According to a report from the Department of Education and Training, the province is implementing a specific roadmap aimed at streamlining administrative structures, improving operational efficiency, and ensuring alignment with human resource development planning to serve the goal of sustainable socio -economic growth in the new phase.
Implement a phased restructuring plan and maintain the stability of autonomous facilities.
The restructuring and reorganization of the network of vocational education institutions in Ha Tinh is placed within the overall framework of the Central Government's major policy on reforming the organizational structure of the political system according to Resolution No. 18-NQ/TW and related guiding documents.
According to the guidelines in Document No. 59-CV/BCĐ dated September 12, 2025, of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the vocational education system will be restructured in a streamlined manner, reducing the number of administrative units, improving the quality of operations, and enhancing the efficiency of public service delivery.

In this context, the Central Government has identified two major directions: Consolidating vocational education and continuing education centers to form a vocational high school model equivalent to the high school level; and simultaneously, each province and city will maintain a maximum of no more than 3 public vocational schools (excluding those that are self-sufficient in covering their operating expenses), in order to train a skilled workforce to meet the requirements of socio-economic development and attract investment to the locality.
Adhering to this policy, Ha Tinh province has been implementing a systematic and cautious roadmap for restructuring the vocational education network, ensuring the stability of the system and the legitimate rights of learners.
Regarding the system of vocational education and continuing education centers, Ha Tinh province has implemented restructuring early on. Based on Resolution No. 18-NQ/TW and Joint Circular No. 39/2015/TTLT-BLDTBXH-BGDĐT-BNV, the province has completed the merger of vocational training centers, continuing education centers, and general technical and vocational guidance centers at the district level into vocational education and continuing education centers.
In addition, the province merged the Loc Ha Vocational Training and Continuing Education Center into the Thach Ha Vocational Training and Continuing Education Center and dissolved the Vu Quang Vocational Training and Continuing Education Center. To date, the province has 8 vocational training and continuing education centers distributed across geographical areas (North, South, West, and Thach Ha area) and 1 Provincial Continuing Education Center in Thanh Sen ward.
According to the Department of Education and Training's assessment, this arrangement is basically in line with the central government's directives and the local conditions, ensuring a streamlined network while still meeting the needs of people for continuing education and vocational training. In the future, the province will continue to aim to upgrade vocational education and continuing education centers into vocational high schools... However, since the Ministry of Education and Training has not yet issued specific regulations on this model, Ha Tinh plans to wait for official guidance in 2026 to organize the arrangement and transformation in accordance with regulations, avoiding disruption and waste of resources.
Regarding public colleges and vocational schools, the Department of Education and Training's report indicates that the province currently has 7 public vocational education institutions, including 4 colleges and 3 vocational schools. Of these, 6 schools are 100% self-sufficient in covering their operating expenses, and 1 school is 70% self-sufficient in covering its operating expenses.
Based on the guidance in Document No. 59-CV/BCĐ and Decision No. 73/QĐ-TTg dated February 10, 2023, of the Prime Minister on the planning of the network of vocational education institutions, the Department of Education and Training proposes to temporarily maintain the schools that are already fully financially autonomous, including: Ha Tinh College of Technology, Viet-Duc Ha Tinh Technical College, Ha Tinh College of Health, Ha Tinh Vocational Secondary School, and Ha Tinh Vocational Secondary School.
Regarding Nguyen Du College of Culture, the Department of Education and Training proposes not to merge it at this stage. The reason is that the school is on track to achieve 100% financial autonomy from 2026 and has specialized training fields in culture, arts, tourism, etc. These are important areas in implementing Resolution No. 18-NQ/TU of the Provincial Party Committee on building and developing culture and people of Ha Tinh in the new period.
Regarding Ly Tu Trong Vocational College, the Department of Education and Training is advising on a plan to transfer its management from the Provincial Fatherland Front to the Department, and simultaneously merge it with Ha Tinh Vocational College of Technology in 2026. The two schools have similar training functions, are geographically close, and both operate under an autonomous mechanism, so the merger is considered appropriate, contributing to streamlining the organizational structure and improving the efficiency of resource management and utilization.
Expanding social participation and linking vocational training with the labor market.
Besides restructuring the public education system, another important aspect of the roadmap for streamlining the vocational education network is the development of the private sector. According to a report from the Department of Education and Training, Ha Tinh currently has only two private vocational education institutions, while the provincial plan for 2030 identifies 13 private institutions throughout the province.

Promoting the socialization of vocational education aligns with the major policies of the Party and State, as expressed in Directive No. 21-CT/TW of the Party Central Committee, Resolution No. 71-CT/TW of the Politburo, and Decision No. 73/QD-TTg of the Prime Minister. Accordingly, the province will encourage businesses to participate in establishing vocational education institutions, promoting public-private partnerships, especially in high-tech industries and fields directly linked to the needs of the labor market.
Based on the current provincial planning and the ongoing adjustments to the plan by the Department of Finance, the Department of Education and Training will coordinate with relevant sectors to review and comprehensively assess the vocational education development plan, ensuring its suitability to the socio-economic development requirements of the province in the 2025-2030 period.
Based on the practical implementation and the above-mentioned orientations, the Department of Education and Training of Ha Tinh Province affirms that the restructuring and reorganization of the vocational education system is not simply about reducing the number of institutions, but aims to build a streamlined, efficient training network capable of flexibly meeting the human resource needs of the labor market.
The roadmap is defined cautiously, with appropriate steps, ensuring system stability, maximizing the capacity of autonomous institutions, and creating room for the private sector to participate more strongly in vocational training... This is considered an important foundation for Ha Tinh to develop high-quality human resources, contributing to the successful achievement of the socio-economic development goals set by the 20th Provincial Party Congress.
