At the conference, the representative of the Central Organizing Committee announced the Politburo's decision on the transfer, assignment and appointment of Mr. Nguyen Duy Ngoc, Chairman of the Central Inspection Committee , to hold the position of Secretary of the Hanoi Party Committee for the 2025-2030 term.

On the same morning, the Party Committee of the Vietnam Fatherland Front and Central organizations held a ceremony to announce the Politburo's decision on personnel work. According to the Politburo's decision, Ms. Bui Thi Minh Hoai ceased to participate in the Executive Committee, the Standing Committee, and ceased to hold the position of Secretary of the Hanoi Party Committee for the 2026-2030 term.

The Politburo assigned and appointed Ms. Bui Thi Minh Hoai to join the 13th Party Central Committee Secretariat, to join the Executive Committee, the Standing Committee, and to hold the position of Secretary of the Party Committee of the Fatherland Front and Central organizations.

Mr. Nguyen Duy Ngoc worked for a long time at the Hanoi City Police Department. He held the position of Deputy Director and Head of the Hanoi City Police Department's Investigation Department.

In 2016, Mr. Nguyen Duy Ngoc became Deputy Director General of the General Department of Police. In 2018, he became Director of the Department of Investigation Police for Crimes of Corruption, Economic Crimes, and Smuggling.

From August 2019 to June 2024, Mr. Nguyen Duy Ngoc was Deputy Minister of Public Security.

In January 2021, Mr. Nguyen Duy Ngoc was promoted to the rank of Lieutenant General, Deputy Minister of Public Security and was elected as a member of the 13th Party Central Committee.

In December 2023, Mr. Ngoc was promoted to the rank of Senior Lieutenant General. In June 2024, Mr. Nguyen Duy Ngoc was assigned by the Politburo to hold the position of Chief of the Party Central Office.

On August 16, 2024, Mr. Nguyen Duy Ngoc was elected by the Party Central Committee to join the Secretariat of the 13th Party Central Committee, and on January 23, 2025, Mr. Ngoc was elected by the Party Central Committee to join the position of member of the 13th Politburo and Chairman of the Central Inspection Committee.
