Discussing at group 7 (including the National Assembly delegations of Nghe An and Lam Dong provinces) on the afternoon of November 4, delegates contributed many profound opinions on the Draft Document to be submitted to the 14th National Congress of the Party. The opinions focused on perfecting the institution, enhancing the capacity of the staff, organizing the government apparatus, building a strong armed force and promoting the spirit of self-reliance in national development.

Perfecting institutions, enhancing staff capacity and policy implementation effectiveness

Speaking at the group, Politburo member, Party Central Committee Secretary, Standing Deputy Secretary of the National Assembly Party Committee Do Van Chien emphasized many core contents, suggesting continuing to perfect institutions associated with practical operations of the government, personnel work and organization of implementation of Party resolutions.

Regarding institutions, delegate Do Van Chien pointed out that although the legal system is unified, the implementation efficiency between localities is still very different. “Laws, decrees, and circulars are all the same, but some provinces have a public investment disbursement rate of 90%, while others only reach 20-30%. So where is the problem?”, the delegate asked. From there, the delegate requested the National Assembly and relevant agencies to point out bottlenecks, inappropriate regulations, documents that have not been issued or issued late; at the same time, clearly define the responsibilities of relevant ministries and branches.

National Assembly Deputy Do Van Chien said that the Politburo and Secretariat have directed the periodic assessment of the staff under the Central management and will continue to do so in the next term, to ensure publicity, transparency and effectiveness in personnel work.

Referring to the two-tier local government model, delegate Do Van Chien affirmed that this is the right direction, but it needs to be adjusted to suit the reality. The delegate emphasized the need to focus on consolidating three fundamental factors: transport infrastructure, information technology infrastructure and staff capacity.

“Commune-level officials must have qualifications and capacity equivalent to provincial-level officials,” the Standing Deputy Secretary of the National Assembly Party Committee emphasized; at the same time, he said that the classification of communes and wards according to workload will soon be implemented to arrange reasonable staffing.

Discussing the role of the Vietnam Fatherland Front and socio-political organizations, delegate Do Van Chien said that the institutional design is clear, but the implementation at the grassroots level is still limited and needs to be strengthened to improve operational efficiency and strengthen the close connection between the Party, the State and the People.

The delegate emphasized that the consistent spirit of the Draft Document submitted to the 14th Congress is to continue to affirm and enhance the leadership role of the Party, the effectiveness and efficiency of the government's administration, and promote the people's mastery, with the core spirit of "self-reliance, self-strengthening, strategic self-strengthening".

Delegates suggested that comments should be frank and substantive, aiming to perfect the Draft Document, thoroughly overcoming "the weak link is still the implementation organization" as directed by General Secretary To Lam.

Building a revolutionary, disciplined, elite, modern army and police force

The National Assembly deputies in Group 7 highly appreciated the Draft Documents submitted to the 14th National Party Congress, which were carefully and scientifically prepared, tightly structured, comprehensive in content, fully reflecting achievements over the terms, and at the same time clearly demonstrating the country's development orientation in the new period - promoting industrialization, modernization, digital transformation and deep international integration.

According to National Assembly Deputy Tran Duc Thuan (Nghe An), the outstanding new point of this Draft is to clearly define the goal of building a "revolutionary, disciplined, elite, modern" People's Army and People's Public Security right in the 14th term, instead of "gradually modern" as in the 13th Congress Document... The delegate said: this goal requires strong innovation in both resource investment, institutional improvement and high-quality human resource development. "Equipment and weapons are important, but the human factor is decisive," the delegate emphasized.

Delegate Tran Duc Thuan also proposed many groups of solutions, in which the first priority is to continue to build a strong political will for each officer and soldier. Accordingly, each soldier and police officer must firmly grasp and creatively apply Marxism-Leninism and Ho Chi Minh Thought in the specific conditions of Vietnam; understand the Party's guidelines and policies on national defense and security; and grasp Vietnamese military art through the periods to flexibly apply them in the new combat context.

The delegate also emphasized the requirement to absolutely comply with the Party's guidelines, policies and strategies; thoroughly grasp the spirit of the Party's comprehensive, absolute and direct leadership in all aspects of the Army, Public Security and foreign affairs.

Delegates suggested that there should be specific plans for training, fostering, and building a contingent of cadres in the armed forces who have a firm grasp of Marxism-Leninism, Ho Chi Minh's thought, and the Party's guidelines and policies, while at the same time strengthening retraining to adapt to modern combat requirements and quickly approach new forms of combat.

Along with that, it is necessary to continue to strengthen the Party's leadership role in the Army and Police by improving the fighting capacity of grassroots party organizations in each unit. In addition, the Party and State need to pay special attention to the regime and policies for soldiers, ensuring that they are worthy of the merits and sacrifices of officers and soldiers, especially those who directly perform special and dangerous tasks.

Referring to the defense and security industry, delegate Tran Duc Thuan affirmed that it is necessary to develop in the direction of self-reliance, self-reliance, and self-strengthening, while promoting dual-use research - serving both defense and economic development. Investment must be focused, key, and prioritized in key areas with high risks, avoiding spreading and wasting resources.

Based on the Party's policy, delegates suggested that the National Assembly and the Government should soon institutionalize it through a system of laws, mechanisms, and specific policies, as a basis for the Army and Police forces to effectively implement the goal of "revolutionary, disciplined, elite, and modern". At the same time, it is necessary to continue expanding the space for creativity in mechanisms and policies so that the armed forces can be more proactive and flexible in carrying out their tasks.

“The National Assembly's Committee on National Defense, Security and Foreign Affairs will continue to closely coordinate with the Ministry of National Defense and the Ministry of Public Security in reviewing and proposing amendments and supplements to relevant laws, creating a complete and solid legal corridor for realizing the goal of building a revolutionary, disciplined, elite and modern people's armed forces; firmly protecting the socialist Fatherland of Vietnam in all situations,” affirmed delegate Tran Duc Thuan.

Promoting the role of social supervision, perfecting institutions and ensuring sustainable development

Delegate Bo Thi Xuan Linh (Lam Dong) commented that the last term took place in the context of the country facing many unprecedented difficulties and challenges. The Covid-19 pandemic, natural disasters, storms and floods, and socio-economic fluctuations have had a profound impact on all areas of life. However, with the determination and efforts of the entire political system, the country has achieved many important results, affirming the breakthroughs and innovations in leadership, direction and organization of the implementation of Party resolutions.

The delegates said that despite many achievements in economic growth and social security, it is necessary to boldly look directly at the limitations to find solutions to overcome them. In particular, planning work is still overlapping, public investment disbursement is still slow; coordination between ministries, branches and localities in implementing national target programs on developing ethnic minority areas is not really tight.

Regarding culture and society, delegates pointed out the fact that cultural infrastructure is still lacking and has not met the spiritual needs of the people; at the same time, they suggested that it is necessary to more clearly assess social issues of public concern in order to have specific solutions.

The delegate also suggested re-evaluating the comments in the report on the monitoring and social criticism activities of the Vietnam Fatherland Front and socio-political organizations, ensuring that they accurately reflect reality, while emphasizing the role of the people in monitoring, especially monitoring the work of preventing and combating corruption.

Regarding the implementation of the two-level local government model, delegate Bo Thi Xuan Linh said that localities are still facing many difficulties in terms of facilities, means and human resources. In particular, the shortage of female cadres, especially ethnic minority female cadres in Party committees, leaders, managers and elected bodies is still limited, and appropriate policies are needed to overcome this.

Delegate Dang Hong Sy (Lam Dong) said that the two-level local government model is suitable in theory, but in practice, implementation still faces many difficulties due to lack of staff, unsynchronized information technology infrastructure, and limited access to online public services for people in remote areas. The delegate recommended that it is necessary to consider maintaining sufficient staff at the commune and ward levels, reducing the number of concurrent positions, and arranging a document reception point at the old commune headquarters to facilitate people.

Delegate Trinh Thi Tu Anh (Lam Dong) proposed reviewing and perfecting the content of the draft document to properly assess the current state of culture, science - technology and grassroots health. The delegate said that it is necessary to add content on strengthening food safety management and controlling counterfeit and poor quality goods to protect people's health.

Regarding the task of building institutions in the environmental field, delegates proposed the need to perfect the policy system on economic instruments in environmental protection, based on the principle of "polluters must pay", thereby improving the effectiveness of law enforcement, promoting sustainable development and adaptation to climate change.

At the same time, delegates emphasized the need to continue developing energy infrastructure, especially clean and sustainable energy sources, to ensure meeting growth and international integration needs, contributing to realizing the goal of rapid, sustainable, self-reliant and self-reliant socio-economic development.
