The meeting took place in both in-person and online formats, with the participation of leaders of departments, branches, sectors and 124 communes, wards and special zones in the province.
Implementing Plan No. 515/KH-BCA-BNN&MT of the Ministry of Public Security and the Ministry of Natural Resources and Environment, Lam Dong province has synchronously deployed the 90-day campaign to enrich and clean up the national database on land throughout the area, initially achieving many positive results.

According to the report of the Department of Natural Resources and Environment, by the end of October 2025, the province had completed 2/8 key task groups, including: Organizing land database after administrative unit arrangement and connecting and sharing data with local agencies and systems, reaching 124/124 communes, wards and special zones.
The remaining six groups of tasks are being urgently implemented. These include reviewing and classifying nearly 1.8 million land plots, synchronizing data to the national VnLIS system and cross-checking information with the national population database.
Notably, the whole province has synchronized land data of 122/124 communes, wards and special zones to the national system; at the same time, coordinated with VNPT Group to operate the VNPT-iLIS land information system, gradually reducing paper procedures and increasing the efficiency of administrative record handling.

The police forces at all levels have completed 4/5 groups of tasks, propagating the Campaign with more than 70 news articles, reports and implementing the model of "going to every alley, knocking on every door" to mobilize people to provide documents, support digitization and data cleaning.
At the meeting, representatives of departments, branches and localities participated in many opinions focusing on key contents in the process of building the database. In particular, the units raised difficulties and obstacles such as: The province is using two land management software in parallel (VNPT-iLIS and VBDLIS), causing difficulties in synchronizing and sharing data.

Data collection and entry at the commune level is slow due to lack of human resources, while the workload is very large. Some people work far away or are concerned about information security, so they have not actively cooperated in providing the necessary documents.
In addition, the new procedures under Plan 515 are still complicated, and there are no specific economic norms to estimate costs for participating forces, causing difficulties in mobilizing resources.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen requested that in the coming time, the Department of Natural Resources and Environment continue to preside over and coordinate with sectors and localities to complete the connection, synchronization and sharing of land databases. At the same time, restructure administrative procedures to effectively exploit existing data, serving people and businesses.

The Vice Chairman of the Provincial People's Committee reminded the People's Committees of communes, wards and special zones to report results daily; focus on collecting and entering data on land use right certificates, housing certificates, and citizen identification cards; closely coordinate with the police force in propaganda work, ensuring information security and safety.
The Campaign has only 30 days left, I request the members of the Steering Committee to be more determined in carrying out their assigned tasks. For the two network operators Viettel, VNPT and the Land Registration Office, it is necessary to send staff to communes, wards and special zones to guide staff and people to provide and collect convenient databases, ensuring "correct - sufficient - clean - living".
