Despite the challenging year ahead in 2025, with fluctuating fuel prices and consumer markets, businesses in the city are still striving to maintain production and operations, making a significant contribution to budget revenue growth.
According to Ms. Le Thi Thanh Ha, Chairwoman of Petrolimex Hai Phong Co., Ltd., in the first nine months of 2025 alone, the company's sales volume reached 111% compared to the same period last year, with total revenue exceeding 4,000 billion VND, contributing 450 billion VND to the state budget, and projected to contribute approximately 676 billion VND for the whole year of 2025. For many years, Petrolimex Hai Phong Co., Ltd. has consistently been among the leading state-owned enterprises contributing the most to the state budget, affirming its operational efficiency, brand reputation, and commitment to the local development.

At the commune, ward, and special zone levels, alongside the operation of the two-tiered local government model, units are also actively coordinating with the tax sector to increase budget revenue, effectively exploit revenue sources, and ensure resources for socio -economic development. For example, in the Cat Hai special zone, in the first nine months of 2025, state budget revenue reached over 227 billion VND (exceeding the 2025 plan by 6%). The high budget revenue of the special zone is due to the strong growth of key economic indicators. The total number of tourists in the first nine months reached over 3.8 million, an increase of 31% compared to the same period in 2024. Total revenue from accommodation and food services reached over 4,000 billion VND, exceeding the 2025 plan by 11%, an increase of 46.5% compared to the same period in 2024.
In the first nine months of 2025, the city's budget revenue reached VND 145,601 billion, equivalent to 98.8% of the central government's projected target, an increase of 30.6% compared to the same period last year. Of this, domestic revenue reached VND 80,856 billion, equivalent to 108.3% of the central government's projected target, an increase of 41.4% compared to the same period last year. Import and export tax revenue reached VND 61,887 billion, equivalent to 92.9% of the central government's projected target, an increase of 21%.
According to Deputy Head of Customs Branch Area III Truong Binh An, there are many positive signs indicating that in 2025, import and export tax revenue will reach over 83,000 billion VND, exceeding the projected target by tens of thousands of billions of VND. Under the special budgetary and financial mechanism for Hai Phong approved by the National Assembly, the city will receive a bonus of thousands of billions of VND for exceeding revenue targets, a very significant resource for the city to invest in development and implement the socialist model.
Combating revenue loss and fostering sustainable revenue sources.
In fact, in recent years, budget revenue collection has always been a prominent achievement of Hai Phong. Total state budget revenue in Hai Phong city has continuously grown for four consecutive years, exceeding 100,000 billion VND, reaching 543,600.86 billion VND in the 2021-2025 period, with an average annual increase of 7.06%; domestic revenue increased by 9.27% per year. Total state budget revenue in Hai Duong province in the 2021-2025 period reached 125,994 billion VND, with an average annual increase of 13.3%; domestic revenue increased by 13.9% per year.
According to Hai Phong City Tax Department Chief Nguyen Tien Truong, the city not only exploits all its potential and strengths but also focuses on improving the investment and business environment, attracting large investment projects that can create breakthroughs in budget revenue. Building on the achievements, from now until the end of 2025, Hai Phong Tax Department aims to exceed the assigned budget revenue target by at least 20%, in line with the Prime Minister's directive in Official Dispatch No. 104 dated July 6, 2025; and strives to rank third nationwide in domestic budget revenue.

To achieve this goal, the city's tax department will continue to closely monitor collection progress, accurately assessing the situation in each locality, tax category, and revenue item. Value-added tax refunds will be strictly supervised to prevent policy abuse. Local tax units are tasked with strengthening tax debt management, enforcing regulations on tax debts and land lease payments that have been extended, and preventing the accumulation of additional debt and late payments.
Administrative reform and digital transformation continue to be top priorities. Hai Phong City Tax Department aims to measure service effectiveness by taxpayer satisfaction, striving to build a modern, transparent, and highly efficient tax management system.
In 2025, Hai Phong aims to achieve a total budget revenue of VND 165,012 billion, equivalent to 111.92% of the central government's assigned target, including VND 83,000 billion from domestic sources (111.14% of the central government's assigned target) and VND 75,040 billion from import and export activities (112.67% of the central government's assigned target).
To achieve this goal, the city has determined to continue improving the effectiveness of the Steering Committee for Combating Revenue Loss, ensuring that revenue is collected correctly, fully, and promptly, focusing on revenue from land, minerals, projects whose preferential treatment period has expired, and e-commerce business activities.
Strengthen the process of handling and recovering outstanding tax debts, prevent the accumulation of new debts, focus on urging the collection of debts from enterprises constructing basic infrastructure projects funded by the state budget, enterprises owing land lease fees, land use fees, environmental protection taxes, and organize enforcement actions against cases of deliberate delay in tax payment...
Besides solutions to combat tax evasion, in the long term, the city will continue to improve the investment environment, develop high-tech industries, logistics, e-commerce, and port and airport services; gradually increase the proportion of revenue from modern production and services, and reduce dependence on land and resources.
The city continues to promote administrative procedure reforms and digital transformation in revenue management, creating a favorable environment for businesses to confidently expand investment, improve productivity, and increase budget contributions. This helps to sustainably nurture revenue sources, creating room for social welfare and development investment in the coming years.
