Dong Nai College of Culture and Arts is one of the leading schools in the movement to build agencies and units that meet cultural standards. Over the past years, the school has proactively innovated emulation movements, improved the quality of training in music and art majors, and fostered professional skills for grassroots cultural staff. At the same time, it has effectively implemented the campaign to study and follow Ho Chi Minh's ideology, morality, and style; coordinated performances to serve political tasks and cultural events, contributing to affirming the role of art in community life.
Master Phung Ngoc Long, Principal of Dong Nai College of Culture and Arts, said: In addition to training, the school always considers taking care of the lives of cadres, teachers and employees as an important part of building the unit's culture. On every holiday and Tet, the school organizes visits, encourages and supports teachers and awards scholarships to students in difficult circumstances; launches many art, sports and volunteer programs... Thereby, creating motivation for the school to better implement the emulation movement.
In Xuan Dong commune, the movement to build agencies and units that meet cultural standards is concretized by the motto of action "Friendly government, serving the people". The commune government always considers the satisfaction of people and businesses as a measure of work efficiency, the highest goal in administrative reform. Thanks to the sense of responsibility and professional working style, the team of cadres, civil servants, public employees and workers of the commune has gradually built the image of a civilized, close and dedicated office.
In particular, from July 1 to July 30, the Xuan Dong Commune Public Administration Service Center received over 3,600 records, of which more than 3,400 records were processed ahead of schedule in the fields of land, household registration, and certification. Notably, recently, the Dong Nai Provincial People's Committee announced the results of administrative procedure control and the implementation of the Index for directing, operating, and evaluating the quality of service to people and businesses in performing administrative procedures and public services in the electronic environment. Xuan Dong Commune was ranked 28/95 communes and wards in the province.
As an enterprise with nearly 2,000 employees, manufacturing electronic products, Tokin Electronics Co., Ltd., Long Binh Ward has always implemented democratic regulations well; regularly organized conferences to grasp the thoughts and recommendations of workers. The company pays special attention to housing and kindergartens for workers' children, organizes many cultural and sports activities to help workers improve their spiritual life and feel secure at work. Every year, the company also organizes propaganda campaigns on the Party's guidelines and policies, the State's policies and laws; coordinates with the police force to strengthen inspections, ensuring security, order and social safety.
There are still many difficulties.
According to Nguyen Thanh Phong, Deputy Head of the Department of Culture and Society of Tan Khai Commune, the locality is currently implementing the review, recognition and proposal for recognition of cultural titles in 2025. Through the implementation, it shows that when implementing the 2-level local government model, the locality still faces confusion in guiding the review of titles of agencies, units and enterprises that meet cultural standards because there are no specific guiding documents.
In order for the work of reviewing and recognizing titles to be implemented consistently and in accordance with regulations, the Department of Culture and Society of Tan Khai commune has proposed that the Steering Committee of the Movement for the Whole People to Unite to Build a Cultural Life of the Province provide specific instructions on the process, standards, records, and procedures for reviewing titles so that localities have a basis for implementation.
“In the coming time, the Provincial Federation of Labor will continue to promote propaganda work; at the same time, set examples and commend outstanding collectives and individuals in the movement. In addition, the “culture” criterion will be included in the annual evaluation and classification of emulation on building cultural agencies, units and enterprises.”

The Standing Vice President of the Provincial Federation of Labor (PPL) Bui Thi Bich Thuy said: After the arrangement of administrative boundaries, there are no longer grassroots-level Trade Unions (District, City, Industry Trade Unions) and agencies and units receiving salaries from the state budget no longer organize Trade Unions. The direction and coordination between grassroots Trade Unions and heads of agencies and units to register agencies and units meeting cultural standards is no longer suitable for reality. The absence of higher-level Trade Unions leads to the synthesis and recognition to propose the Provincial Federation of Labor - Director of Program 3 to build cultural agencies, units and enterprises - recognition cannot be implemented.
“Currently, the documents of the Central Government and the Vietnam General Confederation of Labor implementing Program 3 are no longer suitable for the changes after the merger. Therefore, the Provincial Confederation of Labor will have recommendations to adjust and supplement accordingly and continue to implement,” Ms. Thuy emphasized.
