Q&A 23: Question: According to Law No. 87/2015/QH13 on the Supervisory Activities of the National Assembly and People's Councils, which reports does the National Assembly consider?

Answer : Article 13 of Law No. 87/2015/QH13 stipulates that the National Assembly shall consider the following reports: Annual work reports of the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office , and other agencies established by the National Assembly; and term work reports of the President, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, and other agencies established by the National Assembly.

The National Assembly considers the Government's report on socio -economic development; the Government's report on the implementation and settlement of the state budget; the Government's report on the implementation of the Constitution, laws, and resolutions of the National Assembly; reports from the Government, the Supreme People's Court, and the Supreme People's Procuracy on the handling of complaints and denunciations; the Government's report on anti-corruption work; the Government's report on practicing thrift and combating waste; the Government's report on crime prevention and control; the Government's report on the enforcement of judgments; the Government's report on the implementation of national goals on gender equality; reports on the implementation of laws in other areas as prescribed by law; and other reports as stipulated by resolutions of the National Assembly or at the request of the Standing Committee of the National Assembly.

The National Assembly considers and discusses reports in the following order: The head of the reporting agency presents the report; the Chairman of the National Assembly's Ethnic Council or the Chairman of the National Assembly's Committee presents the verification report; the National Assembly discusses and gives opinions on the report; if necessary, the report may be discussed in the National Assembly's delegation group; the head of the reporting agency may present additional issues of concern to the National Assembly deputies; the National Assembly considers and decides on the issuance of a resolution on the work of the reporting agency.

Resolutions on the work of reporting agencies must include the following basic contents: Assessment of achievements, limitations, shortcomings and their causes; responsibilities of the reporting agency and its head; deadlines for rectifying limitations and shortcomings; responsibilities of agencies and individuals in implementation; and responsibility for reporting the results of implementing the resolution on supervision.
