Draft Resolution on breakthrough in education and training development: Focus on some truly unique and outstanding mechanisms and policies

Noting that the draft Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development is still scattered, National Assembly Chairman Tran Thanh Man emphasized that it is necessary to focus on a number of truly specific and outstanding mechanisms and policies.

On the evening of November 5, continuing the 51st Session, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development.

Attracting and effectively promoting social resources for investment in education and training

Presenting the draft Resolution, Minister of Education and Training Nguyen Kim Son stated that the draft Resolution has stipulated policy groups such as: Policy group on developing the team of teachers, management staff and educational human resources; Policy group on innovation of mechanisms, programs and education systems; Policy group on science, technology and digital transformation in education; Policy group on international cooperation and integration in education and training; Policy group on finance, investment and resource incentives for education; Policy group on organization and administration of the education system...

Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh presented a preliminary review report on the draft Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development.

Accordingly, regarding finance for education and training, the Standing Committee of the Committee found that, in recent times, the state budget has prioritized allocating large resources for education and training. The Draft Law amending and supplementing a number of articles of the Law on Education has amended and supplemented Clause 1, Article 96 in the direction of clearly stipulating the proportion of state budget expenditure for education and training to ensure at least 20% of total state budget expenditure, of which investment expenditure is 5% and expenditure for higher education is 3% in accordance with the spirit of Resolution 71 - NQ/TW. At the same time, the National Assembly is expected to consider and approve the investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026-2035, continuing to institutionalize the viewpoint of prioritizing state budget allocation for education and training.

Thus, the provision in Clause 1 on the high priority of the state budget for education is not in line with the spirit of Resolution 71-NQ/TW and the mechanism and policy for breakthrough and excellence are unclear; the allocation of budget for higher education and vocational education institutions according to mission, goals, orientation, quality and efficiency (Point c, Clause 3) overlaps with the provisions of the draft Law on Higher Education (amended) and the draft Law on Vocational Education (amended) currently being submitted to the National Assembly for consideration and approval.

Therefore, the Standing Committee recommends considering and only regulating specific policy contents that are not yet regulated by law. At the same time, research and institutionalize superior mechanisms to encourage, attract and effectively promote social resources for investment in education and training.

There are suggestions to study the mechanism of supplementing credit sources, expanding financial support policies, preferential credit for students in the direction of adding subjects, increasing loan levels and innovating repayment methods, not allowing any students to drop out of school due to financial conditions.

There are suggestions to study a mechanism that allows autonomous higher education institutions to decide on remuneration policies paid from non-state budget financial sources for their lecturers and scientists.

Piloting the establishment of an international university education center in Vietnam

Noting that the draft Resolution is still scattered, National Assembly Chairman Tran Thanh Man emphasized that the draft Resolution needs to focus on a number of truly unique and outstanding mechanisms and policies. The drafting agency continues to review the draft Resolution to avoid duplication with the mechanisms and policies expressed in the draft Law and the relevant National Target Program submitted to the National Assembly at the 10th Session.

The National Assembly Chairman emphasized that it is necessary to ensure the feasibility of the policy. Accordingly, the competent agencies, especially the Ministry of Finance, must assess the impact of budget resources, research and propose specific policies to attract social resources to invest in education and training, and prioritize policies to allocate surplus agency headquarters for education.

In particular, the National Assembly Chairman said that it is necessary to study more specific regulations on improving digital capacity, allocating sufficient resources, investing in facilities and technological infrastructure to serve digital transformation, and popularizing the application of technology in management and organization of educational and training activities.

Raising the question of why there is an international financial center but no international higher education center in Vietnam, Vice Chairman of the National Assembly Tran Quang Phuong hopes to include this issue in the draft Resolution to attract high-quality international education to our country, especially in emerging industries such as digital technology, chips, artificial intelligence, etc. At the same time, the Government is assigned to pilot the establishment of an international higher education center in Vietnam, with many preferential mechanisms.

Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh requested the Government to fully absorb the opinions of the National Assembly Standing Committee and the opinions of the examining agency, promptly review, avoid duplication, be concise, focus with a specific and outstanding spirit to create breakthroughs, and complete the draft Resolution dossier to be submitted to the National Assembly.
