On November 5, before the complicated developments of storm No. 13 (Kalmaegi storm), Chairman of Khanh Hoa Provincial People's Committee Nguyen Khac Toan, together with leaders of the Provincial Military Command and the Departments of Agriculture and Environment, Construction, and Finance, directly inspected the prevention work in two key areas of Van Ninh and Ninh Hoa.

The working group inspected key areas such as Deo Ca, Dai Lanh commune and especially the regulation of Da Ban reservoir. This inspection aimed to visually assess and promptly issue instructions on protecting irrigation works, dykes and areas prone to landslides and flooding, ensuring safety for agricultural production and people's livelihoods.
After a field inspection, Chairman of the Provincial People's Committee Nguyen Khac Toan gave urgent instructions at a meeting with localities in the northern region of Khanh Hoa province.
Mr. Toan emphasized the spirit of "not being subjective or losing vigilance" and putting the task of ensuring people's safety as the top priority. The Provincial Chairman paid special attention to the work of ensuring people's safety, requiring absolute control of all people's activities at sea and along the coast and proactively evacuating if necessary, because people's safety is paramount. This is an urgent survival measure to minimize risks for the fishing community and people living along the coast.

Along with the evacuation of people, the Provincial Chairman also assigned the task of monitoring the water levels of reservoirs and dams before and after the storm. The goal is to proactively regulate, avoid flooding, and ensure safety for downstream areas, a key task of the Agriculture and Environment sector during the rainy and stormy season.
At the same time, localities must urgently develop plans to protect public property and people's property in storm and flood areas and evacuation areas, to avoid unnecessary damage to production and daily life.
In order to respond flexibly and promptly, the Provincial Chairman requested the assignment of duty at the Command Center and the deployment of forces in high-risk areas. Along with that, propaganda work must be carried out extensively, instructing people on urgent survival measures and at the same time requiring them to stock up on minimum necessities.

Local forces, especially armed forces, were directed to be proactively used to help people immediately, both responding to storms and being ready to overcome environmental and production consequences after the storm.
The military was tasked with advising on setting up a forward Civil Defense Command Post in key areas when the storm made landfall, to handle emergency situations as quickly as possible.
With this drastic direction, Khanh Hoa province is making maximum efforts, not allowing any passivity, to protect people's lives and minimize damage to property and agricultural infrastructure before storm No. 13 makes landfall.
