According to a special correspondent of the Vietnam News Agency, within the framework of an official visit to the United Kingdom of Great Britain and Northern Ireland, on the morning of October 30 (local time), in London, General Secretary To Lam and a high-ranking Vietnamese delegation attended and spoke at the Vietnam-UK High-Level Economic Conference.
At the Conference, businesses, organizations and experts from the two countries discussed many contents and proposed practical cooperation topics in three important areas: finance, technology and energy.
All opinions agreed that the potential for cooperation between the two countries is huge and completely feasible if both sides have mechanisms, policies and timely support. That shows that the potential and room for cooperation between the two sides is huge.
Speaking at the Conference, General Secretary To Lam pointed out that the world has been experiencing many complex and unpredictable changes not only in geopolitics but also in economics and trade, while at the same time many new opportunities and challenges have emerged; affirming that with the efforts, determination and consensus of the Party, State, people and business community, Vietnam has maintained comprehensive stability and strong development, becoming a bright spot in rapid and sustainable economic growth and development in the region and the world.
General Secretary To Lam shared that Vietnam is entering a new stage of development, with the aspiration to become a developed, high-income country by 2045, based on three pillars - independence, self-reliance, innovation and deep international integration.
To achieve that, economic growth from 2026 onwards must reach at least 10%/year.
Expressing that this is a very challenging goal, General Secretary To Lam believes it will be achieved. Because Vietnam has a young, hard-working, creative workforce with aspirations to rise up; international friends, markets; and cooperation from friends, including British friends and businesses. In that process, Vietnam always identifies people as the center, the subject and the goal of all development policies.

General Secretary To Lam said that Vietnam is steadfast in its policy of sustainable development, harmoniously combining economic growth, social progress and environmental protection. This is the path that President Ho Chi Minh oriented very early: "Development is for people to live in prosperity and happiness and for our country to make a worthy contribution to the peace and progress of humanity." With an independent, self-reliant, multilateral and diversified foreign policy, Vietnam always attaches importance to its relationship with the UK, a strategic partner with an important role in the global cooperation structure.
Over the past time, the Vietnam-UK relationship has been continuously strengthened and developed, sharing many common values, promoting peace, the rule of law, free trade and sustainable development.
Trade and investment, an important pillar of the relationship between the two countries, are witnessing strong developments. This is the strong and important foundation for the leaders of the two sides to recently agree to elevate the relationship to a Comprehensive Strategic Partnership. This is a big step forward, opening a new chapter in the cooperation between the two sides.
Regarding cooperation in developing an international financial center, General Secretary To Lam suggested that the two sides could focus on three key directions of cooperation: developing green finance and carbon markets, through sharing experience in risk management, building a legal framework and financial mechanisms to support businesses in green transformation; Vietnam wishes to learn and apply the highest standards from the London financial system - the world's pioneering center for climate finance.
Cooperation in financial technology (FinTech) and digital banking, a field in which Vietnam has great potential for development thanks to its young population and rapid digital transformation; wishing to work with UK organizations to develop smart payment technology, artificial intelligence (AI) in finance and secure data management - towards a modern and transparent financial system.
Developing international financial human resources through training programs, expert exchanges and linkages between major financial centers.
In the 10-year socio-economic development strategy for the 2021-2030 period, with a vision to 2045, science, technology and innovation are identified by the Party and Government of Vietnam as a strategic breakthrough, the main driving force contributing to helping Vietnam achieve the goal of becoming a modern industrial country by 2030 and a high-income developed country by 2045.
As a country with leading science and technology in Europe in AI, cyber security, financial technology and innovation, with the strong development of bilateral relations between the two countries, General Secretary To Lam said that Vietnam identified the UK as one of Vietnam's important strategic partners in cooperation on science, technology, innovation and digital transformation.
The combination of Vietnam's young, creative and dynamic human resources with the UK's experience, technology, research and management will create a new momentum for cooperation between the two countries in the technology era.
Vietnam is ready to become a reliable and dynamic partner where British technology can spread, develop and jointly create new values for businesses and people of the two countries as well as for the region and the world.

General Secretary To Lam said that in the context of climate change and global energy crisis, green transformation and renewable energy development is not only an inevitable trend, but also the responsibility of today's generation for the future of humanity.
In Vietnam's National Energy Development Strategy to 2030, with a vision to 2045, Vietnam prioritizes rapid and sustainable energy development, taking a step forward, protecting the ecological environment, adapting to climate change, and aiming for net zero emissions by 2050, consistent with the commitments made at the 26th Summit of the Parties to the United Nations Framework Convention on Climate Change (COP26) and COP28.
General Secretary To Lam affirmed that Vietnam does not consider renewable energy as just an economic sector, but as the foundation of energy security, sustainable development and a green future for future generations.
Each cooperation project in this field will contribute to deepening the Vietnam-UK relationship and affirm that economic development and environmental protection are two goals that always go hand in hand.
Appreciating the frank, open and constructive spirit of businesses, organizations and experts of the two countries, General Secretary To Lam asked Vietnamese ministries, branches and localities to seriously study and absorb the recommendations at the Conference, and proactively discuss with the British side to concretize them into programs, projects and cooperation agreements in the coming time.
Enterprises of the two countries soon became pioneers in innovation cooperation, linking value chains, sharing ESG4 standards, and spreading the spirit of green development, social responsibility and prosperity.
The two countries' governments, ministries, branches and localities - within the scope of their functions and tasks - continue to coordinate closely and provide more practical support to businesses; at the same time, create an open, stable and transparent investment environment, and encourage forms of cooperation in research, training and technology transfer.
Vietnam pledges to continue to accompany, improve institutions, ensure the most transparent, stable and favorable investment environment for British investors and businesses in particular and the international business community in general; encourage Vietnamese businesses to expand investment in the UK, so that the two-way relationship becomes increasingly substantive and develops sustainably.
General Secretary To Lam believes that Vietnam and the UK will not only be partners, but also trustworthy and sincere friends, joining hands for a peaceful, prosperous and sustainable world./.
