Necessary and timely

Over the past years, the twinning program between the delta and mountainous areas has been implemented by Quang Nam (old) and Da Nang city (old), practically accompanying and supporting livelihoods, overcoming natural disasters, storms and floods, and eliminating temporary housing...

After Quang Nam merged with Da Nang city, this content was quickly mentioned at the City Party Committee Conference to approve a number of contents to prepare for the organization of the 23rd City Party Congress, term 2025 - 2030 on July 24.

At the conference, Secretary of the City Party Committee Nguyen Van Quang requested that functional agencies and localities proactively resolve difficulties and problems arising in communes and wards during the implementation of two-level government.

The Standing Committee of the Da Nang City Party Committee has also had a policy of assigning each ward and commune of the twin city to support a disadvantaged mountainous commune, especially border communes, requiring implementation from August 1.

In Resolution No. 02 dated July 29, 2025 of the Da Nang City Party Committee, the policy of twinning between wards and communes in the city was agreed upon to support each other in comprehensive development and best serve, improving the quality of people's lives.

Accordingly, wards and communes are required to proactively contact, connect and agree on the content of signing a memorandum of understanding to cooperate with each other.

Focus on supporting the construction of socio- economic infrastructure, information technology infrastructure, especially in the process of operating the 2-level local government model; developing the private economy and household economy associated with maximizing the potential, advantages of resources and unique features of localities.

Support medical examination, medicine distribution for people, medical equipment and techniques, training of grassroots medical staff. Support facilities, solidify schools and classrooms, ensure teaching and learning equipment. Support the construction of houses of gratitude, great solidarity houses, support the maintenance, preservation, restoration, promotion and exploitation of cultural, historical, heritage values, local landmarks and landscapes...

After Resolution No. 02 was issued, Hoa Cuong ward and Ngu Hanh Son ward held a signing ceremony for the minutes of twinning, cooperation and mutual support in many fields with Tra Tan and Avuong communes.

According to the plan this weekend, Hai Chau ward will organize a twinning ceremony with Hung Son commune; Son Tra ward will organize a twinning ceremony with Tra Leng commune.

Unite and support each other to develop

Tra Tan Commune and Hoa Cuong Ward are the two localities of Da Nang City that implemented the policy of each ward being twinned with a mountainous commune according to Resolution No. 02 of the City Party Committee.

On August 8, the two localities held a signing ceremony of the twinning agreement between Hoa Cuong ward and Tra Tan commune.

Mr. Nguyen Hong Lai, Secretary of the Party Committee of Tra Tan commune, said that implementing Resolution No. 02 of the Da Nang City Party Committee on strengthening links and support between localities in the city to promote combined strength, promote socio-economic development, and build a comprehensive strong political system in the coming time, Hoa Cuong ward and Tra Tan commune have agreed to sign a twinning, cooperation, and support program.

Including the following contents: Party building and political system; administrative reform and digital transformation; work to care for the development of cultural and social fields; economic development, state budget management; construction order management, environmental sanitation.

“In the immediate future, the two localities will establish delegations to exchange experiences in various fields related to the operation of the two-level government apparatus, support digital transformation, and promote the potential of each locality.

Focus on promoting social security work, supporting the poor and students in difficult circumstances; introducing typical local products to expand the consumer market.

In the long term, the two localities have specific plans to implement in each field, assigning sectors and units to proactively implement the contents of the signed minutes. We hope that the relationship between the two localities will be sustainable, practical and develop together," said Mr. Nguyen Hong Lai.

The Party Committee of Ngu Hanh Son Ward and the Party Committee of Avuong Commune also signed a twinning program between the two localities on August 12.

Mr. Mac Nhu Phuong, Secretary of the Party Committee of Avuong commune, shared: "The Party Committee of Avuong commune and the Party Committee of Ngu Hanh Son ward have agreed to propose a program of twinning, support and cooperation in the coming time.

In the immediate future, Ngu Hanh Son ward will support activities to promote the unique culture of the Co Tu people such as brocade weaving and tan tung da da dance.

At the same time, call on businesses to support vocational training, professional skills training, job creation in the tourism sector, especially community tourism, homestay and other tourism activities in which Avuong commune has advantages; open tours from Ngu Hanh Son to Avuong...”.

Regarding the implementation of the twinning plan between Son Tra ward and Tra Leng commune, Mr. Hoang Son Tra, Secretary of the Son Tra ward Party Committee, shared that the locality had previously conducted a survey in Tra Leng commune.

Thereby, it aims to identify priority cooperation and support contents so that after the signing ceremony, it will be quickly implemented and supported in mountainous communes close to actual needs.
