
According to the Institute of Natural Resources and Environment Economics of Ho Chi Minh City, on October 29, the Ministry of Home Affairs reported on the main tasks and solutions in the coming time. Among them, there is the content of "arranging the staff of the Land Registration Office to the commune level for management". With the current situation, the institute proposed 2 options for arranging the Land Registration Office.
The first option is to separate the technical function of natural resources to the provincial Land Registration Office and the land administration function to the commune level. Accordingly, the technical function of natural resources will be maintained at the provincial Land Registration Office. Decentralization and delegation of authority to specialized agencies to manage the Land Registration Office as completely autonomous public service units, must meet the needs of the people and depending on the population in each area to determine the basis for receiving technical records of natural resources according to the functions and tasks. At the same time, coordinate with the commune-level authorities to handle technical matters of the nature of state management of land according to the functions and tasks assigned to the commune level.
Arrange 703 provincial land registration offices in the direction of reception of provincial land registration offices to be closer to the people, but not to use state budget funds to perform tasks. Organize and arrange state management functions on resources for commune level management such as: first issuance of pink books, approval of land use purpose changes of people, receiving documents related to land....
The second option is that the provincial Land Registration Office is the sole focal point to receive and handle all matters related to resources and land, including the first issuance of land certificates, in order to implement a streamlined commune-level government and better administration in the two-level local government.
According to the Institute of Natural Resources and Environment Economics of Ho Chi Minh City, maintaining the provincial Land Registration Office to provide technical services for natural resources is very necessary due to the unique nature of the natural resources sector, and the great socio-economic benefits, suitable for the national digital transformation period of natural resources data. In case of adjusting the law on the management of functions and tasks of the provincial Land Registration Office or dissolving and transferring it to the commune level, there must be a certain roadmap, especially infrastructure, staffing, coordination regulations for specialized agencies on natural resources, and people with technical expertise in natural resources to arrange for 3,321 communes.
