The signing ceremony of a strategic cooperation agreement to support the development of the Vietnam International Finance Centre (IFC) between KPMG Vietnam and the Association of Chartered Certified Accountants (ACCA) took place within the framework of the Vietnam-UK Economic Summit in London. This is an important highlight during the official visit to the UK by General Secretary To Lam, demonstrating Vietnam's commitment to promoting financial cooperation, innovation and green growth.
Under the agreement, KPMG and ACCA will share international experience, expertise and resources to support authorities in forming a policy framework, standards and operational capacity suitable for the model of Vietnam's International Financial Center.
Speaking at the signing ceremony, Mr. Warrick Cleine MBE - Chairman and General Director of KPMG Vietnam expressed his belief that the cooperation with ACCA will contribute practically to the goal of building an International Financial Center of Vietnam - an important foundation to enhance competitiveness and attract global investment.

Ms. Helen Brand - ACCA Global CEO shared, ACCA is honored to accompany KPMG Vietnam in this national strategic initiative. The development of IFC not only promotes international financial standards in Vietnam, but also creates momentum for the development of the domestic financial and accounting professional community.
The event marks a new step forward in the cooperation between two leading organizations in the field of finance and accounting, and demonstrates a shared commitment to supporting Vietnam in building a transparent, standardized and internationally integrated financial ecosystem.
Regarding the establishment of IFC, on the morning of November 1, at the Government headquarters, Prime Minister Pham Minh Chinh said that, with the spirit of "one center - two destinations", the Government will establish two executive agencies in two localities ( Ho Chi Minh City and Da Nang) but one common supervisory agency, one common court to resolve disputes.
The center operates on the basis of digitalization, artificial intelligence (AI), is highly competitive and attracts development resources. People must be professional, including domestic and foreign experts to absorb the essence and international wisdom that has been summarized but nationalized to Vietnamese conditions.
The Prime Minister emphasized the spirit of one door, one seal, one person, removing unnecessary barriers and administrative procedures. Ho Chi Minh City and Da Nang need to prepare the necessary conditions, issue and publicly announce specific policies and regulations within their authority.
The Prime Minister requested the relevant agencies to urgently submit to the Government a Government Decree in the coming days so that the Center can go into operation in November.
