Ho Chi Minh City Inspectorate has inspected and verified 4 projects, including Dat Do 1 Residential Area project and Hoan My Western Hospital project.
Dat Do 1 Residential Area Project in Phuoc Long Tho Commune, Dat Do District, Ba Ria - Vung Tau Province (now Dat Do Commune, Ho Chi Minh City) is invested by Tin Nghia - Phuong Dong Industrial Park Joint Stock Company with an area of over 1 million m2 . The project was approved by the People's Committee of Ba Ria - Vung Tau Province for a detailed planning scale of 1/2000, with a total area of 100 hectares. On September 21, 2017, the People's Committee of Dat Do District approved the detailed planning scale of 1/500 of Dat Do 1 Residential Area with a total area of over 99 hectares.
According to the HCMC Inspectorate, at the time of inspection, the project progress was behind the approved plan. Specifically, checking the actual status in September, the HCMC Inspectorate noted that the technical infrastructure of the resettlement area had been completed, with the basic leveling, main drainage system, lighting system, and trees completed. Other construction items have not been constructed yet.
According to Report 187/BC-UBND dated March 21, 2025 of the People's Committee of Ba Ria - Vung Tau province and the results of working with the investor in September 2025, the difficulties and problems of the project are the delay in implementing legal procedures related to construction planning and granting of Land Use Rights Certificates, and adjusting the project implementation progress.

According to the Ho Chi Minh City Inspectorate, the difficulties and problems of the Dat Do 1 Residential Area project are due to the lack of consistency and inconsistency between the two detailed planning projects of the project currently in effect. Up to now, the content of the 1/500 scale detailed construction planning project has not been adjusted to ensure consistency and synchronization with the approved 1/2000 scale detailed planning project, affecting the implementation of land procedures and adjusting the project's progress.
At the same time, the unit has not promptly organized the review, establishment, and re-approval of the 1/500 scale detailed planning project of Dat Do 1 Residential Area in accordance with the correct procedures and authority as prescribed.
According to the Ho Chi Minh City Inspectorate, the main responsibility belongs to the People's Committee of Dat Do district (now the People's Committee of Dat Do commune), organizations and individuals related to the period when the incident occurred.
The Department of Construction also had shortcomings when it failed to promptly inspect and rectify the compliance with legal regulations on construction planning of the People's Committee of Dat Do district when it discovered the inconsistency and inconsistency between the two detailed planning projects as mentioned above. The responsibility belongs to the Department of Construction, organizations and individuals related to the period when the incident occurred.
The Ho Chi Minh City Inspectorate pointed out that the People's Committee of Ba Ria - Vung Tau province has issued many directive documents, however the Department of Construction, Department of Planning and Investment (now the Department of Finance), Department of Natural Resources and Environment (now the Department of Agriculture and Environment) and the People's Committee of Dat Do district (now Dat Do commune) have not yet coordinated and fully performed their assigned duties and tasks. Up to now, the problems related to construction planning have not been completely resolved.
Therefore, the responsibility belongs to the Department of Construction, Department of Planning and Investment (now the Department of Finance), Department of Natural Resources and Environment (now the Department of Agriculture and Environment) and the People's Committee of Dat Do district (now Dat Do commune) and organizations and individuals related to the period when the incident occurred.
The Ho Chi Minh City Inspectorate recommended that the Chairman of the Ho Chi Minh City People's Committee direct the Director of the Department of Construction to rectify and draw lessons, strengthen state management functions, and regularly inspect and supervise compliance with legal regulations on construction planning in the area.
Assign the Chairman of the People's Committee of Dat Do commune to organize a review according to authority, decentralization, clarify the responsibilities of collectives and individuals related to the issuance of the Decision approving the 1/500 detailed planning project which is not in accordance with the order, content, and legal basis according to the provisions of law. Seriously rectify the work of approving detailed planning projects to ensure strict compliance with regulations.
The Hoan My Western Hospital project was approved in principle by the Ho Chi Minh City People's Committee in Decision 1137/QD-UBND dated March 22, 2019 and adjusted by Decision 2514/QD-UBND dated July 12, 2021. The goal is to build a hospital, provide medical examination and treatment, and provide health care with a total investment of nearly VND 915.7 billion, with an expected implementation period of July 2024.
However, at the time of inspection (August 12, 2025), the progress was still slow because the Department of Agriculture and Environment had not yet determined the land price for the investor to fulfill its financial obligations, the valuation consultancy unit had difficulty with comparative data, and the authorities also requested additional documents.
The Inspectorate recommended that the Director of the Department of Finance and the Director of the Department of Agriculture and Environment urgently advise the Ho Chi Minh City People's Committee to approve land prices as a basis for collecting land use fees, and at the same time request the Western Hoan My Hospital Joint Stock Company to implement on schedule after approval.
