Resettlement areas serving high-speed railway projects: Ensuring the best conditions for people

On October 29 and 30, Comrade Le Huyen - Vice Chairman of the Provincial People's Committee inspected the construction sites of resettlement areas (TDC) to serve the site clearance of the High-speed Railway Project on the North - South axis passing through the province. At the inspection sites, Comrade Le Huyen requested investors and localities to choose the location to build resettlement areas that must have technical infrastructure connections with the surrounding area, ensuring the best living conditions for people in the project area.

People agree

The Provincial Development Project Management Board was assigned by the Provincial People's Committee to be the investor of Component 1 of compensation, support, and resettlement to serve the North-South High-Speed ​​Railway Project passing through the province (referred to as Component 1), with a total length of 66km located in the north. Immediately after receiving the task, the Management Board promptly coordinated with the communes and wards where the project passed to count the number of households needing resettlement and select suitable resettlement locations. According to statistics, Component 1 passes through 10 communes and wards, with 401 resettlement cases. The Management Board proposed 11 resettlement areas to serve the project, including 8 existing areas and 3 newly built areas, including: Vong Trac Tre resettlement area (Van Ninh commune) to arrange resettlement for Van Thang and Van Ninh communes; Tan Dinh resettlement area (in Tan Dinh commune) to arrange resettlement for Tan Dinh and Nam Ninh Hoa communes; Tran Quy Cap resettlement area (Ninh Hoa ward) to arrange resettlement for Ninh Hoa ward.

Mr. Nguyen Thanh Hien - Director of the Provincial Development Project Management Board said that currently, the Ha Thanh Resettlement Area (Ninh Hoa Ward) after arranging resettlement for the Khanh Hoa - Buon Ma Thuot Expressway Project still has 52 unused lots. In case the Tran Quy Cap Street Resettlement Area Project is extended, the Ninh Hoa Ward People's Committee will propose to use these 52 lots to arrange resettlement for the High-speed Railway Project. In addition, the Management Board has also consulted with the people about the Tan Dinh and Vong Trac Tre resettlement areas and is doing procedures to inventory the land. These resettlement areas are all in convenient locations, with infrastructure connected to the surrounding areas, so the people basically agree.

For Component 2, invested by the Provincial Management Board of Agricultural and Transport Construction Investment Projects, passing through 10 communes and wards, with a total length of about 64.13km; it is expected to arrange resettlement in 9 areas, including 2 existing areas and 7 newly built areas in the communes: Dien Lac, Suoi Hiep, Suoi Dau, Suoi Cat, Cam Hiep... After finding suitable locations, the Management Board sent documents to the localities to get opinions. People basically agreed with the resettlement locations. Ms. Tran Thi Le Huyen - Chairman of the People's Committee of Suoi Dau commune said that in the commune, there are 77 cases that need resettlement. At first, the commune planned to arrange all of them at Tan Xuong 2 Resettlement Area. However, some Raglai ethnic households in Suoi Lau village could not go far, so the commune arranged Suoi Lau 2 Resettlement Area to create the best conditions for people in this area.

The leader of the Provincial Construction Investment Project Management Board (investor of Component Project 3, located in the south of the province) said that, in the 9 locations for the construction of resettlement areas to serve the North-South High-Speed ​​Railway Project through the southern area of ​​the province that have been approved by the Provincial People's Committee, 7 resettlement areas have had their detailed planning approved at 1/500 scale, and 2 resettlement areas have not had their detailed planning approved. In November 2025, the Management Board will complete and submit to the Department of Construction for appraisal the feasibility study reports of the resettlement areas that have been planned. For the 2 resettlement areas that do not have their detailed planning at 1/500 scale, the Management Board will complete the detailed planning at 1/500 scale by the end of November; complete and submit to the Department of Construction for appraisal the feasibility study reports of the resettlement areas in December 2025.

Speed ​​up progress

According to the plan of the Provincial People's Committee, the resettlement areas in Component 3 must approve the feasibility study report in November. Currently, 7 resettlement areas have approved detailed planning at a scale of 1/500, and must wait for the remaining 2 resettlement areas to approve detailed planning to be eligible to proceed with the next steps. According to Point c, Clause 1, Article 80 of the 2024 Land Law, the condition for land recovery to carry out site clearance for residential areas serving the North-South High-Speed ​​Railway Project must have an investment decision according to the provisions of the law on public investment. Therefore, to speed up the completion of resettlement areas serving the project, the Khanh Hoa Provincial Construction Investment Project Management Board has requested the Department of Construction to report to the Provincial People's Committee for permission to separate 9 resettlement areas under Component Project 3 into 9 "sub-projects" to organize the establishment, appraisal and submission to competent authorities for approval as an independent project.

The Provincial Development Project Management Board said that during the feasibility study report preparation phase, there was a bid package that exceeded the designated bid limit (greater than 800 million VND). To ensure the project implementation progress according to the overall plan and have a basis for developing a contractor selection plan, it is recommended that the Provincial People's Committee consider allowing the application of the designated bid method (including shortened designated bid) for consulting, non-consulting, and construction packages for compensation, support, and resettlement.

After inspecting the proposed locations for resettlement areas, comrade Le Huyen assessed: The resettlement areas are relatively convenient for people in terms of distance and ensure infrastructure connection with surrounding areas, with the consensus of the people. Therefore, in the coming time, provincial project management boards need to speed up the progress of inventory, prepare feasibility study reports, issue land recovery notices... Investors should proactively research the source of filling materials for locations in low-lying areas, ensuring that when the project is approved, the construction progress is accelerated. He assigned the Department of Agriculture and Environment to guide investors and localities in the process of converting rice land to residential land, ensuring compliance with regulations and progress. During the project preparation process, investors need to include green parks and kindergartens in the total investment to ensure that people move to new housing that is better or equal to the old housing. Regarding the recommendations, the Provincial People's Committee will soon study and consider them to ensure the project's progress and compliance with regulations.
