On the afternoon of November 5, Vice Chairman of the Provincial People's Committee Dao My and leaders of relevant departments, branches and sectors worked and inspected the Dong Tac fishing port, Phu Lac fishing port, Vung Ro area, and some areas that are likely to be affected by floods and landslides caused by storms in Hoa Xuan commune, wards of Hoa Hiep, Dong Hoa, Tuy Hoa, Binh Kien and Phu Yen.

According to the report of the representative of Tuy Hoa Border Guard Station, the unit is managing vessels in Phu Yen, Tuy Hoa and Binh Kien wards. The total number of vessels under management is 517; of which 83 vessels with over 486 workers are operating at sea but are currently anchored and operating in areas not affected by the storm's movement; the remaining inland are also safely anchored. The border guard force has coordinated with localities to grasp the situation, prepare forces, and arrange 100 troops to be ready to respond to situations.

In Binh Kien ward, there are currently 14 households in An Phu area near the sea dyke that are at risk of being affected by high tides. The ward has mobilized people to move to safe places. In addition, the Hoa Kien market area is also at risk of being affected, however, the locality has also announced a ban on market meetings, requiring traders to move their assets in fixed kiosks to avoid damage in case of heavy rain or landslides. The ward has also implemented plans to "rescue" large trees at risk of falling on the roads; assigning police and military forces to be on duty and support people.

In Hoa Hiep ward, the total number of fishing boats in the management area is 638 boats/2,552 workers; of which 22 fishing boats/102 workers are anchored, taking shelter from the storm in Truong Sa Special Zone, 16 boats/80 workers are moving ashore to take shelter from the storm, 15 fishing boats/76 workers are operating in dangerous sea areas, areas affected by the storm (it is expected that in the afternoon of November 5, 1 boat will dock at Phu Lac fishing port, the remaining 14 boats will move to Dam Mon ( Khanh Hoa province) to take shelter from the storm), the remaining fishing boats and 12 fishing boats from outside the province have anchored at Phu Lac fishing port. The locality has also evacuated households in low-lying areas, at risk of being affected by flooding, to a safe place.

To respond to storm No. 13 and ensure people's safety, representatives of units and localities also proposed a number of contents such as: Continuing to evacuate people in the sea dyke area, the landslide point of Nhan Mountain and areas that are often flooded in case of heavy rain; implementing bans on warning signs, arranging forces to be on duty and respond promptly; arranging plans to relocate and lower stations, electric poles, and trees at risk of falling to ensure the safety of technical infrastructure.

Working with units, Comrade Dao My, Vice Chairman of the Provincial People's Committee, requested units and localities to urgently inspect the situation, determine and re-evaluate resilience to have response measures. The Vice Chairman requested localities and units not to be subjective, to pay attention to flooded areas and areas at risk of landslides. Units organized on duty and agreed on response measures to ensure people's safety. Border Guards and Fishing Port Management Boards kept track of the number of anchored boats and boats still at sea, and guided people to move to safe places; at the same time, propagated and reminded people to strictly comply with local instructions and took measures to prevent and handle cases of non-compliance; absolutely did not allow people to stay in cages and dangerous areas. In the onshore areas, localities instructed people to tie up; continued to review and strengthen inspections in neighborhoods, hamlets and villages. Local leaders clearly assign tasks, direct regular reporting to promptly handle situations; prepare response plans, proactively provide means, equipment, and human resources.
