Construction industry accelerates to bring the country into an era of strong development

The Congress has the theme "Emulation, innovation, creativity, and breakthrough acceleration to bring the country into an era of strong, civilized, and prosperous development", aiming to summarize the achievements in emulation and reward work of the Ministry of Construction in the period of 2021 - 2025, creating a solid foundation for the direction of activities in the period of 2025 - 2030.

Emulation movements have made an important contribution to the remarkable development of the strategic infrastructure system, especially the breakthrough in transport infrastructure. In the period of 2021-2025, many important national and key projects have been completed and are being gradually invested in and constructed, contributing to creating a new face for the country, establishing connections between regions across the country and international integration.

Up to now, the Ministry has completed 83 projects, started 93 projects, including putting into operation the entire North-South Eastern Expressway in the 2017-2020 period and a number of projects in the 2021-2025 period, with nearly 2,500 km. Key projects are also being accelerated to reach over 3,000 km of expressway by the end of 2025, creating a solid foundation to reach the target of 5,000 km by 2030...

Notably, in the movement "The whole country competes in innovation and digital transformation" and "Digital education for all", to build e-Government, digital transformation, administrative reform, the Ministry has gradually built and completed information systems, specialized databases, national databases to meet the requirements of data standards, with the ability to integrate with other relevant national databases, specialized databases to serve management and operation; ensuring the principle of "no one is left behind" in the process of digital transformation of the Construction industry.

In parallel with organizing and implementing emulation movements, the Ministry of Construction always focuses on propaganda, honoring and praising good people and good deeds; discovering, fostering and replicating advanced models, good people and good deeds; praising outstanding workers, civil servants and laborers in the industry. In particular, the program "1 million initiatives", responding to the activities to celebrate the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023), has created a strong spread throughout the industry. The Ministry of Construction has awarded State-level awards to 145 cases; awarded Ministry-level awards to 8,796 cases...

Promoting the results achieved in the 2021-2025 period, the Ministry of Construction issued Plan No. 11113/BXD-TCCB dated October 6, 2025 on launching the emulation movement "Cadres, civil servants, public employees, and workers of the Ministry of Construction compete to successfully carry out socio-economic development tasks in the 2025-2030 period with the theme "Solidarity - Democracy - Discipline - Breakthrough - Development".

In the new development stage with the country, the Ministry of Construction sets the goal of completing 100% of the tasks of drafting legal documents assigned by the National Assembly, the Government, and the Prime Minister.
The task of developing legal documents of the Ministry according to the annual program and plan; completing major goals in the 10-year socio-economic development strategy 2021-2030, the conclusions of the Politburo on developing the transport infrastructure system; promoting the implementation of policy and law development for the development of synchronous and effective framework technical infrastructure; policies for developing underground construction space in major cities... These are also solutions belonging to 10 groups of patriotic emulation contents for the Construction industry to create confidence and momentum to enter the era of development.
