As reported by the People's Representatives Newspaper, this afternoon, December 16th, at the National Assembly building, Politburo member, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly Tran Thanh Man chaired a briefing meeting with the National Assembly's agencies.

The number one task is to finalize and submit for signing and promulgation the Laws and Resolutions that have been passed by the National Assembly.
At the meeting, the Vice Chairpersons of the National Assembly, members of the Standing Committee of the National Assembly and the Standing Committee of the National Ethnic Council, the Committees, and the leaders of the National Assembly Office listened to the report by the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, on the results of work in 2025 and some key tasks for the coming period of the National Assembly's agencies and the National Assembly Office.
Based on the report and opinions expressed at the briefing meeting, in his concluding remarks, National Assembly Chairman Tran Thanh Man summarized some outstanding highlights in the National Assembly's activities in 2025.

Accordingly, the Chairman of the National Assembly stated that the most outstanding highlight was the work of constitutional drafting, legislation, supreme supervision, and decision-making on important national issues, thereby making a significant contribution to achieving an 8% GDP growth rate in 2025, meeting and exceeding the plan for all 15 targets, collecting approximately 2.4 billion VND in budget revenue (the highest ever), and achieving an import-export volume of over 840 billion USD (also the highest ever).

The restructuring and streamlining of the organizational apparatus at the central and local levels has been implemented seriously and decisively. Specifically, the National Assembly has reduced its number of agencies from 13 to 8; the National Assembly Office has been reduced from 29 to 9 units, demonstrating our strict adherence to and implementation of the Central Committee's policy.


In addition, parliamentary diplomacy activities were implemented proactively and effectively. The activities commemorating the 80th anniversary of the Vietnamese National Assembly were systematically and proactively publicized and organized with depth.

Digital transformation in the National Assembly's operations continues to be promoted. Digital technology and artificial intelligence are gradually being applied in synthesizing public opinions, processing information, serving legislation and supervision, creating an important foundation for building a modern National Assembly.

The Chairman of the National Assembly respectfully acknowledges, commends, highly appreciates, and thanks the entire National Assembly Council, the National Assembly Committees, the National Assembly Office, and all officials, civil servants, and employees at the National Assembly's agencies and the National Assembly Office for their efforts, cooperation, and unity in fulfilling the tasks of 2025.

Regarding key tasks for the coming period, the Chairman of the National Assembly noted that with only more than 10 days left until the end of 2025, the number one priority is to finalize and submit for signing the Laws and Resolutions that were passed by the National Assembly at the recent Tenth Session; and to coordinate with the Government to promptly organize the implementation of the passed laws and resolutions.

It should be noted that some legal documents and implementing guidelines, drafted in a short period, inevitably contain some inconsistencies. The Chairman of the National Assembly requested that relevant agencies proactively review and update new viewpoints and directives, advise on amendments, additions, and the issuance of new documents to suit the reality, and implement them in accordance with the spirit of the conclusions of the Standing Committee of the National Assembly and the issues already approved by the National Assembly.

Secondly, the agencies focused on guiding, inspecting, and preparing all conditions for the successful organization of the 16th National Assembly elections and the elections of People's Council representatives at all levels for the 2026-2031 term. The Speaker of the National Assembly also requested that full-time National Assembly deputies continue to seriously and effectively fulfill their responsibilities and duties until the new National Assembly is established, and even perform better and more effectively to serve the country and the people.
Thirdly , focus on successfully organizing activities to commemorate the 80th anniversary of the Vietnamese National Assembly, especially the January 6th commemoration ceremony and the fourth Dien Hong Award Ceremony on the evening of December 18th.

Wednesday , It is urgent to summarize and draw lessons from the Tenth Session, while also making thorough and complete preparations for the First Session of the 16th National Assembly, ensuring a smooth and lawful transition between the two terms.
There will be a full-term oversight program by the National Assembly.
Emphasizing the particularly important significance of the year 2026, National Assembly Chairman Tran Thanh Man outlined several key tasks for the National Assembly's agencies.
Firstly, it is necessary to closely adhere to the Party's leadership, promptly implement and institutionalize the Resolutions, Directives, and Conclusions of the Central Committee; and review and improve the legal system regarding the organization and operation of the National Assembly in accordance with the Central Committee's conclusions.
The Chairman of the National Assembly emphasized the need to thoroughly understand the viewpoint that legislative work is "a breakthrough of breakthroughs." Analyzing several other points in the legislative work for 2025 and 2026, the Chairman noted that future legislative work must strictly adhere to legally prescribed procedures and processes. Issues that can be streamlined must be presented in a decisive and resolute manner, while those that cannot be streamlined must be presented with firm resolve.


"The next phase requires discipline and order in lawmaking; institutions must lead the way and pave the way for development; a strong shift from a management mindset to a development-oriented mindset, considering institutional reform as a national competitive advantage," the Speaker of the National Assembly emphasized.

Secondly, oversight activities must be substantive, thoroughly addressing responsibilities and focusing on essential areas directly related to people's lives. The Speaker of the National Assembly stated that the National Assembly leadership has agreed that the 16th National Assembly term must have a comprehensive oversight program, specifying which issues will be monitored each year, with clear priorities and key areas.
Thirdly, strengthen the monitoring and supervision of the implementation of laws and resolutions of the National Assembly; enhance the accountability of ministries and agencies. "This is an issue where the National Assembly works alongside the Government in supervising the implementation of laws and resolutions," the Speaker of the National Assembly stated.

Fourth, agencies should promote the application of information technology and artificial intelligence in the activities of the National Assembly, moving towards a digital National Assembly; the National Council and the Committees must strongly implement this issue.

Fifth, continue to innovate in the work of addressing people's petitions, strengthening thematic and sectoral contact with voters. Sixth , comprehensively prepare for the 16th National Assembly election, ensuring progress and compliance with regulations, especially regarding personnel matters, electoral districts, and voter data. Seventh , strengthen parliamentary diplomacy and promote Vietnam's role in international forums.
Proactively prepare the contents to be presented at the First Session of the 16th National Assembly.
Regarding specific tasks, National Assembly Chairman Tran Thanh Man said that the National Election Council had just held its fourth meeting and had agreed on and assigned very specific tasks. From now until election day, the National Assembly Chairman requested that the Vice Chairmen of the National Assembly in charge of the Subcommittees focus intensely on directing, guiding, inspecting, and supervising the election.
The Chairman of the National Assembly assigned the Committee on Law and Justice to take the lead in advising on the development of the legislative orientation for the 16th National Assembly term; preparing and submitting for promulgation the legislative program for 2027; and promptly advising on adjustments to the legislative program for 2026, ensuring the full and timely institutionalization of the Party's policies and practical requirements.

In particular, the Chairman of the National Assembly assigned the Committee on Law and Justice as the focal point, to preside over the coordination with the Council of Ethnic Minorities and the Committees for Inspection and Supervision of the issuance of guiding documents for the implementation of laws and resolutions of the National Assembly.
The Economic and Financial Committee is responsible for advising and meticulously preparing the economic and financial contents to be submitted to the First Session of the 16th National Assembly, especially the system of 5-year plans for the period 2026-2030.

The Committee on Citizen Petitions and Supervision is responsible for advising on the development of the National Assembly's supervision program for the entire term and for the Standing Committee of the National Assembly; strongly innovating supervision activities towards a more substantive approach, selecting the right pressing issues; strengthening the monitoring and urging of the resolution of voters' petitions, shifting from pre-approval to post-approval.


The Committee on Delegate Affairs proactively advises on personnel matters, ensuring the early consolidation of the organizational structure of the National Assembly and state agencies; pays attention to the training, development, and management of delegates; promptly implements emulation and reward activities, especially the summary and awarding of commendations at the end of the 15th National Assembly term; and proactively prepares the contents to be presented at the First Session of the 16th National Assembly.
The Committee on National Defense, Security and Foreign Affairs is responsible for advising and effectively supporting the foreign affairs activities of the National Assembly leaders; implementing the parliamentary diplomacy plan in a focused and targeted manner; and advising on the improvement of the Regulations on Foreign Affairs Activities of the National Assembly.
The Committee on Science, Technology and Environment continues to advise on the effective implementation of Resolution No. 57-NQ/TW of the Politburo; promote digital transformation in the activities of the National Assembly; and organize the substantive operation of platforms serving "Digital Popular Education - Digital National Assembly".

The Committee on Culture and Society monitors and supervises the implementation of laws and resolutions of the National Assembly that institutionalize Resolutions 71 and 72 of the Politburo.
The National Assembly Office presides over and coordinates the comprehensive provision of services to the National Assembly; meticulously prepares for the sessions and major events of the National Assembly; strengthens the monitoring and urging of the implementation of conclusions and directives of the National Assembly leadership; tightens administrative discipline and order, manages personnel, finances, assets, records, and documents, and practices thrift and combats waste.

Affirming that 2025 concluded with many important milestones, including the National Assembly's significant contributions to the country's overall achievements, the Chairman of the National Assembly hoped that the Ethnic Council, the Committees, and the National Assembly Office would uphold the six principles of "strict discipline and order." With strict discipline and order, the National Assembly's activities will be further improved in terms of quality, efficiency, and work order.

Following that, National Assembly Chairman Tran Thanh Man presented Certificates of Commendation from the Standing Committee of the National Assembly to six collectives for their outstanding achievements in advising and serving the Tenth Session of the 15th National Assembly.
