National Assembly Deputy Nguyen Thi Yen said that among the outstanding results in the socio-economic field in the past 5 years, the Party has focused on leading and directing the implementation of breakthroughs in infrastructure development. In 2025, our country completed more than 1,000km of coastal roads, achieved and exceeded the target of completing 3,000km of highways, restarted the Ninh Thuan nuclear power plant project, prepared to start construction of the North-South high-speed railway project and many other key projects...

Regarding social security, delegate Nguyen Thi Yen also emphasized that the Party has paid attention to the lives of the people, introduced many practical policies and guidelines, such as exempting and supporting tuition fees for students from kindergarten to high school nationwide; health policies such as connecting medical examination and treatment with health insurance, periodic health check-ups for people; policies to eliminate dilapidated houses, etc.

Regarding national defense and security, delegate Nguyen Thi Yen stated that over the past 5 years, our country has ensured national defense, security and social order and safety very well, creating a stable domestic political environment, thereby contributing to attracting external resources to serve the country's development. Along with that, we have continuously expanded foreign relations and strengthened cooperation with friendly countries around the world.

Regarding Party building work, delegate Nguyen Thi Yen realized that in the past 5 years, Party building work has received attention and leadership from our Party. In particular, we have carried out reforms, streamlined the apparatus in the political system, deployed the 2-level local government model, and rearranged provincial administrative units. Along with that, the Party also focused on preventing and combating corruption and negativity; strengthened inspection and supervision, and improved political and ideological work. If Party building work is good, economic and social leadership will be good, delegate Nguyen Thi Yen affirmed.

National Assembly Deputy Tran Anh Tuan said that the draft documents of the 14th National Congress demonstrate a very comprehensive strategic vision in development thinking and the great aspiration of our nation to rise up in the new era, expressed through 6 key points and 3 strategic breakthroughs.

Agreeing with the three strategic breakthroughs identified by our Party as focusing on institutions, human resources and infrastructure, delegate Tran Anh Tuan also suggested that the draft Congress Documents should emphasize the quality of institutions. Institutions must develop and have quality to meet new development requirements and new growth models.

The delegate pointed out that in reality, not all laws or sub-law documents are fully completed when issued. However, from the perspective of state management, it is necessary to support laws or sub-law documents that are issued with the aim of serving the interests of the people and the production and business activities of enterprises...

Delegate Tran Anh Tuan suggested that it is necessary to create a strong breakthrough in institutional quality to remove difficulties and obstacles for people, investors, and production and business activities, in order to create development and unlock resources for development.

Agreeing with the above opinion, Chairman of the Economic and Financial Committee Phan Van Mai said that it is necessary to focus on improving the quality of institutions serving development.
