Prime Minister: Law making must solve very specific practical problems

This afternoon (November 4), the National Assembly held group discussions on the draft document to be submitted to the 14th National Congress of the Party. Before that, General Secretary To Lam spoke and exchanged information in the hall on a number of new points and important directions in the draft document.

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that the draft documents were built on the basis of the crystallization of the wisdom of Party committees at all levels, scientists , and practical activists; and are being consulted with the people and National Assembly deputies, in the spirit of democratic centralism and promoting the wisdom of the entire nation.

Affirming that General Secretary To Lam had clarified very important points, the Prime Minister discussed a number of issues in the draft document that the National Assembly deputies in the group focused on discussing.

Enrich the content and improve the quality of strategic breakthroughs in infrastructure

First of all, regarding the issue of great national unity, the Prime Minister affirmed that this is a very important support for our nation, because as President Ho Chi Minh affirmed: "Unity, unity, great unity/Success, success, great success".

According to the Prime Minister, solidarity includes national solidarity, Party solidarity, solidarity among the people, solidarity in society, domestic solidarity, and international solidarity. In each revolutionary period, the issue of great solidarity has different characteristics, but in general, it always serves the interests of the nation, the people, the country, and contributes to peace, stability, cooperation, and development.

The Prime Minister said that at international forums, delegates also strongly supported and shared Vietnam's spirit of solidarity and viewpoint on promoting multilateralism and strengthening international cooperation. "With solidarity comes strength, with cooperation comes benefits, and with dialogue comes trust. Thus, with solidarity comes strength, with solidarity comes benefits, and with solidarity comes a better understanding of each other," the Prime Minister said.

The Prime Minister affirmed that we must have double-digit growth in the coming years to ensure the achievement of the two 100-year strategic goals set out.

The second issue mentioned by the Prime Minister is infrastructure development - one of the three strategic breakthroughs identified since the 11th Party Congress and still holds its value today. The issue is to enrich the content and raise the level, improve the quality and effectiveness of this strategic breakthrough.

He said that during this term, we have increased spending by 55% from the state budget for development investment, promoted revenue growth, and saved spending to increase investment in people, infrastructure, and institutions. However, the Prime Minister emphasized that it is very important that localities, ministries, and sectors must be more proactive in building institutions, because institutions are resources, driving forces, and competitiveness of the economy, of the country, and of the nation.

According to the Prime Minister, the highlight in implementing infrastructure breakthroughs this term is promoting decentralization and delegation of power to localities, and reality shows that localities assigned projects have made very rapid progress, with some projects even being implemented faster than those assigned to the Ministry of Transport (now the Ministry of Construction).

Therefore, in the coming time, it is necessary to continue promoting the spirit of the Central and local governments working together, especially localities must clear the land; mobilize central capital, local capital, state capital, private capital, public-private partnership capital, "The Party leads, the state creates, enterprises take the lead, public and private sectors go hand in hand, the country is strong, the people are happy". The Prime Minister noted that decentralization must go hand in hand with resource allocation, strengthening supervision and inspection, and improving the implementation capacity of subordinates.

Presenting some orientations in the development of transport infrastructure in the coming time, the Prime Minister affirmed that it is necessary to continue to comprehensively develop transport modes including roads, railways, airways, seaways, and waterways. In particular, implementing the North-South high-speed railway project, railway lines connecting with China along with technology transfer. In the aviation sector, it is necessary to create a mechanism to promote public-private cooperation, mobilize resources, create conditions for the private sector to participate in airport construction, form competitive and developing airlines. Planning and building inland waterway ports to promote the distinct potential, outstanding opportunities, and competitive advantages of the Mekong Delta's waterways...

The third issue mentioned by the Prime Minister is law-making. Stating that law is both a driving force and a resource and a competitive advantage for the economy, the Prime Minister said that we must change the state of law-making, with the spirit of not only serving management but also creating development, abandoning the mindset of "if you can't manage, then ban".

Law-making must originate from practice, closely follow practice, respect practice and take practice as a measure; innovate, make breakthroughs, and compete with the world; at the same time, it must be close to the situation, ensure effectiveness, aim towards established goals, and solve very specific problems posed by practice.

The Prime Minister gave an example, in resettlement work, it is necessary to ensure that the new housing is better than or equal to the old housing, and that people must settle down and find jobs so that they can move quickly; but building houses cannot be done "in a day or two", so there must be a mechanism to create a housing fund, while ensuring harmony of interests between the State, people and businesses.

Referring to another example of the story of bidding or tendering for projects, the Prime Minister said that it is necessary to boldly apply the form of bidding, as long as it ensures impartiality, transparency, timeliness, efficiency and the decision maker must be responsible for his decision. Thus, the construction of laws must be both practical and effective, promoting the proactiveness, positivity and responsibility of the implementers.

Environmental protection is a central task and culture is indeed a pillar.

Fourthly, the Prime Minister believes that culture needs to be exploited more to serve development, culture must be placed in the right position, truly a pillar. Because culture is an endogenous strength; culture lights the way for the nation; cultural and historical traditions are also one of the core elements that make up the ideological foundation and our guidelines, together with Marxism-Leninism and Ho Chi Minh Thought, applied creatively and in accordance with reality.

Regarding social security, the Prime Minister clearly stated the requirement to develop rapidly while also developing sustainably and inclusively, without sacrificing fairness, social progress, social security, or the environment to pursue mere growth.

"We have truly left no one behind," the Prime Minister emphasized, adding that in this term alone, we have allocated about 1.1 quadrillion VND (17% of GDP) for social security; completed the millennium goals early; eliminated temporary, leaky, and dilapidated houses 5 years and 4 months ahead of schedule; promoted the development of social housing...

Citing the reality in implementing the national target program "repairing a house for 30 million VND must be decided by the Central Government, so how can it not be stuck?", the Prime Minister said the important direction in the near future is to propose that competent authorities integrate 3 national target programs and decentralize, empowering localities to proactively implement.

Regarding the two-level local government operating from July 1, the Prime Minister stated that this is an achievement after the process of "reorganizing the country" and we have changed the state very quickly based on digital transformation to move from management to creating development and serving the people.

With the motto of "no rush, no perfectionism and no missed opportunities", the Prime Minister pointed out a number of tasks that need to be continued, a number of issues that need to be resolved related to perfecting the functions, tasks and powers of agencies, building appropriate apparatus, building job positions, thereby arranging staff and building policies for staff. Along with that, it is necessary to continue training and fostering the grassroots staff whose knowledge and qualifications in management, law, expertise and digital transformation are still uneven.

Regarding the environment and climate change, the Prime Minister pointed out that this is a common problem, not specific to any country, but is having very extreme developments. Along with strengthening international solidarity and promoting multilateralism, we must perfect the legal system on environmental protection, mobilize resources, promote public-private cooperation, apply technology, train people and improve governance capacity.

The Prime Minister said that in this draft document, the field of climate change response and environmental protection is included as a central task (along with socio-economic development), and at the same time, all must rely on advanced science and technology to save and use resources effectively.

Regarding education and training, the Prime Minister stated that this is the top national policy and we have achieved great successes in the context of a developing country, having gone through many years of war, siege and embargo. However, the Prime Minister said that if general education has achieved relatively good results, we need to try and make more efforts in developing higher education.

Noting that the Politburo recently issued Resolution 71 on education and training, the Prime Minister emphasized the need to further raise awareness of the role, position, and importance of education and training, and increase investment in people with the view that investment in people is decisive; if people are good, then guidelines, policies, institutions, laws, policies, and implementation organizations will all be good.

At the same time, education must be integrated, identifying English as the second language; raising the level of training in basic sciences; training in "morality, intelligence, physical beauty" to comprehensively develop people; developing educational institutions that are both mass and cutting-edge, both popular and specific...

The final issue mentioned by the Prime Minister is the requirement for rapid but sustainable growth, macroeconomic stability, inflation control, growth promotion, ensuring major balances of the economy; renewing traditional growth drivers (investment, export and consumption) and promoting new growth drivers (science and technology, innovation, digital transformation, circular economy, green economy, knowledge economy).

Emphasizing that the GDP growth target is very important, affecting the increase in economic scale, improving labor productivity, increasing per capita income, improving people's lives..., the Prime Minister affirmed that we must have double-digit growth in the coming years to ensure the achievement of the two 100-year strategic goals that have been set; this is a very difficult goal but we cannot help but do it and have room to do it, requiring the entire political system, the entire Party, and the entire people to participate in order to do it.
