On May 23, 2025, the Provincial Party Standing Committee issued Plan No. 294 on implementing the "Digital Education for All" movement in the province. On June 19, 2025, the Provincial People's Committee issued Plan No. 7817 to seriously implement Plan No. 294. Implementing the above plans, Party committees, Party organizations, agencies and units actively promoted digital transformation (DTS) and the "Digital Education for All" movement. The movement has spread strongly with the "Digital Education for All" bus trips, community digital technology teams, and rapid response support teams providing digital skills training. In families, grandparents are instructed by their children and grandchildren on how to use smartphones, VNeID applications, and safe digital transactions. Many digital skills training courses have been organized for officials, civil servants, public employees, small traders, farmers, workers, etc.

Dien Khanh Commune Youth Union launched the youth project "QR Corner - Connecting public administrative procedures" at the end of July 2025.

In Phan Rang ward, the ward Youth Union organized instructions for more than 400 youth union members and youths on using online public services; established 8 volunteer teams with 40 youth union members to support and guide people at the Ward Public Administration Service Center; supported data entry, transported elderly and weak party members to the Ward Police headquarters to carry out administrative procedures (TTHC). Mobile support forces went to residential groups to help the elderly access technology. The organization of "Volunteer Saturday" and "Green Sunday" was integrated with instructions on performing essential administrative procedures, online payment... Dien Khanh Commune Youth Union also coordinated with the Commune Public Administration Service Center to deploy the youth project "QR Corner - Connecting public administrative procedures". According to Mr. Pham Binh Duong - Vice Chairman of the Vietnam Fatherland Front Committee of the commune, Secretary of the Dien Khanh Commune Youth Union, thanks to this project, people only need to scan the QR code to look up information on 30 popular administrative procedures to proactively prepare complete documents, or submit online, pay online if the procedure allows. The commune Youth Union also coordinates to support the import and export of data to distribute gifts on the occasion of National Day September 2, issue and exchange party membership cards, participate in the campaign to clean up land data...

The "Digital Education for All" movement has spread among the youth of the whole province. The Provincial Youth Union organized 7 "Digital Education for All" bus trips; installed QR code boards at red addresses and scenic spots; guided union members and youth to livestream to sell goods and promote agricultural products. Union chapters at all levels supported businesses to use QR codes of bank accounts for payment; organized 65 teams, more than 5,900 volunteers to participate in the 2025 Summer Youth Volunteer Campaign, supported more than 157,000 people at commune-level public administrative service centers...

Ms. Ho Thi Xanh (73 years old, Hoa Tri commune) shared that before, she only knew how to answer the phone. Thanks to her daughter's support and guidance, she learned how to use a smartphone to watch news, watch movies, text, and make video calls via social networks to her children and grandchildren. The "Digital Education for All" movement helped her to be interested in learning about technology.

The application of artificial intelligence (AI) is also of interest to agencies and units in training. Mr. Nguyen Tri Huy - Chairman of the Provincial Informatics Association said: “The AI training courses that the Provincial Informatics Association deploys help officials and civil servants better understand the benefits, applications and potential risks of AI to use it responsibly and safely; most importantly, change the mindset from "fear of technology" to "proactively applying technology" in work. Many agencies have started to apply AI to draft documents, synthesize data, design communications, and provide online support. Equipping skills and correct awareness of AI is an important step in the digital transformation journey of the public sector”.

These efforts have brought about some remarkable results in digital transformation across the province. In the third quarter of 2025, the provincial professional agencies and commune-level People's Committees had a rate of receiving online applications out of the total number of applications reaching 36.08%; online payments reached more than 9,700 times with nearly 617 million VND. E-commerce continues to grow strongly; non-cash payments are widely deployed...

Comrade Vo Hoan Hai - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee said that in the coming time, to continue to strongly implement the "Digital Education for All" movement, the committee will take the lead in promoting propaganda and dissemination of the role and significance of digital transformation and the dissemination of digital skills in the new situation; guide and monitor the organization of thematic activities "Pioneering Party members learning digital skills" in grassroots party organizations when there are instructions. At the same time, continue to organize training on AI application for many subjects; deploy the national mass open online learning platform (MOOCs) "Digital Education for All" for all subjects; apply virtual assistants to support basic knowledge of digital transformation and digital skills; maintain digital services and platforms for cadres, party members, and people to practice digital skills...

With comprehensive efforts, the "Digital Literacy for All" movement will contribute to enlightening people's minds, turning digital knowledge into essential luggage for all people, creating a solid foundation for the province to develop strongly.
