Removing bottlenecks and speeding up progress of key projects

By mid-October 2025, the province's progress in disbursing public investment capital in 2025 reached more than 42.6% of the annual plan. Many shortcomings and "bottlenecks" are gradually being promptly resolved, creating conditions for units and investors to speed up the implementation of key projects, contributing to promoting the province's socio-economic growth.

According to the Department of Finance, the total public investment capital in 2025 assigned to Dak Lak province is 15,640.88 billion VND, of which the project implementation capital is 13,804.88 billion VND.

By October 15, the detailed allocation to each project category was 13,092.67 billion VND, reaching 94.8%. In addition, the capital source for 2024 extended to 2025 managed by the province is 2,320.7 billion VND; 1,034.5 billion VND has been disbursed, reaching 44.6%. By the end of October 15, the whole province has disbursed 5,583.24 billion VND of capital source for 2025, reaching 42.6% of the plan.

Through review, there are 7 units with disbursement higher than the average level; of which 3 units have disbursed 100% of capital; 4 units disbursed from 52.7 - 90% of public investment capital in 2025.

The North-South Expressway project through Dak Lak province is gradually being completed.

The Department of Agriculture and Environment is one of four units with a disbursement rate higher than the provincial average, with a capital disbursement rate of over 66%. This unit is also making efforts to remove many "bottlenecks" to speed up the disbursement of public investment capital with the entire province.

Mr. Pham Ngoc Hung, Deputy Director of the Department of Agriculture and Environment, said: To resolve problems related to compensation and resettlement support to implement key projects of the province, the Provincial People's Committee has directed the Department of Agriculture and Environment to resolve a number of problems related to land prices, other crop prices and zero-dong compensation plans, compensation and resettlement support procedures, etc.

Up to now, the Department of Agriculture and Environment has developed a "Decision regulating the unit price of compensation for damage to crops and livestock in Dak Lak province", preparing to issue. At the same time, the unit has also issued an official dispatch to guide localities in establishing specific land valuation councils. This is an important factor in helping to remove the "bottleneck" in compensation and site clearance (GPMB) related to many key projects being implemented in the province.

The Eastern Region Construction Investment Project Management Board is directing the contractor to speed up the construction progress of the Luong Van Chanh Specialized High School project.

In addition, the Department of Construction also strives to coordinate with investors and localities in site clearance work, speeding up the progress of implementing many key projects of the province; strengthening the management and announcement of construction material prices for project construction. In September 2025, the Department of Construction organized three conferences on guidance, exchange, and removal of difficulties in planning and basic construction work in 102 communes and wards across the province. Thereby, localities have agreed on policies and working methods, ensuring the most favorable conditions for implementing public investment projects and key projects of the province.

According to the Department of Finance, with the efforts and determination of departments and localities, the implementation progress of a number of key projects in the province is being accelerated, and the disbursement level of some projects has increased compared to last month.

Typically, the Khanh Hoa - Buon Ma Thuot Expressway Project (Component 3) has so far disbursed over VND 3,078.5 billion, reaching 71.35% of the plan; of the capital plan for 2025 alone, VND 2,042 billion has been allocated, of which VND 806.1 billion has been disbursed, reaching nearly 40% of the plan.

Or like the Coastal Road Project of Phu Yen province, the section connecting Tuy An district - Tuy Hoa city (phase 1), the cumulative disbursement value to date is over 724.8 billion VND, the disbursed capital in 2025 increased by 23.9%; The Coastal Road Project, section north of An Hai bridge, has disbursed the planned capital in 2025 of nearly 97.36 billion VND, an increase of 2.35%...

The Ho Chi Minh Road Construction Investment Project, Eastern bypass of Buon Ma Thuot City, is being urgently accelerated.

According to Mr. Tran Tien Dong, Director of the Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development (Board A), for the capital allocated in 2025 and the capital extended from 2024, the most difficult part is still the site clearance stage. Up to now, these "bottlenecks" are gradually being resolved. Board A will strengthen supervision, requiring contractors and construction units to focus human and material resources to speed up the construction progress of assigned projects. We are committed to disbursing all the allocated capital plan to ensure the set progress is met.

At a recent working session on basic construction, Vice Chairman of the Provincial People's Committee Truong Cong Thai highly appreciated the efforts of departments and localities in completing the progress of public investment disbursement. Some localities also coordinated with units and departments to do a good job in compensation and site clearance, creating conditions for promoting the progress of key projects of the province.

Vice Chairman of the Provincial People's Committee Truong Cong Thai emphasized: Currently, many important "bottlenecks" have been resolved, requesting investors, project management boards, departments and branches to encourage contractors to speed up construction progress, disburse maximum allocated capital sources. In particular, it is necessary to prioritize capital sources for compensation and site clearance activities, creating a clean site to implement key projects. Request the Department of Home Affairs to promptly review the staff at departments and branches; propose to swap job positions according to expertise and profession; research and organize secondments for experienced and capable staff in project management and compensation and site clearance; review and supplement staff at the commune level to perform tasks of investment management, project management, finance, planning, etc. to speed up the implementation of key projects being implemented, successfully completing the task of disbursing public investment capital in the last months of the year.
