Breakthrough in digital transformation

Implementing Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Khanh Hoa has recently achieved many important results, especially in the fields of technology infrastructure, engineering and digital platforms and applications.

Khanh Hoa Provincial Data Center currently has two locations in Nha Trang and Phan Rang, with a scale of 71 physical servers, 130 virtual servers, and a total storage capacity of more than 1,100TB. The network equipment system and copyrighted software are invested synchronously, meeting the safety and security requirements for all operating information systems.

Notably, the center is capable of deploying and operating the entire platform and shared information system of the province. Along with that, the Department of Science and Technology (KH&CN) has rented additional backup storage space at the University of Information and Communications Data Center, ensuring data backup and recovery when necessary; at the same time, maintaining a wide area network connecting 19 headquarters of department-level agencies.

The province has also completed the information technology infrastructure to serve the operation of digital platforms, software systems and shared databases. From May 2025, the province's Intelligent Monitoring and Operation Center (IOC) began phase 1 of operation, marking an important step forward in the process of building a digital government.

In particular, the province's data connection, integration and sharing platform has fully deployed 23/23 API sets according to the guidance of the Digital Transformation Department. Data services connecting with the Ministry of Public Security, the Ministry of Justice, and the Ministry of Finance have also been established, effectively serving the information system for handling administrative procedures.

In the third quarter of 2025, the Department of Science and Technology has established 148 additional document management and administration software (E-Office) for agencies, units, and localities; at the same time, deployed SIM-PKI digital signature service and HSM centralized specialized digital signature system integrated on this software.

The province also upgraded the document interconnection system, ensuring the smooth sending and receiving of electronic documents between government levels; maintained the SS server system connecting the national population database with the Public Administration Service Center, and converted the online meeting system to a two-level government operating model, ensuring interconnection from the central to the commune level.

At the same time, the province's Cyber Security and Safety Monitoring and Operation Center was put into operation, ensuring information security for the Data Center and the entire digital infrastructure. Bringing the political system's operations to the digital environment has contributed to increasing publicity, transparency, and improving the effectiveness of data-based direction and operation.

162 "digital soldiers" accompany local authorities

Khanh Hoa identifies digital transformation as the way to improve competitiveness, towards a modern and effective administrative service. The application of KPIs in management and operation is considered a new breakthrough, helping the process become transparent, clear and attaching specific responsibilities to each task, deadline and result.

On October 30, the Provincial Party Committee and People's Committee of Khanh Hoa province mobilized lecturers and students in the fields of information technology, software technology, data science, telecommunications, network administration and network security from universities, colleges and academies in the province, established a Digital Transformation Support Team and deployed KPI software with a total of 162 members to communes, wards and special zones for 1 month; after that, they will summarize, evaluate the implementation results and orient tasks in the coming time.

Khanh Hoa province launched a peak campaign to bring digital transformation support teams to the grassroots level.

These teams will go directly to communes, wards, and special zones to accompany local authorities in deploying digital applications, providing guidance on using KPI software, supporting plan development, implementing digital transformation tasks, and applying KPI toolkits in each locality according to the guidance of the Provincial People's Committee.

Support groups also directly train and guide staff, civil servants, teachers and medical staff at the grassroots level in using administrative software, specialized applications as well as platforms serving administrative reform and digitizing public records.

The synchronous deployment of digital transformation support forces is considered a strong step, demonstrating Khanh Hoa's determination to bring technology closer to the people, improve the quality of public services, and create a solid foundation for building a two-level digital government after the merger.
