
According to the plan, the proposal for reorganizing Hong Duc University based on the merger with the University of Culture, Sports and Tourism will be submitted to the Provincial People's Committee before February 15, 2026.
In implementation of Conclusion No. 52-KL/TU dated November 12, 2025, of the Standing Committee of the Thanh Hoa Provincial Party Committee on the Plan for restructuring public non-business units and state-owned enterprises under provincial management; the Provincial People's Committee issued Decision No. 3558/QD-UBND dated November 14, 2025, on the Plan for restructuring public non-business units and state-owned enterprises under provincial management.
To ensure the timely, effective, and compliant implementation of the Plan, on December 17, 2025, the Chairman of the Provincial People's Committee issued Official Letter No. 22498/UBND-THD directing a number of specific tasks.
Accordingly, the Chairman of the Provincial People's Committee requested that specialized agencies under the Provincial People's Committee, the Nghi Son Economic Zone Management Board and Industrial Parks Management Board, public service units under the Provincial People's Committee (hereinafter collectively referred to as provincial-level departments and agencies), and the People's Committees of communes and wards (hereinafter collectively referred to as commune-level People's Committees) urgently and seriously organize the implementation and dissemination of the Central and provincial policies, orientations, and directives on the restructuring of public service units and state-owned enterprises to officials, civil servants, employees, and workers, creating consensus and unity in the process of restructuring and consolidating the organizational apparatus.
At the same time, proactively develop plans, projects, and related documents, and fully prepare the necessary conditions for reorganizing the organizational structure, cadres, civil servants, public employees, and workers when a decision is made by the competent authority, ensuring that the reorganization does not affect the performance of assigned functions and tasks, does not leave any areas or fields vacant, and enhances the efficiency and effectiveness of operations, especially tasks related to serving the people and businesses.
Regarding the restructuring of public non-profit organizations.
The Chairman of the Provincial People's Committee directs provincial departments, agencies, and the People's Committees of communes to promptly develop proposals for the establishment, reorganization, and dissolution of public service units and state-owned enterprises under provincial management, based on the Plan for the arrangement of public service units and state-owned enterprises under provincial management. These proposals must ensure compliance with regulations regarding procedures, documentation, and other relevant information, and be submitted to the Provincial People's Committee for consideration and decision, or for decision-making within their authority.
For the tasks outlined in the Plan, provincial departments, agencies, and commune-level People's Committees are required to urgently implement the procedures and prepare the necessary documents for arrangement, and submit them to the Provincial People's Committee (through the Department of Internal Affairs) before December 21, 2025.
The Department of Internal Affairs is tasked with organizing the appraisal of the restructuring plans of provincial-level departments, agencies, and commune-level People's Committees, and submitting them to the Provincial People's Committee for consideration and decision before December 24, 2025.
For public service units that are not merged or dissolved according to the Plan for restructuring public service units and state-owned enterprises under provincial management, the managing agencies and units are tasked with proactively reviewing and advising competent authorities to consider and decide on the consolidation of functions, tasks, and internal organizational structure of these units, ensuring efficiency and improving the quality and effectiveness of public service delivery.
Regarding the restructuring of state-owned enterprises.
The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to take the lead and coordinate with relevant departments, agencies, and units to urgently advise and submit to the Provincial People's Committee a plan to merge three limited liability companies operating irrigation works (Song Chu; Nam Song Ma; Bac Song Ma) and take over two forestry companies (Cam Ngoc and Lang Chanh) to establish a 100% state-owned enterprise; to be completed before December 23, 2025.
