Lesson 3: Building a serving government and promoting internal strength

In the journey of innovation in leadership methods, when the Party shifts from "leading and directing" to "accompanying", from "managing" to "serving", the government model in Ward 1 Bao Loc and the border commune of Quang Truc ( Lam Dong ) is affirming a new direction.

That is to build a transparent, data-driven operating system that is closely linked to the people's hearts.

The government "matches orders" with the people every day

In the center of Ward 1 Bao Loc (Lam Dong province), the Public Administration Service Center has become the "control room" of the urban model in the digital age.

Here, each administrative decision is not just a document, but a data package of citizens' trust. Each citizen's feedback is an input signal for the government to update, adjust and operate.

After the merger, Ward 1 Bao Loc has always been at the top in terms of service index among 124 wards, communes and special zones of Lam Dong province. To achieve this result, the whole system has been involved. Here, the Party Committee plays the role of "server" in guiding, the government is the "central processor"; and each cadre and party member is a "command button" in the data network serving the people.

When all requests from people and businesses are transmitted smoothly, without order jams or signal loss, that is when the people's hearts and the Party's will achieve "zero delay".

That structure is likened to a “rule of law operating system” - where the government and the people run on a common source code called “transparency and service”.

After being instructed, Ms. Tran Thi Ngoc Dung (a citizen coming to Ward 1 Bao Loc to resolve administrative procedures) shared: "I am satisfied with the specific instructions and the way the current government handles procedures."

Similarly, Ms. Do Thi Hieu Hoa (71 years old) came to check the land data and was also instructed only once, then had the information added and "order matched" on the system. "I don't have to run back and forth, photocopy documents, red books and then ask for witnesses and certification like before" - Ms. Hoa confided.

The political system of Ward 1 Bao Loc has been operated as a living data management network. All planning information, land records, construction permits, taxes and investments are public and connected on a digital platform with an online settlement rate of 100% at level 4. All records are encrypted, and people can track progress on their phones.

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Ward 1, Bao Loc Nguyen Viet Nam compared the current apparatus to a unified operating system: If the Party is the core - the place that provides ideological energy, then the government is the direct interface with the people.

Each cadre is like a parallel process; if just one link is slow, the whole system will be interrupted. Therefore, it is essential to synchronize the 'version of thinking' between levels, shifting from management to service. Each administrative file has a clear processing time as an operating standard. All processes can be 'order matched'. If the thinking operates in sync, the system will be smooth and create trust.

According to Mr. Nguyen Viet Nam, building a digital government does not stop at technological infrastructure, but more importantly, it is about "digitalizing the service awareness" of the staff and civil servants.

Another typical example is the border commune of Quang Truc (Lam Dong) with the “quick response” government model that is operating smoothly every day. After the merger, the government apparatus has been streamlined, operating according to the principle of “taking people as the center”.

Here, each citizen's feedback is processed as an "input signal" of the administrative apparatus.

Based on practical requirements, the Party Committee of Quang Truc commune determined that innovation in the Party's leadership method is an urgent requirement, aiming to improve capacity and ensure comprehensive leadership; promote the proactive and creative spirit of the political system in serving the people.

Quang Truc is a leading locality in applying digital government in mountainous and border areas, with 98% of administrative records being resolved on time or ahead of schedule.

The locality focuses on maintaining relations with O Rang district, Mundukiri province (Cambodia) to ensure border security and firmly protect the sovereignty of the Fatherland.

According to Secretary of the Quang Truc Commune Party Committee Bui Huy Toan, the implementation of the Politburo's resolutions has helped Quang Truc shift from a management mindset to a creative mindset, from "administrative command" to "serving and accompanying the people".

“The Party leads to create - The Government serves to act - The people accompany to develop”. That is the motto throughout all policies and actions of the Quang Truc Party Committee today” - Mr. Bui Huy Toan emphasized.

Creating a creative business environment and promoting internal strength

Ha Bao Silk Weaving Company Limited is also actively creating a creative business environment. The company's Party cell currently has 9 members.

All are the core in production management and taking care of workers' lives. Many savings and green transformation initiatives come from Party cell meetings.

Mr. Ho Huu Nghi, Secretary of the company's Party Cell, believes that the Party organization in private enterprises is both the political nucleus and the ideological channel that helps the enterprise operate in the right direction, develop sustainably and humanely. For us, the Party organization is the place that connects political ideals and production practices, between workers and leaders.

According to Mr. Ho Huu Nghi: “We clearly feel the Party’s creation; not only issuing policies, but also opening space for businesses to promote their capacity, innovate and contribute. Thanks to that, private enterprises today are no longer “satellites” of the economy, but have become one of the main pillars, together with the State and the people creating common prosperity.”

At Loc Son Industrial Park (Ward 1 Bao Loc), Viet Thao Nhien Limited Liability Company - a business specializing in researching, inventing and exporting beverage lines is also a model of private creativity.

Company director Nguyen Tuan Anh believes that the Politburo's resolutions will create a "highway" for science and business, helping the private economy make a breakthrough with Vietnamese knowledge.

Those strategic resolutions are the 'institutional highway' that the Party creates to make the private economy a national driving force, science and technology a pillar of knowledge, international integration opens up global development space, and a transparent rule of law is the foundation for sustainable development.
