
The People's Committee of Ho Chi Minh City has just issued Decision No. 2448/QD-UBND approving the Project to complete infrastructure and information technology (IT) equipment for the City Public Administration Service Center (PVHCC), Commune-level People's Committees and Commune-level PVHCC Centers, serving the activities of local governments at two levels in the city.
The Decision assigns the Department of Science and Technology to be responsible for monitoring and urging the implementation of the Project's contents to ensure objectives, on schedule, appropriateness to the situation and actual needs, effectiveness, feasibility, no waste, and compliance with regulations.
According to the decision, the Project aims to complete a synchronous, modern and secure IT infrastructure for Ho Chi Minh City, creating a solid foundation for the operation of the 2-level local government model and the Public Service Center. The Project contributes to promoting comprehensive digital transformation, improving the efficiency of state management, improving the quality of public services and bringing convenient and transparent experiences to people and businesses.

The project is also a general planning framework and technical model, assigning implementation organizations to serve as a basis for timely, unified and synchronous implementation. The project was approved and implemented immediately to meet the needs of infrastructure equipment according to the direction in Resolution No. 57-NQ/TW, Plan No. 02-KH/BCĐTW.
The project sets specific goals: 100 computers connected to high-speed internet, specialized data networks of Party and State agencies connected seamlessly from the central to local levels; 100% of People's Committees of wards, communes, special zones and administrative units are equipped with synchronously connected online video conferencing infrastructure. Building a LAN network and a secure data storage system; applying security solutions, data backup; ensuring interconnection with the national database.
Project implementation solution: Units will purchase or rent services, supplement and replace IT equipment including desktops, laptops, servers, printers, scanners and necessary peripherals, ensuring sufficient quantity, synchronous configuration, meeting work requirements and future expansion capabilities.

Build and deploy a data storage, backup and recovery system in accordance with regulations and instructions of competent authorities, ensuring safety, security and quick recovery in case of incidents; support connection and data sharing between administrative units within the scope of the Project.
Equip and install network security equipment, including: Firewalls, anti-virus systems, access control devices, surveillance cameras and other security solutions, ensuring compliance with information security standards as prescribed.
The project will be deployed at agencies and units of the city including: City Public Service Center, People's Committees of wards, communes, special zones and commune-level Public Service Center, City Digital Transformation Center; 38 local groups under the City Public Service Center.
The project implementation time is this year and as soon as possible according to regulations. Funding source: City budget (regular expenditure).
Ho Chi Minh City People's Committee requests: Agencies and units assigned tasks and assigned to purchase or hire IT services must ensure full implementation of the viewpoints and implementation principles as well as other relevant contents stated in the Project.
Supports at least 400 users at the same time
According to Appendix 1 of the Project: Scale requirements to be met: PVHCC Center must meet a minimum of 500 users/devices operating simultaneously; Commune-level People's Committee: each unit must meet the performance for a minimum of 400-500 users/devices operating simultaneously.
