Decisive leadership, proactive action.
On May 23, 2025, the Provincial Party Standing Committee issued Plan No. 294 on the implementation of the "Digital Literacy Movement" in the province. On June 19, 2025, the Provincial People's Committee issued Plan No. 7817 to seriously implement Plan No. 294. In implementing the above plans, Party committees, Party organizations, agencies, and units actively promoted digital transformation and the "Digital Literacy Movement". The movement has spread strongly with the "Digital Literacy Journey" mobile teams, community digital technology teams, and rapid response support teams providing digital skills training. In families, grandparents are guided by their children and grandchildren on using smartphones, the VNeID application, and conducting safe digital transactions. Many digital skills training courses have been organized for officials, civil servants, employees, small traders, farmers, and workers.

In Phan Rang ward, the Ward Youth Union organized training for over 400 youth union members on using online public services; established 8 volunteer teams with 40 youth union members to support and guide people at the Ward Public Administrative Service Center; assisted with data entry and transported elderly and frail Party members to the Ward Police station to complete administrative procedures. Mobile support teams went to residential areas to help the elderly access technology. The organization of "Volunteer Saturday" and "Green Sunday" was integrated with guidance on essential administrative procedures and online payments. The Dien Khanh Commune Youth Union also coordinated with the Commune Public Administrative Service Center to implement the youth project "QR Corner - Connecting Public Administrative Procedures". According to Mr. Pham Binh Duong , Vice Chairman of the Vietnam Fatherland Front Committee of Dien Khanh commune and Secretary of the Dien Khanh Commune Youth Union, thanks to this project, people only need to scan the QR code to look up information on 30 common administrative procedures, enabling them to proactively prepare complete documents or submit and pay online if the procedure allows. The commune's Youth Union also coordinated in supporting data import and export, distributing gifts on the occasion of National Day on September 2nd, renewing Party membership cards, and participating in the land data cleaning campaign...
The "Digital Literacy Movement" has spread among young people throughout the province. The Provincial Youth Union organized 7 "Digital Literacy Journey" trips; installed QR code boards at historical sites and scenic spots; and guided youth union members in livestreaming sales and promoting agricultural products. Youth union branches at all levels supported businesses in using QR codes for bank account payments; organized 65 teams with over 5,900 volunteers participating in the 2025 Summer Youth Volunteer Campaign, assisting over 157,000 people at commune-level public administrative service centers...
Ms. Ho Thi Xanh (73 years old, Hoa Tri commune) shared that previously, she only knew how to use a phone. Thanks to her daughter's participation in the movement and guidance, she has learned to use a smartphone to watch the news, watch movies, send messages, and make video calls via social media to her children and grandchildren. The "Digital Literacy Movement" has helped her become interested in learning about technology.

The application of artificial intelligence (AI) is also receiving attention and training from agencies and units. Mr. Nguyen Tri Huy, Chairman of the Provincial Informatics Association, said: “The AI training courses organized by the Provincial Informatics Association help officials and civil servants better understand the benefits, applications, and potential risks of AI so that they can use it responsibly and safely; most importantly, it changes the mindset from ‘hesitation to adopt technology’ to ‘proactive application of technology’ in their work. Many agencies have started applying AI to draft documents, synthesize data, design communications, and provide online support. Equipping people with the right skills and awareness about AI is an important step in the digital transformation journey of the public sector.”

These efforts have yielded some outstanding results in digital transformation throughout the province. In the third quarter of 2025, the provincial-level specialized agencies and commune-level People's Committees achieved a 36.08% rate of online application submissions out of the total number of applications; online payments reached over 9,700 transactions totaling nearly 617 million VND. E-commerce continued to develop strongly; cashless payments were widely implemented...
Comrade Vo Hoan Hai, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Propaganda and Mass Mobilization Department, stated that in the coming period, to continue strongly implementing the "Digital Literacy Movement," the department will take the lead in promoting the dissemination of information about the role and significance of digital transformation and the popularization of digital skills in the new context; guide and monitor the organization of thematic activities on "Party members pioneering in learning digital skills" in grassroots Party organizations when guidance is given. At the same time, it will continue to organize AI application training for various target groups; deploy a national mass open online learning platform (MOOCs) on "Digital Literacy Movement" for all target groups; apply virtual assistants to support basic knowledge about digital transformation and digital skills; and maintain digital services and platforms for cadres, Party members, and the people to practice digital skills...
With comprehensive efforts, the "Digital Literacy Movement" will contribute to raising public awareness, transforming digital knowledge into an essential tool for all citizens, and creating a solid foundation for the province's prosperous development.
