This is the content of the Action Program to implement the Resolution of the 20th Provincial Party Congress, term 2025 - 2030.
In the public investment portfolio for the coming period, Nghe An identified 9 key infrastructure projects using State budget capital, including: Hanoi - Vientiane Expressway, Vinh - Thanh Thuy section (Nghe An); Upgrading and expanding National Highway 7, Do Luong (Km36) - Nam Can (Km224) section; Upgrading and expanding National Highway 48; Breakwater of Cua Lo Deepwater Port; Overpass connecting National Highway 7C with N5 road via National Highway 1 and the North-South railway.
Construction and upgrading of the Nam Nghe An irrigation system; Lam River Dam (a project to regulate and raise the water level of Lam River, combined with a traffic bridge); Investment in key connecting infrastructure in the North Central Coast High-Tech Forestry Zone; Priority infrastructure and urban development adapting to climate change in Vinh city (old).
It can be seen that these are all projects of great significance in completing the transportation, irrigation and urban networks; at the same time creating favorable conditions for inter-regional connectivity, attracting investment, developing the socio- economy , ensuring national defense and security. When completed, these projects will open up new development space, enhancing the province's competitiveness.
Along with public investment, the province also calls for socialized investment in 15 major projects in the fields of transportation, industry, energy, services, education, health care, culture and tourism.
Specifically, including: Upgrading and expanding Vinh International Airport to reach the scale of a level 4E airport; Building a new deep-water port in Cua Lo; Building new Dong Hoi ports combined with Nam Nghi Son port area to form the Nghi Son - Dong Hoi port cluster; Quynh Lap LNG power plant.
Investing in and trading in infrastructure of industrial parks in the Southeast Economic Zone; Investing in and building technical infrastructure of industrial clusters in Nghe An province; Building and trading in infrastructure of wood and non-wood forest product processing zones applying high technology; Logistics center of the Southeast Economic Zone; Concentrated information technology park, hardware, software, digital content production and programming training area.
In the cultural and social fields, Nghe An attracts investment in the following projects: Construction of the Sen Village cultural space; North Central region sports complex and the High Performance Sports Training Center; Construction of a multi-functional cultural event conference center; Investment in the construction of private universities, international high schools, private hospitals; Development of urban areas, social housing, workers' housing; Investment in the development of tourist areas; eco-resorts, golf courses; 5-star hotels.
These projects are expected to help the province form a comprehensive investment ecosystem, synchronously connecting industry, logistics, energy security, tourism, education and urban areas.
In particular, large projects such as Cua Lo deep-water port, logistics center or information technology park are expected to continue to make Nghe An a strategic destination for domestic and foreign investors.
The Resolution of the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, sets the goal of becoming a fairly developed province in the country, a national growth pole; a center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, and tourism.
At the same time, there is a synchronous and modern infrastructure system that effectively adapts to climate change; the material and spiritual life and health of the people are constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially Nghe An culture, are preserved and promoted; national defense, security and sovereignty of borders, seas and islands are maintained.
By 2045, Nghe An will become a high-income, comprehensively developed, civilized and modern province.
To achieve the above strategic goal, Nghe An sets a target of an average GRDP growth rate of 12% or more in the 2026 - 2030 period, striving for an economic scale of about VND 517,170 billion by 2030, accounting for 1.96% of the country's GDP; GRDP per capita is expected to reach VND 165-190 million/year...
The provincial leaders recognized that Nghe An is entering a pivotal period of turning point. The development opportunity is clear, the basic foundation has been formed, the important thing now is to act strongly, decisively, synchronously and creatively to quickly put the Resolution of the 20th Provincial Party Congress into life. If the opportunity is not taken advantage of and the province fails to rise up, it will miss the opportunity to break through in the new period.
