
Delegate Ha Sy Dong ( Quang Tri ) emphasized that to realize the strategic vision, it is necessary to clarify the breakthrough orientations on institutions, growth models and national development aspirations. According to him, institutions are still the biggest bottleneck, and at the same time, the biggest room for reform.
"Many policies and strategies are correct, but when institutionalized and implemented, they are slow and lack consistency, causing social resources to not be fully liberated," said Deputy Ha Sy Dong.
In the context of digital transformation, he proposed shifting institutional thinking from “management - licensing” to “creation - leadership - service”, creating conditions for new economic models. Citing examples from Singapore and South Korea, delegates proposed early institutionalization of the “institutional sandbox” model to test policies in new areas such as AI, digital finance, renewable energy, etc.

In addition, it is necessary to promote decentralization and delegation of authority in conjunction with effective accountability and power control mechanisms, in order to promote proactiveness and daring in localities - especially in dynamic regions, economic zones, and high-tech zones. At the same time, transform the growth model from breadth to depth, promote green economy, knowledge economy, and digital economy.
According to Deputy Ha Sy Dong, the political report is not only a direction for action but also a flame that ignites national belief and will. The Vietnam 2045 aspiration needs to be expressed more clearly - not only as a goal, but also as the Party's political and moral commitment to the people: to turn the country into a developed nation, a happy society, a prosperous culture, with creative and free-to-contribute people. That aspiration must be institutionalized through specific action programs, effective resource mobilization and allocation mechanisms, in which the State plays a leading role, enterprises are the center of innovation, and people are the subjects of development.
“If this document clearly demonstrates those ideas, it will certainly create a new institutional turning point and development breakthrough, bringing the country into the era of a digital creative state, green economy and creative Vietnamese people,” emphasized Deputy Ha Sy Dong.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that it is necessary to set a GDP growth target of 9-10% per year in the next term to create breakthroughs and achieve strategic goals.
According to the Prime Minister, we put pressure on growth to make efforts and have resources to solve big problems, such as overcoming natural disasters. Only with high growth can labor productivity be increased and more resources be created for development.
The head of the Government emphasized three strategic breakthroughs, in which infrastructure development continues to be a top priority. During the past term, we have mobilized investment resources for highways, coastal roads, aviation, railways, etc. In particular, investment thinking has been strongly shifted from the central to local levels, promoting decentralization and delegation of power, creating clear changes.
The Prime Minister emphasized the need to promote public-private partnership in strategic infrastructure development, with the participation of both the State and the private sector to create more airports, routes and key projects. Because infrastructure requires huge resources, it cannot be implemented without a suitable mechanism to mobilize social resources. Therefore, it is necessary to continue to improve institutions and policies to promote effective and sustainable public-private partnership.
Regarding institutions, the Prime Minister said that this is both a resource and a national competitive advantage. Therefore, the building of institutions needs to be closely linked to reality, ensuring the harmony of interests of the people, businesses and the State. It is necessary to promote the spirit of daring to think and daring to do of the staff; boldly implement special mechanisms such as bidding if it is for the benefit of the people, ensuring transparency and avoiding negativity.
In addition, the Prime Minister emphasized that preserving national cultural identity is the foundation for sustainable development. We do not trade off development, but aim for sustainable development, leaving no one behind. During the past term, we have implemented many major social security policies such as eliminating dilapidated temporary houses, implementing national target programs, social housing, etc.

Regarding the two-tier local government model, the Prime Minister assessed that the operation process has achieved positive results so far. However, with a long-standing operating apparatus, it is necessary to take cautious steps and avoid haste. On the basis of perfecting functions, tasks and powers, clear job positions will be established, from which salaries for cadres, civil servants and public employees will be paid according to job positions.
The Prime Minister also noted the need to improve the quality of grassroots cadres, especially in digital transformation skills and expertise. Therefore, it is necessary to continue training the team of cadres and civil servants, especially at the grassroots level. If any aspect is lacking, it is necessary to promote training in that aspect.
Along with that are major tasks such as responding to climate change, developing education and training, stabilizing the macro economy, ensuring revenue and expenditure balance and promoting new growth drivers.
