Resolution 68-NQ/TW: The private economic 'picture' is more prosperous

(Chinhphu.vn) - Nearly 6 months after the Politburo issued Resolution No. 68-NQ/TW on private economic development, the picture of Vietnamese enterprises has recorded more positive signs. The spirit of entrepreneurship has spread strongly, the number of newly established and re-established enterprises has increased, affirming the belief in the investment and business environment is gradually improving.

Entrepreneurial spirit and business aspiration spread strongly

According to the Ministry of Finance 's report, after the Politburo issued Resolution No. 68-NQ/TW on private economic development, this sector has had clear changes. The thinking and awareness of the whole society, from central to local levels, associations, people and the business community have all changed positively. The entrepreneurial spirit and business aspiration have spread strongly, becoming the driving force for growth.

Since May 2025, on average, more than 18,000 new businesses have been established each month, an increase of nearly 43% compared to the average of the first 4 months of the year. It is estimated that in the first 10 months of 2025, the whole country will have nearly 262,000 newly registered and re-operated businesses, an increase of about 30% compared to the same period in 2024. The total additional capital for the economy is estimated at more than 5.1 million billion VND, an increase of nearly 99% compared to the previous year.

As of October 24, 2025, the country has over 1 million active businesses. Particularly in the period from May to September 2025, each month there are more than 12,000 businesses returning to the market; the cumulative number in the first 10 months of the year reached more than 99,000 businesses, an increase of nearly 50% compared to the same period in 2024.

Applying digital technology to monitor the progress of implementing Resolution 68-NQ/TW

Implementing the Prime Minister's direction, the Ministry of Finance has put into operation the Monitoring and Evaluation System of Resolution No. 68-NQ/TW at https://nq68.dkkd.gov.vn. This is a modern digital management tool, helping to monitor the progress of the Resolution's implementation in ministries, branches and localities; and at the same time measure the practical impact of policies on the private economic sector.

On the afternoon of November 1, 2025, at the second meeting of the National Steering Committee on the implementation of Resolution 68, Deputy Minister of Finance Tran Quoc Phuong shared in detail the role and functions of this system: "The system includes 2 main functions. Module 1 is to monitor, update progress, and evaluate the implementation of tasks of ministries, branches, and localities. The module allows decentralization and granting of accounts for agencies to self-update and the system will automatically synthesize and classify status (green - completed, yellow - risk of delay, red - delayed/delayed). Module 2 is to monitor and evaluate business development indicators. This module is built on the foundation of the national database on enterprises, integrating and connecting data from other national databases such as tax, customs, statistics, social insurance, etc.; thereby building objective indicators on business health (finance, labor, business results, etc.). The module also allows Integrate survey/assessment indicators of business satisfaction based on survey results of Board IV and other Association organizations".

In the coming period, the System will continue to be upgraded, integrating more in-depth indicators and applying Artificial Intelligence (AI) technology to analyze and forecast, serving the work of planning policies for private economic development.

Key solutions in the last months of 2025

According to Deputy Minister Tran Quoc Phuong, in the last months of the year, ministries and branches need to speed up the implementation of Resolution No. 68-NQ/TW, focusing on completing 15 key tasks, especially reviewing and perfecting institutions to create a synchronous legal corridor, promoting sustainable development of the private economic sector.

The report of the Ministry of Finance shows that most ministries and branches have been urgently implementing their tasks, ensuring progress and quality according to the plan. To continue to maintain the implementation momentum, the Ministry of Finance recommends a number of specific solutions, as follows:

Firstly, for draft laws submitted to the National Assembly at the 10th Session of the 15th National Assembly, ministries and branches need to proactively coordinate with National Assembly agencies, actively receive and explain delegates' opinions, and complete documents for timely submission and approval.

Second, regarding Decrees, Projects and Programs, the Ministry of Finance will soon submit to the Government for promulgation 3 Decrees and 2 Programs, including: Decree on the pilot mechanism for developing a circular economy; Decree guiding the policy of supporting 2% interest rate for enterprises implementing green, circular, ESG projects through non-budgetary state financial funds; Decree on the operation of the Small and Medium Enterprise Development Fund; Training and fostering program for 10,000 executives and Program for developing 1,000 typical and pioneering enterprises.

Along with that, other ministries and branches were assigned to speed up completion, such as: The Ministry of Agriculture and Environment built a national database on land and provided guidance on identifying green, circular, and ESG projects; the State Bank of Vietnam issued a Decree supporting 2% interest rates for green businesses; the Ministry of Justice implemented an inter-sectoral legal support program for SMEs; the Ministry of Industry and Trade revised decrees on competition and industrial clusters and presented the "Go Global" Program to support businesses reaching out to international markets.
