
On the afternoon of October 30, the collective leadership of Lam Dong Provincial People's Committee chaired the regular meeting of members of the Provincial People's Committee in October 2025 to assess the socio -economic development situation, ensuring national defense and security in the first 10 months of the year and directions and tasks for the last months of 2025.
The meeting was held in person and online with 124 communes, wards and special zones. Standing Committee member, Vice Chairman of Lam Dong Provincial People's Council Tieu Hong Phuc attended.

The Chairman of the Provincial People's Committee emphasized that now, there is no other way but to be determined and resolute. Everyone must work day and night, sharing the joys and sorrows to overcome the bottlenecks of 2025. The Provincial People's Committee will accompany the localities.
Where there are difficulties, solve them immediately to be proactive in disbursing investment capital. By the end of 2025, Lam Dong must strive to at least reach the national average.

At the meeting, departments, branches and localities focused on discussing and finding solutions for many important issues, focusing on the field of public investment disbursement.
By the end of October 2025, Lam Dong disbursed 5,283/18,608 billion VND, reaching 28.4% of the plan. With the determination that by the end of 2025, Lam Dong strives to disburse at least the national average, many tasks and drastic solutions are being simultaneously implemented. All are accelerating to promote the disbursement rate of capital sources, especially key projects.

Regarding site clearance, Deputy Director of the Land Fund Development Center Huynh Van Minh said that the unit focuses on human and material resources for site clearance on expressways such as Bao Loc - Lien Khuong and Tan Phu - Bao Loc.
“For the Bao Loc-Lien Khuong Expressway alone, by the end of 2025, the unit will disburse 1,700 billion VND; by the end of January 2026, about 1,000 billion VND will be disbursed. For the Tan Phu-Bao Loc project; the National Highway 28B Upgrade Project... there are still many problems, but we will focus on human and material resources to speed up the site clearance progress,” said Mr. Minh.

Regarding land acquisition, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai emphasized that the Land Fund Development Center, communes and wards in Duc Trong and Di Linh areas... are making every effort to focus on completing land acquisition. Because key projects account for 60% of the province's public investment capital. Of which, Lam Dong is forced to disburse about 5,000 billion VND for expressways by 2025.
“If land acquisition and clearance is delayed, the disbursement rate will be very poor. The Land Fund Development Center and localities where the projects are located must focus all their efforts on inventorying, counting, and immediately developing compensation plans for the projects,” Vice Chairman of the Provincial People’s Committee Nguyen Hong Hai requested.

Also regarding site clearance, Vice Chairman of the Provincial People's Committee Le Trong Yen said that localities must mobilize and gain support from the people. Localities and investors coordinate with each other to focus on inventorying, handing over the site, and speeding up the disbursement of investment capital.
Director of Construction Investment Project Management Board No. 1 Nguyen Nhan Ban said that, in addition to the expressway project, the Land Fund Development Center will calculate appropriate human and material resources to speed up the progress of site clearance for other projects. The unit will urge the contractor to speed up the construction progress; coordinate with localities to carry out site clearance work.
At the meeting, provincial leaders, departments and branches focused on listening to local reports on overcoming the consequences of rain and floods in the province in recent days, especially in the blue sea area of Lam Dong. In particular, localities such as Ham Thuan Bac, Ham Thuan, Hong Son, Luong Son, Hiep Thanh... suffered the most severe damage from 200ha to more than 1,200ha.

By October 30, natural disasters in Lam Dong had caused nearly 41 billion VND in damage. In the coming time, the damage is forecast to continue to increase as some localities still have scattered rain, high rainfall and water from upstream flows into the rivers.
Concluding the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that in 2025, Lam Dong will face many difficulties, especially in the 4 months of operating the 2-level local government. However, with efforts, many of the province's socio-economic targets have been achieved, exceeded, and even excellently achieved. That is the result of the entire government system from the province to the grassroots level.

However, at present, some important indicators are still low, especially the disbursement of public investment capital. Recently, the Provincial People's Committee has highly praised the Land Fund Development Center, some communes and wards with expressway projects passing through have taken drastic action and run very strongly, thereby creating a positive change in capital disbursement.

The Chairman of the Provincial People's Committee affirmed that low public investment disbursement will affect many other indicators, especially GRDP growth. Therefore, all units must promote their roles and responsibilities, especially the leaders must fulfill their roles to accelerate the disbursement of public investment capital.

The Chairman of the Provincial People's Committee further emphasized that in the last two months of the year, localities play a key role in making the land database bright, green, clean and beautiful. This is the premise to attract investment projects to the province.

Regarding overcoming the consequences caused by rain and floods, Chairman of the Provincial People's Committee Ho Van Muoi directed that, in the immediate future, communes and wards should review difficulties in terms of funding, human resources, materials, etc. and immediately propose to the Provincial People's Committee for support, minimizing damage caused by natural disasters. Medical forces, police, and military forces must get involved after the flood to promptly support people and ensure environmental and traffic issues.
By the end of October 2025, Lam Dong's total state budget revenue reached VND 25,658 billion, reaching nearly 91% of the local estimate and 96% of the central estimate. Total retail sales of goods and service revenue reached VND 210,242 billion, reaching 82.6% of the plan and increasing by 13.86% over the same period. The province's import-export turnover reached more than USD 2.7 billion, reaching 84.81% of the plan, increasing by 47.1% over the same period. The whole province attracted 43 non-budget investment projects, with a total registered investment capital of VND 14,351 billion.
