firmly enter a new era, an era of strong and prosperous development of the nation.
