Need for special and outstanding policies for the new generation Van Don special economic zone

Quang Ninh is striving and determined to build Van Don into a new generation economic zone. To truly become a special zone is difficult, to become a new generation economic zone is even more arduous, requiring much more exploration, creativity, and determination. According to economic experts, the key factor must be to build institutions, mechanisms, and policies that are specific, innovative, prioritized, and even privileged, to both attract strategic resources outside the budget and ensure adequate public investment capital to help Van Don "take off".

One of the breakthroughs in the Resolution of the 16th Provincial Party Congress, term 2025-2030, determined: Continuing to synchronously complete modern, multi-modal socio -economic infrastructure connecting inter-provincial and inter-regional areas; promoting the development of science and technology, innovation and digital transformation, developing the private economy, technological infrastructure to promote the development of digital economy, marine tourism, marine economy, green transformation, energy transformation, developing Van Don special economic zone - a new generation economic zone and smart border gate in Mong Cai.

In order for the resolution to come into effect immediately, as well as to promote the development of one of the province's key economic zones that has not yet fully exploited its potential and strengths in the past, Quang Ninh has established a Working Group to develop a project on specific mechanisms and policies for Van Don special economic zone. Accordingly, Chairman of Quang Ninh Provincial People's Committee Bui Van Khang is the Head of the Working Group; Party Secretary, Chairman of Van Don Special Economic Zone People's Council Cao Tuong Huy plays the role of Permanent Deputy Head and directly directs the specialized advisory unit.

Ao Tien International Port in Van Don Special Economic Zone is one of the important highlight projects in terms of traffic infrastructure.

The working group is joined by leaders of key departments and branches such as Finance, Home Affairs, Construction, Provincial Economic Zone Management Board and heads of relevant agencies. The core task of the group and the supporting unit is to advise on the complete development of the project dossier for Van Don. Research, propose and explain policies, coordinate with central ministries and branches in appraisal, and monitor and urge progress throughout the completion process, and submit to competent authorities for consideration.

The decision to establish a Working Group to develop a project on specific mechanisms and policies for Van Don special economic zone is one of the important steps with the expectation of paving the way for the development of institutions, policies and mechanisms to attract large projects, billion-dollar projects, along with continuing to invest in dynamic infrastructure to accelerate Van Don's development.

At the 10th Session of the 15th National Assembly , during the discussion in the hall on socio-economic development, delegate Do Thi Lan, Vice Chairwoman of the National Assembly's Social Committee, Provincial National Assembly delegate, emphasized that the Central Government has a policy to allow some localities to pilot special mechanisms to promote development, including Van Don Economic Zone and Van Don Special Zone. However, to date, the outstanding policy mechanism has not been applied and has not been institutionalized. The delegate proposed that the Government submit to the National Assembly for consideration and decision on expanding the scope, subjects, and areas of application of pilot and special mechanisms and policies to qualified localities, including Quang Ninh province, so that the policy can soon come into life, promoting the economic development potential of the locality, region, and country. At the same time, orient and direct Quang Ninh province to continue to build unique and outstanding policies so that Van Don special economic zone can continue to attract investment and effectively promote infrastructure for breakthrough development.

One of the advantages of Van Don special economic zone is that in recent years, Quang Ninh has focused on investing heavily in transport infrastructure, ports, tourism infrastructure, etc. This is a locality with a synchronous and modern transport system from aviation, sea, road, especially the internal transport infrastructure, connecting urban areas and tourist areas with synchronous investment.

Billion-dollar projects have been attracted such as the Monbay Van Don high-end resort, entertainment, golf course and residential area project; the high-end complex service tourism project with casino in Van Don; the Dong Dong Reservoir project... Previously, there were also large projects investing in the high-end tourism and service sector such as the Sonasea Van Don Harbor City resort complex; Angsana Quan Lan Ha Long Bay Resort; Van Yen Resort...

Currently, Van Don special economic zone is continuing to invest in building and upgrading many key traffic routes to synchronously and conveniently connect from Ha Long - Mong Cai expressway to Van Don Airport, Ao Tien international port, as well as the dynamic and backbone road networks of the special economic zone.

With synchronous and modern transport infrastructure, ports, and urban areas, along with special, breakthrough, priority, and privileged institutions, mechanisms, and policies built and issued in the coming time, it will be the foundation and driving force for Van Don special economic zone to exploit its own potential to develop into a new generation economic zone according to the Resolution of the 16th Provincial Party Congress.
