In which, the Khanh Hoa Medical College project (phase 1) and the Nha Trang Vocational College project both had many problems and violations during the implementation process.

For the Khanh Hoa Medical College project (phase 1), Khanh Hoa Provincial People's Committee signed a BT contract with Construction and Investment Company Limited since 2013. The arrangement of land plot 84 Quang Trung (Nha Trang ward), which was planned as educational land, as the payment land fund is not appropriate.
At the same time, the announcement of the BT project list was delayed compared to regulations; the construction of the BT project list was not based on planning, leading to inappropriate investment in BT projects.
The issuance of Investment Certificates is delayed; the overall project adjustment plan is not consistent with the approved master plan and land use plan; the BT principle contract and the land price appraisal for the BT project are not in accordance with regulations...

Similarly, the Nha Trang Vocational College project (Nam Nha Trang ward) has a total investment capital of about 295.6 billion VND, implemented under BT Contract No. 08 signed on August 14, 2015 between Khanh Hoa Provincial People's Committee and Vinaminco Khanh Hoa Joint Stock Company.
The Inspectorate concluded that the Khanh Hoa Provincial Department of Finance's advice on using public housing and land to pay for BT projects did not comply with regulations; the work of announcing the project list was not in accordance with regulations; and the determination and fixing of the land price at 32 Tran Phu (Nha Trang ward) of more than VND 271 billion to pay for BT contracts was inappropriate...
With a series of violations and problems mentioned above, Khanh Hoa Provincial Inspectorate requested the Provincial People's Committee to direct relevant departments and branches to advise on solutions according to the guidance of Steering Committee 751, and at the same time wait for the Government's resolution to remove difficulties for BT projects.
After the Government issues a resolution to remove difficulties, the Provincial People's Committee is requested to direct relevant departments and branches to advise on land allocation to investors and determine specific land prices for the land plots expected to be used for BT projects according to legal regulations. Payment of land funds to investors will be made according to the Government's resolution and instructions from central ministries and branches.
