Ho Chi Minh City guides planning at commune level

The People's Committee at the commune level will consider assigning responsibility to the People's Council Office and the People's Committee at the commune level as the project investor for planning projects under the approval authority of the People's Committee at the commune level, to ensure independence between planning establishment and appraisal.

The Department of Planning and Architecture of Ho Chi Minh City (QH-KT) has just sent a document to the People's Committees of 168 wards, communes and special zones to guide urban and rural planning activities in Ho Chi Minh City (the agency organizing the planning).

Under the direction of the Ho Chi Minh City People's Committee, the Department of Planning and Investment was assigned to review and provide specific guidance to 168 wards, communes, and special zones regarding problems related to investors of local planning and zoning adjustment projects to unify implementation according to authority and legal regulations.

Accordingly, the Department of Planning and Investment guides that for the dossier of local adjustment of zoning plans under the approval authority of the People's Committee at the commune level, the planning appraisal unit is the Economic , Infrastructure and Urban Division/Economic Division. In order to have a basis for organizing planning, while ensuring independence between planning and appraisal, the People's Committee at the commune level needs to assign the responsibility for planning tasks, urban and rural planning to a subordinate unit (other than the Economic, Infrastructure and Urban Division/Economic Division) as the project investor. Therefore, the People's Committee at the commune level proactively considers assigning responsibility to the People's Council Office and the People's Committee at the commune level as the project investor of the planning plan under the approval authority of the People's Committee at the commune level to keep up with the progress of construction investment projects.

The Department of Planning and Investment said that currently, the People's Committee of Can Gio commune and the People's Committee of Nhieu Loc ward have proactively issued documents assigning the task of organizing the local adjustment of the planning to the Office of the People's Council and the People's Committee under their management.
