Mr. Nguyen Duy Ngoc holds the position of Secretary of the Hanoi Party Committee.

On the morning of November 4, the Hanoi Party Committee Executive Committee held a conference to announce the Politburo 's decision on personnel work.

Attending and directing the conference were General Secretary To Lam; Politburo member, Standing member of the Party Central Committee Secretariat Tran Cam Tu; Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission Le Minh Hung; Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission Pham Dinh Trac; Secretary of the Party Committee of the Fatherland Front and Central mass organizations Bui Thi Minh Hoai; and representatives of Hanoi leaders, leaders of departments, branches, communes and wards of the city.

The Politburo decided that Mr. Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, will cease to participate in the 13th Party Central Committee Secretariat, and will be transferred, assigned, and appointed to participate in the Executive Committee, the Standing Committee of the City Party Committee, and hold the position of Secretary of the Hanoi City Party Committee for the 2025-2030 term.

Secretary of the Hanoi Party Committee Nguyen Duy Ngoc was born in 1964, from Hung Yen; has a Master's degree in Law and is a senior political theorist.

Mr. Nguyen Duy Ngoc is currently a member of the 13th Politburo, Secretary of the 13th Party Central Committee, member of the 13th Party Central Committee, and Chairman of the Central Inspection Commission.

During his working career, he held many positions at Hanoi City Police such as Chief of Thanh Tri District Police, Head of Road and Railway Traffic Police Department (PC27), Chief of Office of Investigation Police Agency (PC44), Deputy Director of Hanoi City Police and Head of Investigation Agency of Hanoi City Police.

In November 2016, he held the position of Deputy Director General of the General Department of Police.

By August 2018, he was Director of the Police Department for Investigation of Crimes of Corruption, Economy, and Smuggling.

At the end of 2019, he assumed the position of Deputy Minister of Public Security and Vice Chairman of the National Traffic Safety Committee.

In June 2024, the Politburo assigned Mr. Nguyen Duy Ngoc to be the Chief of the Party Central Committee Office. Two months later, he was elected by the Central Committee to join the Secretariat.

In January 2025, the 9th Central Conference of the 13th tenure elected Mr. Ngoc to hold the position of member of the 13th Politburo and Chairman of the Central Inspection Commission.

In November 2025, the Politburo assigned and appointed Mr. Nguyen Duy Ngoc as Secretary of the Hanoi Party Committee.

On the morning of November 4, the Central Party Committee of the Fatherland Front and Central organizations held a conference to announce the Politburo's decision on personnel work for Ms. Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Head of the 15th National Assembly Delegation.

According to the decision of the Politburo, Ms. Bui Thi Minh Hoai ceased to participate in the Executive Committee, the Standing Committee of the Hanoi Party Committee, and ceased to hold the position of Secretary of the Hanoi Party Committee for the 2025-2030 term.

The Politburo assigned Ms. Hoai to participate in the 13th Party Central Committee Secretariat, appointed her to participate in the Executive Committee, Standing Committee, and hold the position of Secretary of the Party Committee of the Fatherland Front and Central mass organizations for the 2025-2023 term.
