Ms. Bui Thi Minh Hoai is Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.

Ms. Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee, was assigned by the Politburo to be Secretary of the Party Committee of the Vietnam Fatherland Front and Central mass organizations.

On the morning of November 4, the Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations held a conference to announce the Politburo 's decision on personnel work. Accordingly, Ms. Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee, was assigned by the Politburo to hold the position of Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.

At the conference, Deputy Head of the Central Organizing Committee Hoang Dang Quang announced the Politburo's decision to allow Ms. Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee, to cease participating in the Executive Committee, the Standing Committee, and to cease holding the position of Secretary of the City Party Committee; and at the same time, to mobilize her to participate in the 13th Party Committee Secretariat, participate in the Executive Committee, the Standing Committee, and hold the position of Secretary of the Party Committee of the Fatherland Front and Central organizations.

At the conference, General Secretary To Lam presented the decision and flowers to congratulate the Secretary of the Party Committee of the Vietnam Fatherland Front and Central organizations.

Earlier, in the morning of the same day, Mr. Do Van Chien, Secretary of the Party Committee of the Vietnam Fatherland Front and Central Organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, was dismissed by the Politburo from participating in the Executive Committee, Standing Committee, and from holding the position of Secretary of the Party Committee of the Vietnam Fatherland Front and Central Organizations; at the same time, the Politburo mobilized, assigned, and appointed him to participate in the Executive Committee, Standing Committee, and hold the position of Permanent Deputy Secretary of the National Assembly Party Committee.

The decision to transfer and assign Mr. Do Van Chien to the position of Permanent Deputy Secretary of the National Assembly Party Committee was announced at the National Assembly House on the morning of November 4.

Ms. Bui Thi Minh Hoai is Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.

Ms. Bui Thi Minh Hoai (59 years old), from Thanh Liem district, Ha Nam province (now Ninh Binh); master's degree, bachelor's degree in law. Ms. Hoai is a member of the Politburo, Secretary of the 13th Party Central Committee, member of the 9th (alternate), 11th, 12th, 13th Party Central Committee.

Ms. Bui Thi Minh Hoai has held the following positions: Deputy Head of the Provincial Party Committee's Inspection Commission; Vice Chairman of the People's Council of Ha Nam Province; Head of the Mass Mobilization Commission of Ha Nam Province; Secretary of the Phu Ly City Party Committee, Ha Nam Province (old), Vice Chairman and then Permanent Vice Chairman of the Vietnam Farmers' Union; Vice Chairman and then Permanent Vice Chairman of the Central Inspection Commission.

At the 13th National Party Congress in 2021, Ms. Bui Thi Minh Hoai was re-elected to the Party Central Committee and elected to the Party Central Committee Secretariat for the 2021-2026 term.

In April 2021, Ms. Bui Thi Minh Hoai was assigned to hold the position of Head of the Central Committee for Mass Mobilization. At the 9th Central Conference of the 13th term, Ms. Hoai was elected to the 13th Politburo.

In July 2024, the Politburo decided to assign Ms. Bui Thi Minh Hoai, Head of the Central Mass Mobilization Commission, to hold the position of Secretary of the Hanoi Party Committee, term XVII. On October 17, at the 18th Hanoi Party Congress, Ms. Hoai was re-elected as Secretary of the Hanoi Party Committee, term XVIII, term 2025 - 2030.
