The 51st session of the National Assembly Standing Committee

On the afternoon of November 5, at the National Assembly House, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee held its 51st session.

According to the meeting agenda, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.

Presenting the Summary Report of the draft Resolution, Minister of Agriculture and Environment Tran Duc Thang stated that the Resolution was issued to fully and promptly institutionalize the viewpoints and policies of the Party and State on land policy, promptly remove "bottlenecks" and new issues arising from practice, contributing to the realization of socio-economic development goals, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income.

The Draft Resolution consists of 3 Chapters and 13 articles, regulating 3 groups of contents.

The first group includes institutional contents, viewpoints, goals, tasks, and solutions according to the Resolution of the Central Executive Committee and the Conclusion of the Politburo.

The second group , the contents of resolving "bottlenecks" have been pointed out in Notice No. 08-TB/BCĐTW of the Central Steering Committee on perfecting institutions and laws.

The third group , contents to continue removing difficulties and obstacles in the process of implementing the Land Law.

In addition, it is recommended to continue reviewing the provisions of the draft Resolution, ensuring compliance with the provisions of the Constitution; not contradicting or overlapping with current laws; ensuring feasibility, fairness, transparency, not causing complaints, lawsuits, affecting the rights of the people...

The Standing Committee of the Economic and Financial Committee found that the draft Resolution dossier had been seriously prepared by the Government, in accordance with regulations, and qualified to be submitted to the Standing Committee of the National Assembly for consideration and decision by the National Assembly according to the shortened procedures.

At the meeting, the National Assembly Standing Committee highly appreciated the Government and the Ministry of Agriculture and Environment for their efforts and prompt completion of the draft Resolution dossier, which basically met the requirements as prescribed; and the proactiveness and positivity of the Standing Committee of the Economic and Financial Committee in coordinating with the National Assembly agencies to develop a preliminary review report on the draft Resolution.

The National Assembly Standing Committee agreed with many contents in the Government's Submission and the Report of the Economic and Financial Committee; agreed with the Government's proposal to add the draft Resolution to the 2025 Legislative Program, submitting it to the National Assembly for consideration and approval under the shortened process at the 10th Session.

Concluding the session, National Assembly Vice Chairman Vu Hong Thanh suggested that the Government continue to direct the review of the contents of the draft Resolution, ensuring that it closely follows and is consistent with the Party and State's guidelines and policies, especially the new resolutions of the Politburo.

The Vice Chairman of the National Assembly noted that it is necessary to continue studying a number of contents; review and fully synthesize difficulties and problems in organizing the implementation of the 2024 Land Law to have timely solutions in the Resolution.

The Vice Chairman of the National Assembly also suggested that it is necessary to carefully review and unify the effectiveness of the draft Resolution; fully and comprehensively identify cases where a transitional mechanism needs to be applied to maximally handle shortcomings and problems arising in practice; avoid missing cases where there are policy changes between the draft Resolution and the provisions of the current Land Law, ensuring the stability of the legal system and limiting legal gaps.

At the same time, the Government is assigned to direct the drafting agency to coordinate with relevant agencies to fully absorb the opinions of the National Assembly Standing Committee, thoroughly explain, and promptly complete the draft Resolution dossier to be submitted to the National Assembly at the 10th Session on schedule, ensuring quality. The Economic and Financial Committee shall preside over and coordinate with the Nationalities Council and the National Assembly Committees to conduct an official review of the draft Resolution.
