At the discussion session, delegates of the National Assembly Delegation of Ca Mau province spoke frankly and contributed many practical and specific opinions to the draft laws.

 There needs to be a close monitoring mechanism and incentives for private sector participation.
 Speaking at the group, delegate Nguyen Quoc Han, Deputy Head of the Provincial Delegation of National Assembly Deputies, Member of the National Assembly 's Committee for People's Aspirations and Supervision, said that the establishment of two independent funds, including the National Defense Industry Fund and the Security Industry Fund, is reasonable. However, it is necessary to carefully study the relationship and coordination between these two funds to avoid overlap and duplication in management and use of resources.
 Delegate Nguyen Quoc Han emphasized: In the context of limited national resources, it is necessary to harmoniously balance investment in national defense, security and economic development to ensure overall efficiency and sustainable development.
 Regarding the management mechanism, delegate Nguyen Quoc Han proposed establishing a strict and transparent monitoring process to avoid abuse in the fund's operations, especially with risky investment activities in the fields of defense and security.
 Delegate Nguyen Quoc Han also proposed to encourage the participation of the private sector, especially high-tech enterprises, in research and production of security and defense equipment and products. “This not only helps diversify resources, but also promotes innovation, enhances self-reliance in production, scientific research and technology application,” the delegate stated.

 Proposing a policy to transfer defense technology to civilians
 Agreeing with the above viewpoint, delegate Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, said that separating the two funds for the Ministry of National Defense and the Ministry of Public Security is necessary, contributing to enhancing the initiative in investment, research and development of the defense and security industry; at the same time, emphasizing that many developed countries have transferred technology from the defense sector to the civilian sector, thereby making the most of research results, saving resources and creating motivation for innovation. Accordingly, the Government needs to soon have specific policies on transferring defense technology to the civilian sector in areas that can be applied, serving socio-economic development.
 “Not all defense technologies are classified as absolute secrets. With research results that can serve the people, there should be an appropriate transfer mechanism to both promote scientific value and contribute to economic development,” said delegate Dinh Ngoc Minh.

It is necessary to supplement the authorization regulations in special cases.
 Regarding the Draft Law on amending and supplementing a number of articles of the Law on International Treaties, delegate Nguyen Huy Thai, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, member of the National Assembly's Committee on Culture and Society, said that adding provisions on authorization in special cases (Article 72a) is necessary in the context of complex and unpredictable changes in the world and the region.
 According to delegate Nguyen Huy Thai, this regulation will increase flexibility in handling urgent foreign affairs situations, but must clearly define the scope, time and conditions of application, ensuring that it does not affect the constitutional authority of the President.
 “The authorization mechanism should only be applied in special cases, when necessary to protect national interests and quickly handle arising situations, but must still strictly comply with constitutional limits,” emphasized delegate Nguyen Huy Thai.
 Delegate Nguyen Huy Thai said that in the current period, our country's top priority is to maintain a peaceful environment, protect sovereignty, mobilize resources for development and enhance international prestige. Therefore, it is necessary to perfect the Law on International Treaties in a flexible and practical manner. 

Delegate Nguyen Huy Thai analyzed the need to supplement regulations on authorization in special cases, ensuring flexibility in foreign affairs activities but not exceeding constitutional authority.
 Practical contributions towards perfecting the legal system
 The opinions of the National Assembly Delegation of Ca Mau province at the discussion group clearly demonstrated a high sense of responsibility, scientific and practical nature, contributing to the National Assembly's continued improvement of legal institutions, strengthening the effectiveness and efficiency of State management in the fields of national defense, security and foreign affairs.
 The delegates' proposals all aim to increase autonomy in research, tighten management of product and goods quality; at the same time, ensure a peaceful and stable environment, creating a solid foundation for the country's sustainable development.
