According to the Department of Finance, the total public investment capital allocated to Dak Lak province in 2025 is VND 15,640.88 billion, of which VND 13,804.88 billion is for project implementation.
As of October 15th, the detailed allocation to each project category totaled VND 13,092.67 billion, reaching 94.8%. In addition, the province's management of VND 2,320.7 billion, carried over from 2024 to 2025, has disbursed VND 1,034.5 billion, reaching 44.6%. By the end of October 15th, the entire province had disbursed VND 5,583.24 billion of the 2025 capital, reaching 42.6% of the plan.
Upon review, 7 units disbursed funds at a rate higher than the overall average; of which 3 units disbursed 100% of their allocated funds; and 4 units disbursed between 52.7% and 90% of their public investment funds for 2025.

The Department of Agriculture and Environment is one of four units with a disbursement rate higher than the provincial average, with a disbursement rate of over 66%. This unit is also striving to remove many "bottlenecks" in order to work with the entire province to accelerate the disbursement of public investment funds.
Mr. Pham Ngoc Hung, Deputy Director of the Department of Agriculture and Environment, said: To resolve obstacles related to compensation and resettlement support for the implementation of key projects of the province, the Provincial People's Committee has directed the Department of Agriculture and Environment to address a number of issues related to land prices, prices of other crops, and zero-compensation options, compensation and resettlement support procedures, etc.
To date, the Department of Agriculture and Environment has drafted the "Decision stipulating compensation rates for damage to crops and livestock in Dak Lak province," which is being prepared for issuance. Simultaneously, the department has also issued a document guiding localities on the establishment of specific land valuation councils. This is a crucial factor in resolving the "bottleneck" in compensation and land clearance related to many key projects being implemented in the province.

In addition, the Department of Construction has also made efforts to coordinate with investors and localities in land clearance work, accelerating the progress of many key projects of the province; strengthening the management and publication of construction material prices for project construction. In September 2025, the Department of Construction organized three conferences on guidance, exchange, and resolving difficulties in planning and basic construction work in 102 communes and wards throughout the province. Through these conferences, localities have agreed on the principles and working methods, ensuring the most favorable conditions for the implementation of public investment projects and key projects of the province.
According to the Department of Finance, thanks to the efforts and determination of departments, agencies, and localities, some key projects of the province are being accelerated in implementation, and some projects have seen an increase in disbursement compared to the previous month.
For example, the Khanh Hoa - Buon Ma Thuot Expressway Project (Component 3) has disbursed over VND 3,078.5 billion to date, reaching 71.35% of the plan; specifically, the capital plan for 2025, allocated at VND 2,042 billion, has disbursed VND 806.1 billion, reaching nearly 40% of the plan.
For example, the Phu Yen Provincial Coastal Road Project, the section connecting Tuy An District and Tuy Hoa City (Phase 1), has a cumulative disbursement value of over 724.8 billion VND to date, with a 23.9% increase in disbursement for 2025; the Coastal Road Project north of An Hai Bridge has disbursed nearly 97.36 billion VND of its planned capital for 2025, an increase of 2.35%…

According to Mr. Tran Tien Dong, Director of the Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects (Board A), for the capital allocated in 2025 and the capital carried over from 2024, the biggest obstacle remains land clearance. To date, these "bottlenecks" are gradually being resolved. Board A will strengthen supervision and require contractors and construction units to focus human and material resources to accelerate the progress of assigned projects. We are committed to disbursing all allocated capital to ensure the set progress is achieved.
At a recent thematic working session on basic infrastructure construction, Vice Chairman of the Provincial People's Committee Truong Cong Thai highly appreciated the efforts of departments and localities in successfully completing the disbursement of public investment capital. Some localities also coordinated with relevant units and departments to effectively carry out compensation and land clearance work, creating favorable conditions for accelerating the progress of key projects in the province.
Vice Chairman of the Provincial People's Committee Truong Cong Thai emphasized: Currently, many important "bottlenecks" have been removed. He requested that investors, project management boards, and departments encourage contractors to accelerate construction progress and disburse the maximum amount of allocated capital. Priority should be given to compensation and land clearance activities to create clean land for the implementation of key projects. He requested the Department of Internal Affairs to promptly review the staff in various departments; propose job rotation according to expertise and professional skills; research and organize secondment for experienced and capable officials in project management and compensation/land clearance; and review and supplement the staff at the commune level to carry out tasks related to investment management, project management, finance, planning, etc., in order to accelerate the implementation of key projects currently underway and successfully complete the disbursement of public investment capital in the remaining months of the year.
