The construction industry is accelerating its breakthrough, ushering the country into an era of powerful development.

The Congress, themed "Competing for innovation and creativity, accelerating breakthroughs to bring the country into an era of powerful, civilized, and prosperous development," aims to summarize the achievements in emulation and reward work of the Ministry of Construction during the 2021-2025 period, laying a solid foundation for the direction of activities in the 2025-2030 period.

In implementing Directive No. 41-CT/TW dated December 26, 2024, of the Politburo on strengthening the Party's leadership over emulation and reward work in the new situation, from 2021 to 2025, the Ministry of Construction launched more than 20 emulation movements that made a great contribution to the cause of national construction and economic development, such as: the "Excellent Worker, Creative Worker" emulation movement, and the "Promoting Administrative Reform and Construction" emulation movement.
"Digital Government ", "The whole country joins hands to eliminate temporary and dilapidated houses", "Promoting the development of synchronous and modern transportation infrastructure; practicing thrift and combating waste in the period 2022 - 2030", "500 days and nights of emulation to complete 3,000 km of expressways"...

Emulation movements have made a significant contribution to the remarkable development of strategic infrastructure systems, especially breakthroughs in transportation infrastructure. During the 2021-2025 period, many important national and key projects have been completed and are gradually being invested in and constructed, contributing to a new look for the country, establishing connections between regions nationwide, and facilitating international integration.

To date, the Ministry has completed 83 projects and commenced 93 projects, including putting into operation the entire North-South Expressway (Eastern section) in the 2017-2020 period and several projects in the 2021-2025 period, totaling nearly 2,500 km. Key projects are also being accelerated to reach over 3,000 km of expressways by the end of 2025, creating a solid foundation towards the target of 5,000 km by 2030...

Notably, within the framework of the "Nationwide Emulation Movement for Innovation and Digital Transformation" and "Digital Literacy for the People," in order to build an e-government, digital transformation, and administrative reform, the Ministry has gradually built and perfected specialized information systems and national databases to meet data standard requirements, capable of connecting and integrating with other relevant national and specialized databases to serve management and operation; ensuring the principle of "no one is left behind" in the digital transformation process of the construction industry.

Alongside organizing and implementing emulation movements, the Ministry of Construction always focuses on propaganda, honoring and commending exemplary individuals and good deeds; identifying, nurturing, and replicating advanced models and exemplary individuals and good deeds; and commending outstanding workers, civil servants, and laborers in the industry. In particular, the "1 Million Initiatives" program, in response to activities commemorating the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023), created a strong ripple effect throughout the industry. The Ministry of Construction awarded State-level commendations to 145 cases; and Ministry-level commendations to 8,796 cases...

Building on the achievements of the 2021-2025 period, the Ministry of Construction issued Plan No. 11113/BXD-TCCB dated October 6, 2025, on launching the emulation campaign "Officials, civil servants, employees, and workers of the Ministry of Construction compete to successfully implement socio-economic development tasks in the 2025-2030 period with the theme 'Unity - Democracy - Discipline - Breakthrough - Development'".

In this new phase of national development, the Ministry of Construction aims to complete 100% of the tasks assigned by the National Assembly, the Government, and the Prime Minister in drafting legal documents.
The Ministry's tasks include drafting legal documents according to the annual program and plan; achieving major goals in the 10-year socio-economic development strategy 2021-2030, and the Politburo's conclusions on developing the transportation infrastructure system; promoting the implementation of policies and laws for the development of a synchronous and effective framework technical infrastructure; and policies for developing underground construction space in major cities... These are also solutions within the 10 groups of patriotic emulation contents to create confidence and momentum for the construction industry to enter an era of advancement.
