The legal aid hotline (18001233) and the legal aid application on mobile phones are two digital tools deployed within the framework of the Project "Enhancing Legal Aid for the Poor and Vulnerable" funded by the World Bank through the Japan Social Development Fund (JSDF).
This is considered a practical step in bringing technology closer to legal aid work, helping people easily access free legal services anytime, anywhere.
In her opening speech, Ms. To Thi Thu Ha, Deputy Director of the Department of Legal Dissemination, Education and Legal Aid, Ministry of Justice, said: "The operation of the hotline and mobile legal aid application is one of the important steps in the process of digital transformation in the judicial sector, aiming at the goal of all people being able to access justice more fairly, transparently and conveniently...".
Ms. To Thi Thu Ha informed that in the coming time, the legal aid hotline and legal aid application on mobile phones will be piloted in the two provinces of Dien Bien and Lao Cai, and then can be studied and expanded nationwide.
The Department of Legal Dissemination, Education and Legal Aid will continue to coordinate with units, technology experts and the State Legal Aid Center to improve and expand the scope of application, aiming at the goal that all people can easily access free, effective and safe legal aid services.
Within the framework of the Conference, delegates were introduced and given detailed instructions on two important digital tools: Legal Aid Hotline 18001233 and Legal Aid Application on mobile phones.
These two platforms are coordinated by the Department of Legal Dissemination, Education and Legal Aid with UPNEXT Technology Joint Stock Company and DTC Technology and Service Joint Stock Company, to improve access to free legal aid services for people.
The toolkit targets vulnerable groups in society such as: the poor, people with revolutionary contributions, ethnic minorities residing in areas with particularly difficult socio-economic conditions, victims of domestic violence with financial difficulties, etc.
At the conference, trainees were instructed on telephone communication skills with vulnerable people. They also listened to and practiced the process of operating, receiving and processing information via the hotline, from recording calls, determining legal aid requests, forwarding files to competent State legal aid centers, to monitoring and evaluating service quality.
Hotline 18001233 operates completely free of charge, automatically records, keeps information confidential and works during office hours from Monday to Friday every week. Currently, the system has been set up at the Department of Dissemination, Legal Education and Legal Aid, Dien Bien Provincial Legal Aid Center and Lao Cai Provincial Legal Aid Center, ensuring the ability to receive information and respond quickly nationwide.
In addition, the students also listened to Mr. Nguyen Ngoc Quang, expert of UPNEXT Technology Joint Stock Company, introduce the outstanding features of the legal aid application on mobile phones, including: looking up legal documents, sending online legal aid requests, tracking appointment schedules and case processing history, viewing the list of legal aid organizations and officers, as well as updating the latest legal news.
Notably, the legal aid application on mobile phones not only brings convenience to people but also helps state management agencies on legal aid improve the efficiency of management, operation and supervision of legal aid activities nationwide.
