Ho Chi Minh City improves the operating regulations of the Steering Committee for Science, Technology, Innovation and Digital Transformation

The Steering Committee is under the leadership and direction of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation; and at the same time is under the leadership of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the assignment of tasks by the Head of the Steering Committee.

The Standing Committee of the Steering Committee consists of the Chairman, Vice-Chairmen, and Standing Committee members. The City Party Committee Office is the Standing agency of the Steering Committee.

The Standing Committee of the Steering Committee has the following duties and powers: directing the implementation of the work program and resolving issues arising between the meetings of the Steering Committee; directing the preparation of the content of important projects and documents before submitting them to the Steering Committee; specifying and directing the implementation of the work program, plan, announcements, and conclusions of the Steering Committee and the Head of the Steering Committee…

The Standing Committee of the Steering Committee also provided guidance and direction on resolving difficulties and obstacles; specific mechanisms for breakthroughs in the development of science , technology, innovation, and digital transformation in Ho Chi Minh City; and the allocation of resources for implementing tasks related to the development of science, technology, innovation, and digital transformation in Ho Chi Minh City, to be reported to the Steering Committee for consideration and approval.

The working regulations also stipulate the duties and powers of the Steering Committee of the People's Committee of Ho Chi Minh City on the development of science and technology, innovation, digital transformation and Project 06 (referred to as the Steering Committee of the People's Committee of Ho Chi Minh City).

Accordingly, the Steering Committee of the Ho Chi Minh City People's Committee directly advises the City Steering Committee on issuing leadership and guidance documents to implement Resolution 57 of the Politburo , Resolution 71 of the Government, Resolution 193 of the National Assembly, Plan 02 of the Central Steering Committee, and other central directives on related matters. It proactively concretizes, implements, and organizes the tasks assigned by the Central Steering Committee and the Central Steering Committee's Support Team; implements specific tasks, objectives, plans, strategies, projects, and programs suitable to the conditions of Ho Chi Minh City after the merger to effectively implement the above resolutions and plans; and directs the resolution of difficulties and obstacles arising during the implementation process.

The Steering Committee of the Ho Chi Minh City People's Committee also considered and decided on the establishment of working groups to assist the Steering Committee; decided on the restructuring of the Steering Committee of the City People's Committee; and decided on the establishment/restructuring of the City's Council of Experts for Science, Technology, Innovation and Digital Transformation.

The City Steering Committee also decided to establish a Sub-committee to implement the Party Central Committee's Project 204 and to reorganize the Sub-committee's members as requested by the Standing Committee. The Sub-committee is tasked with directing the concretization of documents from the City Party Standing Committee and the City Steering Committee, outlining specific goals, strategies, projects, and programs suitable to Ho Chi Minh City's conditions, in order to effectively implement digital transformation in Party-affiliated agencies, the Fatherland Front, and political and social organizations of the city down to the grassroots level.

On behalf of the Steering Committee, prepare periodic and ad hoc reports as requested by the Central Steering Committee; prepare content and documents and directly report on implementation results at meetings of the Central Steering Committee with the participation of the locality.

The Subcommittee also has the authority to direct agencies and units within the City's political system to implement tasks and solutions in the strategies, plans, and projects of the City Party Standing Committee and the City Steering Committee to achieve the set goals. It directs research and proposes to the City Party Standing Committee and the City Party Committee's Executive Board for consideration and decision on mechanisms and policies to effectively implement digital transformation in Party agencies, the Fatherland Front, and political and social organizations of the City; and directs the implementation of training and development in digital skills, data analysis, exploitation, and processing skills for officials and employees annually to meet the requirements for effective professional work.

Previously, in May 2025, the Standing Committee of the Ho Chi Minh City Party Committee issued a decision to reorganize and rename the Steering Committee for the implementation of Resolution 57 NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and digital transformation in Ho Chi Minh City, to the Ho Chi Minh City Steering Committee for the development of science, technology, innovation, and digital transformation. Currently, Comrade Tran Luu Quang, Secretary of the Central Committee of the Party and Secretary of the Ho Chi Minh City Party Committee, serves as the Head of the City Steering Committee.
