The working group focused on comprehensively inspecting the storm response preparation work, focusing on: Developing plans and solutions for natural disaster response and search and rescue; organizing forces and vehicles on duty; reinforcing and bracing warehouses, garages and key locations in the barracks; Party work, political work, logistics and technology in storm prevention and control; plans for mobilizing ships and boats to storm shelters; organizing rescue teams and supporting the people.
Colonel Pham Thanh Dan - Commander of Squadron 32 reported in detail on the implementation of the plan to respond to storm No. 13. Accordingly, the unit has developed a detailed storm prevention and control plan, assigned specific tasks to each agency and unit; made a plan to mobilize forces to storm shelters, arranged people and vehicles ready to participate in incident response, rescue and relief. The ships have fully prepared materials and equipment, strengthened the number of troops, and increased the force ready to mobilize to carry out storm prevention and control tasks, and search and rescue when ordered.
Currently, the 32nd Fleet is coordinating with the Khanh Hoa Provincial Civil Defense Steering Committee and the Provincial Military Command to determine forces, means, and search and rescue areas when a situation occurs. The communication system is fully inspected, ensuring command and operation to respond to the storm's developments. Ships operating at sea are directed to closely monitor the storm's developments, calculate and select safe anchorage locations. The unit proactively coordinates with local authorities and other units according to the signed plan, ready with forces and means to help people promptly respond and overcome the consequences of storms. The Fleet has assigned a working group to take 2 fishing vessels that violated the law to take shelter from the storm at Hon Khoi port.
The unit organized to disseminate, educate , and motivate officers and soldiers to build a sense of determination and high sense of responsibility in storm prevention and control. Squadron 32 closely coordinated with local authorities and related units to send a working team to organize propaganda and help people on rafts and fishing boats in the southern area of Van Phong Bay to avoid storms....
In his speech, Major General Le Dinh Cuong praised the proactive spirit of the 32nd Fleet in responding to storm No. 13. Major General Le Dinh Cuong requested the entire 32nd Fleet to absolutely not be subjective, to be ready and to best prepare conditions to proactively prevent, combat and overcome the consequences caused by storms and heavy rains according to the motto "4 on-site", "3 ready", "5 proactive"; ensure the safety of life and health of the forces directly performing the task and officers and soldiers. Along with that, prepare equipment and means to serve natural disaster prevention and control and search and rescue; organize serious on-duty shifts, ensure the number of troops, be ready to deploy tasks, respond to situations; strictly implement the information and reporting regime; ensure communication to serve command and operation; establish a rapid response team ready to receive tasks when directed by the Command Center.
Immediately after receiving instructions from superiors, Squadron 32 promptly disseminated and deployed storm response tasks to commanders of agencies and units; at the same time, reviewed, inspected, and adjusted storm response plans.
