Before storm No. 13 entered the East Sea, preparations for storm No. 13 (Kalmaegi) in Dong Xuan commune were underway. People were worried about the storm's strong winds, but what haunted them more was the heavy rains that could easily lead to flash floods. The commune authorities had already made specific, proactive plans before the storm hit.

According to the People’s Committee of Dong Xuan Commune, the authorities are closely coordinating with villages and households to implement storm prevention measures in line with the local situation. Supplies and equipment such as life jackets, rescue ropes, support machines, etc. have been prepared.
Mr. Huynh Tuan An, Chairman of Dong Xuan Commune People's Committee, said: "The locality has proactively developed scenarios to respond to storm No. 13, especially in 20 villages in low-lying areas. Ensuring the safety of people's lives and property is the top priority. At the same time, the locality has prepared supplies for disinfection, sterilization, and environmental sanitation after the storm."

The entire Dong Xuan commune currently has more than 900 households located in areas at risk of landslides, flash floods, and flash floods. The government has made plans to evacuate people and livestock to safe places; at the same time, set up warning posts and signs at areas that are often flooded and have strong currents to minimize risks.
Along with the authorities, the people also proactively prepared for storm prevention and avoidance. Mrs. Tran Thi Lan, Tan Hoa village shared: "When I heard the announcement, I packed up my belongings early. The soldiers came to help carry the heavy objects up high, I felt very secure and grateful." Mr. Dinh The Diec, who lives alone, also received support from the authorities to move his belongings: "I am weak, thanks to the soldiers who helped me so wholeheartedly."
Currently, the commune’s warning information system is maintained continuously. Forces are on duty in landslide-prone areas such as Tan Hoa, Long Chau (Khau hamlet), Tan Phuoc… to promptly support evacuation in case of emergency.
