Many forestry companies in Lam Dong province are having to borrow from banks to pay salaries to staff and workers and carry out forest management and protection tasks. The reason is that the forest protection fund is being paid slowly and the year is almost over but some units have only been finalized in the first quarter of 2025.

A typical example is the Nam Tay Nguyen Forestry One Member Limited Liability Company (abbreviated as Nam Tay Nguyen Company), headquartered in the border commune of Quang Truc. This is a state-owned enterprise under the People's Committee of Lam Dong province and is assigned to manage and protect more than 27,000 hectares of forest and forest land in the locality. Implementing Decree No. 58/2024/ND-CP, dated May 24, 2024 of the Government on a number of investment policies in forestry (abbreviated as Decree 58), like other forestry enterprises, from 2025, Nam Tay Nguyen Company will have an additional important and essential source of funding for forest management, protection and development. Specifically, the unit has more than 22,000 hectares of natural forest ordered by the State to be managed and protected with a budget of 600,000 VND/ha/year.

In early January 2025, Nam Tay Nguyen Company signed a contract with the Department of Agriculture and Rural Development of Dak Nong (formerly) on providing public career services using the state budget in 2025, the forest protection category. According to the contract, the company will be paid for the contract to protect more than 22,000 hectares of natural forest every quarter based on the volume the company performs and confirmed by the Regional Forest Protection Department. By the end of May 2025, Nam Tay Nguyen Company was paid by the Department of Agriculture and Rural Development of Dak Nong province (now the Department of Agriculture and Environment of Lam Dong province) for the first quarter of 2025 with a budget of more than 3.3 billion VND. However, since then, Nam Tay Nguyen Company has not been paid for the second and third quarters of 2025 even though it has completed the procedures and reached the deadline according to the contract.

According to the report of Nam Tay Nguyen Company, the delay in payment of expenses is partly due to the process of merging administrative units and organizing local government according to the 2-level model, and the company shares these difficulties. Along with that, many problems related to administrative procedures such as seals, document procedures, procedures, etc. also cause further delays in payment. As a result, although it is already November, the company has only been paid until the end of the first quarter of 2025, that is, the end of March 2025.

Therefore, in order to have funds to pay salaries to staff and perform other tasks related to forest management and protection, at the end of September 2025, the leaders of Nam Tay Nguyen Company used their personal payroll to borrow from the bank and re-lend to the company. This is a must because the tasks related to salaries for workers, wages assigned to ethnic minority groups participating in forest management and protection, forest care costs, forest fire prevention and fighting costs, etc. cannot be delayed. These are also production and business tasks of the company that have been approved by competent authorities.

Similarly, Dai Thanh Development Investment One Member Limited Liability Company (abbreviated as Dai Thanh Company, a state-owned enterprise under the People's Committee of Lam Dong province) is assigned to manage and protect more than 18,200 hectares of forest and forest land in the administrative boundary of Thuan An border commune, Lam Dong province. Of these, more than 17,250 hectares of natural forest are eligible for support under the provisions of Decree No. 58. According to Mr. Phan Ba ​​Nha, Director of Dai Thanh Company, this is a very important source of funding, accounting for more than 76% of the company's total revenue in 2025.

In early 2025, Dai Thanh Company also signed a contract with the Department of Agriculture and Rural Development of Dak Nong (now the Department of Agriculture and Environment of Lam Dong) on ​​providing public career services using the state budget in 2025 (according to the provisions of Decree 58). After signing the contract, the company received an advance payment of 45% of the value, equivalent to nearly 3.9 billion VND.

According to Mr. Phan Ba ​​Nha, this is the main source of funding for the enterprise to carry out the tasks of forest management, protection and development, most of which is to pay salaries for 46 officers, employees and workers. Up to now, although it is already November, the company has not yet been paid for the quarters from I to III/2025, and the advance funding from the beginning of the year is only enough to cover until the end of June 2025.

Since July 2025, Dai Thanh Company has basically run out of funds. By the end of August 2025, the company had borrowed 2 billion VND to pay salaries to staff, workers, and employees and to carry out other tasks related to forest management, protection, and development. Currently, the company is continuing to coordinate and complete procedures to settle funds and carry out tasks of forest management, protection, and development according to regulations.

The above two forestry companies are typical examples among many forestry companies in Lam Dong that are also in the above situation. Regarding this issue, in early October 2025, the Department of Agriculture and Environment of Lam Dong issued Document 3902/SNNMT-KHTC, guiding the adjustment of contract appendices and settlement of forest protection contracts according to Decree 58. Accordingly, the Department continues to request state forestry companies to provide information to complete the contract appendices. At the same time, the Department requests companies to continue to supplement payment records, recover advance funds to complete procedures and settle payments according to regulations.
