Ho Chi Minh City improves the operating regulations of the Steering Committee for Science, Technology, Innovation and Digital Transformation

The Steering Committee for Science, Technology, Innovation and Digital Transformation of Ho Chi Minh City (SCI, IDI and CDS, called the City Steering Committee) has just issued working regulations.

The Steering Committee is under the leadership and direction of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation; at the same time, it is under the leadership of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the assignment of tasks by the Head of the Steering Committee.

The Standing Committee of the Steering Committee includes the Head, Deputy Heads and Standing Members. The City Party Committee Office is the Standing Committee of the Steering Committee.

The Standing Committee of the Steering Committee has the following duties and powers: directing the implementation of the work program and resolving issues arising between meetings of the Steering Committee; directing the preparation of project content and important documents before submitting them to the Steering Committee; specifying and directing the implementation of programs, work plans, announcements, and conclusions of the Steering Committee and the Head of the Steering Committee...

The Standing Committee of the Steering Committee also provided policies and directions to remove difficulties and obstacles; specific mechanisms to make breakthroughs in science and technology development, innovation, and digital transformation in Ho Chi Minh City; and the allocation of resources to carry out tasks of science and technology development, innovation, and digital transformation in Ho Chi Minh City to report to the Steering Committee for consideration and approval.

The working regulations also stipulate the tasks and powers of the City People's Committee Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 (called the Ho Chi Minh City People's Committee Steering Committee).

Accordingly, the Steering Committee of the Ho Chi Minh City People's Committee directly advises the City Steering Committee to issue leadership documents, directing the implementation of Resolution 57 of the Politburo , Resolution 71 of the Government, Resolution 193 of the National Assembly, Plan 02 of the Central Steering Committee, and guiding documents of the Central Committee on related contents. Proactively concretize, deploy, and organize the implementation of tasks assigned by the Central Steering Committee and the Central Steering Committee's Working Group; deploy tasks, goals, plans, strategies, specific projects, suitable to the conditions of Ho Chi Minh City after the merger to effectively implement the above resolutions and plans and direct the resolution of difficulties and problems arising during the implementation process.

The Steering Committee of the Ho Chi Minh City People's Committee also considered and decided to establish working groups to assist the Steering Committee of the City People's Committee; decided to perfect the Steering Committee of the City People's Committee; decided to establish/perfect the City's Council of experts advising on science, technology, innovation and digital transformation.

The City Steering Committee also decided to establish a Subcommittee to implement Project 204 of the Secretariat and complete the Subcommittee's members according to the proposal of the Standing Office. The Subcommittee is responsible for directing the concretization of documents of the Standing Committee of the City Party Committee and the City Steering Committee on specific goals, strategies, projects, and plans, suitable to the conditions of Ho Chi Minh City to effectively implement digital transformation at Party agencies, the Fatherland Front and socio-political organizations of the City to the grassroots level.

On behalf of the Steering Committee, carry out periodic and ad hoc reports as requested by the Central Steering Committee; prepare content and documents and directly report implementation results at the Central Steering Committee's conferences with local participation.

The Subcommittee also has the right to direct agencies and units in the City's political system to carry out tasks and solutions in the strategies, projects and plans of the Standing Committee of the City Party Committee and the City Steering Committee to achieve the set goals. Direct research and propose to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee to consider and decide on mechanisms and policies to effectively implement digital transformation at Party agencies, the Vietnam Fatherland Front and socio-political organizations of the City; direct the implementation of training and fostering of digital skills, analytical skills, data mining and processing for cadres, civil servants and public employees every year to meet the requirements of effectively serving professional and technical work...

Previously, in May 2025, the Standing Committee of the Ho Chi Minh City Party Committee decided to reorganize and rename the Steering Committee for the implementation of Resolution 57 NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in Ho Chi Minh City, to the Steering Committee for Science, Technology, Innovation and Digital Transformation in Ho Chi Minh City. Currently, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee is the Head of the City Steering Committee.
