Preparations are underway for the commencement and inauguration of 234 projects with a total investment of 3.4 million billion VND.

On December 16th, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on preparations for the groundbreaking, inauguration, and technical opening ceremonies of projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam. The ceremony is scheduled to be held on December 19th.

According to the report, as of December 14th, the Ministry of Construction had compiled a list of 234 construction projects in 34 provinces and cities that met the conditions for commencement, inauguration, and technical opening to traffic. Of these, 148 projects had commenced construction, and 86 projects had been inaugurated or had their technical opening to traffic.

These include 38 projects from ministries and government agencies; 39 projects from corporations and conglomerates; and 157 projects from local authorities.

The total investment for projects and works is over 3.4 million billion VND (of which state capital in 96 projects is over 627,000 billion VND, accounting for 18%, and 138 projects from other capital sources is over 2.79 million billion VND, accounting for 82%).

The ceremony was held in a hybrid format, combining in-person and online participation via video conference. From 234 construction projects, the Ministry of Construction proposed 79 connection points (12 in-person and 67 online video conference points), symbolizing the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025).

Some important events included the Olympic Sports Urban Area construction project (Thuong Phuc commune, Hanoi); the inauguration of several projects and the launch of the first flight under the Long Thanh International Airport construction project - phase 1; and the groundbreaking ceremony for component 1 of the Lao Cai - Hanoi - Hai Phong railway line construction project.

In addition, there were also groundbreaking ceremonies for the Red River scenic boulevard project in Hanoi; the Hoa Phat Dung Quat railway rail and special steel production project (Quang Ngai); the Tan Phu - Bao Loc expressway project (Lam Dong province); the inauguration and technical opening of the main section of the North-South East Expressway project from Can Tho - Hau Giang - Ca Mau; and the groundbreaking ceremony for the first phase of the urban tram line project in Phu Quoc special economic zone…

At the meeting, Prime Minister Pham Minh Chinh gave his opinion to finalize the plan for organizing the ceremony, with the central venue expected to be at the groundbreaking ceremony for the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi city).

The Prime Minister emphasized that the groundbreaking, inauguration, and technical opening ceremonies for these projects are very significant events to celebrate the 11th National Emulation Congress and the 14th National Party Congress, and at the same time contribute to creating momentum, inspiring new enthusiasm to promote double-digit economic growth in the coming years.

The Prime Minister requested that ministries, localities, and agencies continue to carefully review and prepare thoroughly for the ceremony, ensuring progress, quality, and specific task assignments.

The Ministry of Interior is tasked with leading the awarding of commendations to individuals and collectives with outstanding achievements in emulation movements and the implementation of key national projects, paying particular attention to commending engineers, workers, and laborers who have directly worked and persevered on construction sites throughout the years.
