This is an important step to ensure the smooth and synchronous operation of local governments at two levels from the city to the grassroots level.

Accordingly, the Project aims to build a modern, synchronous and secure IT infrastructure, creating a solid foundation for comprehensive digital transformation, improving the efficiency of state management, improving the quality of public services and bringing convenient and transparent experiences to people and businesses.
The project is considered a planning framework and overall technical model for synchronous and unified implementation, meeting practical needs in the spirit of Resolution No. 57-NQ/TW and Plan No. 02-KH/BCĐTW.
Specifically, Ho Chi Minh City aims to equip 100 computers with high-speed Internet connection, ensuring that the specialized data network of Party and State agencies is connected smoothly from the central to local levels; 100% of People's Committees of wards, communes, and special zones are equipped with online video conferencing systems, LAN networks, secure data storage systems, and data security and backup solutions, ensuring interconnection with the national database.
Units will purchase or rent IT services, supplement and replace equipment including computers, servers, printers, scanners and peripherals, ensuring sufficient quantity, synchronized configuration, meeting work requirements and future expansion capabilities. In addition, the city will build a data storage, backup and recovery system, and equip network security equipment such as firewalls, anti-virus systems, access control devices, surveillance cameras, ensuring information security according to current standards.
The project is deployed at the City Public Service Center, People's Committees of wards, communes, special zones, Commune-level Public Service Centers, City Digital Transformation Center and 38 local groups under the City Public Service Center.
Funding for implementation comes from the city budget (regular expenditure), with implementation scheduled for this year.
The Ho Chi Minh City People's Committee assigned the Department of Science and Technology to preside over, monitor, and urge the implementation, ensuring timely, effective, feasible implementation and avoiding waste. Units assigned to purchase and hire IT services must fully comply with the principles, contents, and regulations in the Project.
