Removing obstacles in the agricultural and environmental sectors when operating a two-level government

The Ministry of Agriculture and Environment has focused on removing difficulties and obstacles in the fields of agriculture and environment when operating two-level local government.

The Ministry of Agriculture and Environment has just announced that in the third quarter of 2025, the Ministry has focused on removing difficulties and obstacles related to regulations on decentralization, delegation, and division of authority in the fields of agriculture and environment associated with the two-level local government organization model.

Specifically, the Ministry has established 10 working groups led by Deputy Ministers to work directly with localities to grasp the implementation situation, provide guidance, and promptly resolve problems arising in the initial phase of implementing the 2-level local government model; and assigned 34 officials from the Department of Land Management to work in 34 localities.

In addition, the Ministry organized 20 working sessions with 24 provinces and cities, thereby promptly removing difficulties and directly responding to recommendations and proposals from agencies, organizations and people, contributing to ensuring the smooth and effective implementation of the two-level local government model...

The Ministry also organized a training conference to disseminate legal regulations on decentralization, delegation, and division of authority associated with the two-level local government organization model in the agricultural and environmental sectors. The Ministry also organized many specialized conferences in each field: cultivation and plant protection; animal husbandry and veterinary; and land.

In addition, the Ministry has issued a Handbook and guidance documents for localities to promptly support the removal of difficulties and obstacles in the implementation process.

The Ministry of Agriculture and Environment said that in the coming time, the Ministry will continue to remove difficulties and obstacles related to regulations on decentralization, delegation, and division of authority in the fields of agriculture and environment, ensuring the smooth and effective operation of the two-level local government organization model.
