Ho Chi Minh City trains state management on science and technology for officials of 168 communes, wards and special economic zones.

On the morning of October 30, the Department of Science and Technology of Ho Chi Minh City organized a training conference on state management of science, technology, innovation and digital transformation for officials and civil servants working at 168 People's Committees of communes, wards and special zones in the city.

The conference's objective is to equip the staff with in-depth knowledge and necessary professional skills to help them effectively operate the new management model, especially in the context of the city synchronously implementing the Government 's decrees on decentralization and delegation in the fields of science, technology and two-level local government organization.

The training conference aims to improve the capacity of management, operation and implementation of key tasks on science, technology, innovation and digital transformation at the commune, ward and special economic zone levels. This is the basis for the two-level authorities (city and commune, ward and special economic zone) to closely coordinate and concretize policies and guidelines into practical tasks, contributing to promoting sustainable socio -economic development and building a modern digital government.

The training program is designed in-depth, closely following the practice of state management at the grassroots level. Trainees will be updated with new regulations on the management of science and technology tasks at the grassroots level using the state budget, to ensure the effective deployment and use of financial resources.

At the same time, the program provides detailed guidance on new administrative procedures such as the process of establishing scientific and technological organizations, intellectual property issues and high-tech management.

Another important content is the state management of public investment projects and guidance on building budget estimates for science, technology, innovation and digital transformation activities at the commune and ward levels.

In particular, the program will introduce digital transformation solutions in management, especially reporting management tools and innovation activities, to help grassroots officials operate digital government synchronously, quickly and effectively.
